    Senior Monitoring Advisor

    Essential Duties/Tasks and Responsibilities:

    • Lead overall coordination of the Monitoring Report (MR) cycle, including approving site visit plans and checklists, managing site visit data submission from subcontractors, ensuring protocols, assignments and deadlines are clearly communicated/adhered to and preparing/updating monthly site visit data submission schedules.
    • Reviewing incoming TPM data for completeness, clarity and accuracy and advice TPMs on all data quality issues per MR cycle.
    • Initiate and supervise overall data and detailed threads analysis in close coordination with Information Management Specialist and the Learning Specialist under the overall supervision of the DCOP/M&E specialist and under overall guidance of the COP.
    • Lead overall formulation and calculation of the Outcome Monitoring Indicators (OMI) and OVIs in all targeted sites.
    • Lead IP onboarding into the M&E system, including holding introductory meetings with IPSs and preparation of IP award summaries and activity databases.
    • In coordination with the Information Management specialist, ensure all raw site visit data and associated implementing partner documentation is appropriately and systematically filed electronically on shared filing systems.
    • Partner with the DCOP/M&E Specialist to design Site Visit Tools and Protocols, Monitoring Plan and Monitoring Schedule, and other annual project deliverables.
    • Collaborate with the DCOP/M&E Specialist to sample and select sites.
    • In partnership with the Senior Project Coordinator and Learning Specialist, develop and deliver field monitor training and capacity building.
    • Contribute to the development of content for external workshops, final presentations, IP workshops and external trainings.
    • Serve as acting person for overall technical direction to the team on monitoring methodology and data analysis when the DCOP/M&E Specialist is unavailable.
    • Other duties as assigned.

    Qualifications

    Required Experience:

    •  At least five years of experience designing and implementing field-based MEAL projects relevant to the Somalia humanitarian assistance portfolio.
    •  At least three years’ experience conducting quantitative and qualitative analysis related to humanitarian assistance.
    •  Demonstrated experience in data management and visualization.
    •  Demonstrated experience with monitoring donor-funded programs, preferably with familiarity of USAID.
    •  Familiarity with the operations of BHA programs and knowledge of IP activities in Somalia is highly desirable.

    Required Skills:

    •  Language proficiency at a post-graduate level in English.
    •  Excellent oral and written communication, analytical, interpersonal, and team management skills.

    Education: The SMA must hold a bachelor’s degree. A master’s degree is highly desirable.

    Senior Learning Advisor

    Responsibilities

    Essential Duties/Tasks and Responsibilities:

    •  Lead the development, design, and implementation of the SMLP II Learning Agenda leveraging USAID collaboration, learning, and adaptation (CLA) best practices.
    •  Lead the development of an annual Lessons Learned Report.
    •  Lead the development and execution of annual Learning Events, IP Workshops, and Interim/Final Presentations.
    •  Oversee the development of SMLP II’s data management dashboard to meet the evolving needs of the program.
    •  Provide overarching technical guidance on all aspects related to learning across various humanitarian sectors.
    •  Lead the development of IP and TPM best practices and lessons learned for inclusion in the Monitoring Reports and in the Lessons Learned Report.
    •  Lead relationship management and data sharing between the project and IP Program Managers and Technical Teams.
    •  Support incorporation of technical, contextual, and experiential CLA learning into the program cycle processes.
    •  Provide expert advice to USAID staff and partners on CLA.
    •  Develop and conduct trainings, workshops, facilitated learning conversations and other capacity building opportunities around CLA.
    •  Support the development of training curricula for staff, data collectors and IPs.
    •  Other duties as assigned.

    Qualifications

    Required Experience:

    •  At least five years of experience implementing field-based MEAL projects.
    •  Demonstrated experience conducting analysis to design and disseminate learning activities, quality control of learning products, facilitation of learning events, fostering stakeholder collaboration, designing knowledge management practices, leading adaptive management and evidence-based decision making, and training.
    •  Demonstrated supervisory experience.
    •  Familiarity with USAID’s collaborating, learning and adaptive management frameworks.
    •  Familiarity with the operations of BHA programs and knowledge of IP activities in Somalia is highly desirable.

    Required Skills:
