    Corporation Secretary and Director Legal Services

    Job specifications
    Duties and responsibilities entail:

    • Assisting in providing guidance to the Council on the following duties and 
    • responsibilities: matters of governance, Council induction and training, Updating the 
    • Council Charter, Preparation of Council work plans, Council evaluation, Governance 
    • audit, and Implementation of the code of conduct and ethics;
    • Ensuring timely circulation of Council and Committee papers and minutes;
    • ensuring safe custody of the Council Seal and account to the Council for its use; 
    • Maintaining and updating the register of conflicts of interest;
    • Ensuring that Council members are aware of all relevant laws affecting the 
    • organization; Formulating, drafting and facilitating publication of Legal Notices for the Council in the Kenya Gazette;
    • Liaising with the Registrar/Chief Executive Officer in preparation and dissemination of Council calendar of meetings;
    • Interpreting and advising the Council on all matters relating to the law;
    • Overseeing the formulation, implementation and review of the Council’s laws and 
    • strategies on litigation and other relevant regulations;
    • Overseeing the implementation and review of legal agreements and contracts in 
    • liaison with relevant departments, divisions and units and ensuring that the Council 
    • complies with statutory and other regulatory requirements;
    • Overseeing the preparation of legal opinions, coordinating the preparation and 
    • processing of legal notices and any other Gazettement;
    • Overseeing legal research on emerging legal issues; Providing leadership and policy direction on legal issues;
    • Formulating, implementing and reviewing of legal policies, strategies and procedures; 
    • Preparing the annual budget for the Legal Department;
    • Coordinating governance and Legal audit process;
    • Interpreting laws, regulation and provide legal opinions on matters of the Council; 
    • Identifying and managing external advocates assigned stated cases to handle/prosecute or defend;
    • Providing advice and legal opinions to Management and the Council on contractual 
    • matters and any legal actions contemplated by the Council before execution;
    • Mentorship and coaching of the staff in the legal division;
    • Preparing the Budget for the legal department;
    • Preparing the annual procurement plan for the department.

    Person specifications
    For appointment to this grade, a candidate must have: -

    • At least ten (10) years’ experience in a comparable and relevant position in Public or 
    • Private Sector, three (3) years of which should be at Management level;
    • Bachelor of Law (LLB) degree from a recognized institution;
    • Master of Law (LLM) degree or equivalent qualification from a recognized institution is an added advantage;
    • An advocate of the High Court of Kenya;
    • Current Law Practicing Certificate;
    • Certified Public Secretary (CPS K);
    • A Certified Governance Auditor;
    • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
    • Membership to the Law Society of Kenya (LSK);
    • Demonstrated results in work performance;
    • Proficiency in computer applications; and
    • Fulfill the requirements of Chapter six (6) of the Constitution.

    Senior Research, Strategy and Performance Management Officer

    Job specification

    • An Officer at this level may be deployed in either Strategy Planning and Performance 
    • Management or Quality Assurance and Risk Management Division.
    • Strategy Planning and Performance Management
    • Duties and responsibilities entail:
    • Interpreting and providing advice on planning and policy issues;
    • Carrying out feasibility studies on all service delivery projects;
    • Carrying out service delivery surveys in NCK;
    • Coordinating policy development and review in the Council;
    • Developing departmental work plans and aligning them to the budget;
    • Coordinating project prioritization process in accordance to budget calendar;
    • Researching studying and implementing key issues related to the Council’s mandate;
    • Generating annual performance and statistical reports; and
    • Aligning corporate strategy with the sectoral and national goals.

    Person specifications
    For appointment to this grade, a candidate must have: -

    • Served in the grade of Research, Strategy, Planning and Performance Management 
    • Officer for a minimum period of three (3) years or four (4) years relevant work experience;
    • Bachelor’s degree in any of the following fields: - Economics, Statistics, Economics and 
    • Mathematics, Economics and Statistics, Economics and Finance or any other 
    • equivalent qualification from a recognized institution;
    • Membership to professional body or Association in good standing where applicable;
    • Proficiency in computer application skills;
    • Shown merit and ability as reflected in work performance and results; and
    • Fulfil the requirements of Chapter Six (6) of the Constitution

    Standards and Compliance Officer

    Job specifications

    This is the entry and training grade for Standard and enforcement officers. An Officer at this level will work under guidance and supervision of a senior office. A Standard and 

    Compliance officer may be deployed in either Standards or Compliance Division Standards 

    Duties and responsibilities entail:

    • Processing of applications for private practitioners for nurses and midwives;
    • Preparing documentation for the inquiry process into alleged professional misconduct;
    • Undertaking nursing and midwifery programmes accreditation process;
    • Conducting regular compliance audits in nursing & midwifery training institutions and health facilities;
    • Updating compliance information on nursing and midwifery training institutions, 
    • internship centers and private practitioners in the database;
    • Undertaking joint inspections of health facilities and internship centers together with other regulatory Councils and councils;
    • Receiving correspondence and responding to inquiries on compliance;
    • Generating quarterly compliance work plans and reports, Generating quarterly quality assurance reports;
    • Assessing training institutions for approval of nursing and midwifery programmes;
    • Updating the database for approved nursing and midwifery training, Institutions, 
    • placement sites and internship centers;
    • Preparing quarterly standards work plans and reports;
    • Updating records on accredited nursing and midwifery programmes; and
    • Receiving correspondences and drafting responses to inquiries on standards of nursing and midwifery.
    • Compliance

    Duties and responsibilities entail:

    • Collecting, compiling, analyzing and summarizing information and trends on quality assurance;
    • Implementing quality assurance guidelines, standards, systems and frameworks;
    • Preparing quality assurance plans;
    • Participating in quality assurance activities and quality audits; 
    • Enforcing Quality Assurance Policy; 
    • Updating controlled NCK quality documents;
    • Collecting compiling information and documentations on quality assurance; and
    • Preparing quality assurance documentation and reports.

    Person specifications
    For appointment to this grade, a candidate must have: -

    • Bachelor’s Degree in any of the following disciplines: - Nursing, or Midwifery from a recognized institution;
    • Registration Certificate issued by the Nursing Council of Kenya;
    • Valid practicing license from Nursing Council of Kenya;
    • Member of a professional association of good standing; and
    • Proficiency in computer application skills.
