Duties and Responsibilities

This consultancy aims to support the development of the proposed outcomes of the Priority, as follows:  

• Development of G20’s recommendation on showcasing commitment to ratify and mobilize resources for the implementation of the BBNJ (Biodiversity Beyond National Jurisdiction) Agreement.  

Responsibilities:

• The primary responsibility of the Consultant is to provide research, policy, and coordination support to the G20 Presidency, developing, in close coordination with the lead Ministry and UNEP Brazil Office, the Outcome Document.
• This document will be proposed, as result of the feedback provided by the ECSWG during its meetings and taking into account intersessional work and feedback from stakeholders.  
• The Consultant will be placed within the UNEP Brazil Office, and on a day-to-day basis coordinate with a focal point from the Brazilian Government as well as the UNEP Office.
• Formally, the Consultant (G20) will report to the Programme Management Officer, in Ecosystems Division.

Qualifications/Special Skills

• Bachelor’s degree in sustainable development, economics, public policy, public administration, finance, natural resources management, engineering, law, social sciences, or related field is required.  
• Master’s degree in sustainable development, economics, public policy, public administration, sustainable finance, natural resources management, engineering, law, social sciences or related field is desirable.  
• A minimum of 4 years in the field of oceans and coastal planning and management.

Required  

• Demonstrated experience in research and development of written documents, policy papers, advocacy projects related to environmental and climate issues.  
• Experience in organizing and facilitating international official events and meetings, encompassing preparation, execution, and documentation, is required.  
• Experience working with an international organization or/and government is desirable.

Duties and Responsibilities

The consultant will undertake the following duties:  

Undertake the inception phase of the review, including:    

• Conduct project desk review and collate information from the project teams  
• Draft the reconstructed Theory of Change of the project  
• Prepare the Terminal Review framework  
• Develop the desk review and interview protocols  
• Draft the survey protocols  
• Plan the Terminal Review schedule  
• Prepare the inception report for review to be approved by the Climate Change Mitigation Unit    

Coordination of the data collection and analysis phase of the Terminal Review, including:  

• Conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and stakeholders of the project  
• Information collection, surveys, data analysis  3. Regularly report back to the Climate Change Mitigation Unit on progress.    

Coordination of the reporting phase, including:  

• Prepare presentation on preliminary findings  
• Draft Main Terminal report ensuring it is consistent with guidelines provide both in substance and style  
• Liaise with the UNEP Climate Change Mitigation Unit on comments received and ensure that comments are considered during finalization of the Main report and approved  
• Prepare a Response to Comments annex for the main report, listing those comments that are not accepted and indicating the reason for their rejection.    

Managing internal and external relations of the review team, including:  

• Maintain a positive relationship with stakeholders, ensuring that the project review process is as participatory as possible but at the same time maintains its independence.  
• Communicate in a timely manner with the UNEP Climate Change Mitigation Office on any issues requiring its attention and intervention.

Qualifications/Special Skills

Academic:  

• A Masters degree in energy, environmental sciences, engineering, international development or related area is required.  
• A first-level degree with an additional two years of qualifying experience may be accepted in lieu of an advanced university degree;
• A minimum of 5 years of technical / evaluation experience preferably including evaluating large, regional or global programmes and using a Theory of Change approach is required
• A good understanding of climate change conventions, GHG inventory and MRV is desirable.
• Good communication skills to manage/interact with government representatives and people inside and outside of the project team is desirable.
• Excellent drafting skills is desirable.
