Responsibilities/Requirements

• Working as an integral M&RP team member, form strong relationships with diverse country partners such as Red Cross/Crescent national societies, Ministries of Health, civil society organizations, Statistical Offices, UN agencies and others to identify required data sources for 5-Point Plan decision making (e.g., census, vaccination coverage, District Health Information); obtain, compile, and organize data to ensure easy, ongoing access to all M&RP team members.
• Working to a strict timeline, output required 5-Point Plan data needs, standardized maps and visual tools using data from a variety of sources such as field observation, mobile data collection, and satellite imagery.
• Travel to project sites in remote areas to assess and ensure implementation needs are met including a fit-for-purpose Operations Center (i.e., assuring strong Wi-Fi / internet availability, networks with computer workstations and necessary devices such as routers, printers etc.), procurement of appropriate field data collection devices and other equipment, and installing/configuring appropriate mobile phone survey and other software / functions; ensure security of the Operations Center and devices.
• In close collaboration with local partners and adhering to 5-Point Plan protocols, lead processes to select and train local data experts to assist with implementation and oversee those individuals during field implementation.
• Assist in training supervisors and local volunteers on data collection, use of maps, and data management processes.
• During field implementation, critically assess processes/data outputs including situation reports, dashboards, and team morale to ensure a good flow of information to and from the field and the Operations Center, the rapid identification of problems/gaps in field implementation, and work with a team to identify potential solutions to problems.
• Review existing 5-Point Plan protocols on data collection, data outputs, training, and implementation on an ongoing basis to identify areas for updating and improving so that the 5-Point Plan can be streamlined, automated and more easily implemented by diverse partners. 
• Must have a calm persona when working under pressure and to timelines, especially when the 5-Point Plan is being implemented.
• Solid team player with patience and understanding of people unfamiliar with the information technology ‘world.’
• Must be innovative and able to adapt to new technological developments.
• Support product development for M&RP 5-Point Plan project
• Other duties as assigned.

Qualifications

• Bachelor’s degree in information technology, information management, data analysis or a related field with a minimum of 5 years’ experience as an information specialist.
• A minimum of 3 years’ experience in supporting field mobile data collection including knowledge of mobile data collection processes and experience in problem-solving with field teams.
• Proven track record of capacity building with over 3 years’ experience in providing training on field data collection to individuals with varying skill levels including volunteers, community members, and staff.
• At least 3 years’ experience in assessing and improve internet/Wi-Fi capacity in remote areas.
• Proven ability to proficiently use excel, ODK, OpenStreet Map, Google Earth/Map, and other GIS applications; coupled with strong data management skills. Knowledge of R an asset.
• Good knowledge of internet security and data privacy principles, familiarity with data sources to obtain census, vaccination coverage and demographic data;
• Proven ability to document data management and information processes for sharing with others.
• Ability to tackle problems under a variety of circumstances and adapt to dynamic situations.
• Demonstrated ability to work with diverse partners as a team and to meet deadlines with limited guidance; Outstanding organizational and time-management skills.
• Experience with the Red Cross network and international humanitarian work is preferred.
• English required, French preferred .

Summary

• The purpose of the Regional Finance Coordinator is to support the management of a strong internal control environment, including segregation of duties, and the application of finance policies, processes, and procedures throughout the region.
• the purpose of the regional office (RO) is to ensure implementation of the international strategy in the region, by establishing and following up regional and country strategic direction through regional and country frameworks. This means that RO is responsible for strategy implementation, ensuring accountability and providing leadership in the region and for supporting country offices (CO) based on strategic direction and overall frameworks from national office.
• The RO ensures strategic relationship management with all Norwegian Red Cross NS partners in the region, the Federation and the ICRC, with a focus on regional emergency preparedness and response. The RO furthermore ensures strategic relationship management with donors and external partners and supports CO with grant management. The RO supports and oversees finance management and results management (PMER) in the region in line with established standards and best practices.
• The RO is responsible for optimal use of human resources by ensuring efficient and purposeful communication and collaboration, including with National office. The RO promotes competency development and ensures efficient leadership and a conducive working environment in the region.

Strategic Responsibilities

• Coordinates the accounting functions of the Regional Office (RO) in line with Norwegian Red Cross rules and procedures.
• Supports RO and Country Offices (COs) in all aspects of required quality financial management enabling accountable humanitarian programs.
• Assist SSM in contributing Norwegian RC contributions to partner NS efforts to improve financial risk management.
• Deputizes for SSM in his/her absence

Operationa1Responsibi1ities

Budgeting

• Coordinate, and review preparation of the RO, CO and partner (HNS) programme and project budgets consistent with plans and budget policies.
• Assist SSM over budget revisions in the Africa region, including mid-term budget analysis for RO and COs.
• Lead the NFO budgets, monitoring and reporting during the GRM in coordination with relevant CPMs
• Prepare monthly NFO splits for the RO and supervise COs finance team over Country’s NFO split.
• Review and update CO and RO FP&A budgets.
• Assist SSM in leading to organise GRMs in collaboration with stakeholders.

Accounting 

• Provide QA over transactions accuracy, completeness and cut off; regional and country offices monthly including reconciliations of advances and liquidations to HNS. This further includes supervision of reconciliations of receivable, payables, accruals and banks
• Assist SSM in monitoring working advances to NS and its liquidation (though PIMS);
• Lead on staff advances and their liquidation
• Ensure monthly closure of accounts within required deadlines and guidelines.
• Quality assures all cash requests and cash forecasts in the CO and RO respectively and ensure that they comply with the FAM before processing.
• Participating in procurement committee meetings including procurement processes;
• Assist SSM in leading over cash management including setting up cash processes at RO & CO.

Reporting

• Compile monthly and tertial reporting including C4.2 and C 4.3 and reconciliations.RO. Provide inputs to Narrative tertial reports.
• Assist SSM in providing feedback on the tertial reports
• Provide QA on monthly reconciliations for bank, Cash and accruals of the Cos and RO.
• Lead monthly BVA meetings with CPMs. This includes budget variance analysis (BVAs) with red flags. Monthly BVAs and Procurement plan tracking.
• Assist SSM over internal and external donor reporting including compilation and review of project packages
• Provide QA on cash counts.

Compliance and audit

• Coordinate all work that will facilitate and enhance successful audit of CO and RO for interim and annual audit in line with the audit engagement instructions from the external auditor for the region.
• Coordinate work related to preparation / launch / implementation of any additional audits (e.g. forensic audits) and/or controller visits.
• Support SSM in implementation of internal and external audit recommendations (based on Annual Management Letter).
• Follow up with COs regularly to ensure follow-up and implementation of internal and external audit recommendations (based on Annual Management Letter)

Monitoring

• Perform delegated responsibilities on all financial matters to ensure that internal control is in line and effective as required.
• Assist SSM in conducting on site financial spot checks of National Societies to identify the gaps and provision of recommendations.
• Support system improvement initiatives and ensure smooth roll out in the Regional and country offices

Team Leadership 

• Setting clear objectives and timelines for delivery of work. Supporting the team in attainment of both team and individual objectives. 
• Training, mentoring, and coaching the finance team. 
• Conducting performance reviews. 
• Delegating tasks and distributing team tasks to ensure good balance of workload. 
• Responsible for quality delivery of work by the team. 

Qualifications:

• University Degree in finance and commerce. Professional certification like ACCA, CA, CIMA etc will be of added value;
