    Regional Programme Support Officer

    Core Functions / Responsibilities:

    1. Assist the Project Coordinator in the day to day coordination of the programme and provide support to implementing country offices as needed.
    2. Support with the implementation of regional initiatives on return and reintegration, including with the organization of stakeholder meetings, including by preparing invitations, agendas, taking notes and preparing reports.
    3. Develop contextualized training materials and facilitate trainings in the area of migrant protection and reintegration.
    4. Provide support to country offices in their delivery and direct assistance and protection services to migrants, including by ensuring the application of related tools, guidelines and information systems and the promotion of partnerships.
    5. Monitor projects progress, specifically aimed at increasing effectiveness and recommending appropriate action.
    6. Support the Project Coordinator in coordinating all staff assigned to the project, as well as consultants recruited to support and/or undertake specific activities.
    7. Facilitate bi-weekly coordination calls with the implementing country offices to monitor progress against the programme indicators, identify bottlenecks and define mitigating measures.
    8. In close coordination with the Regional Communication Unit at RO Nairobi, implementing country offices and the Communication Officer at RO Brussels, support the development, coordination, and dissemination of communication and visibility materials and activities at regional and country level.
    9. Assist with information requests to and from country offices and other stakeholders.
    10. Promote coordination with other regional programmes and units to further strengthen synergies.
    11. Promote sharing of knowledge across implementing country offices and relevant partners.
    12. Undertake duty travel as and when required.
    13. Perform other duties as may be assigned..

    Required Qualifications and Experience:

    Education

    • Bachelor’s degree in Social Sciences, Political Sciences, Migration Studies, or a related field with two years of relevant professional experience.

    Experience

    • Experience in the field of migrant protection and assistance required. Experience in the field of return and reintegration is an advantage.
    • Working experience in the Horn of Africa region is an advantage.
    • Demonstrated experience of information management systems, reporting, and communication.

    Skills

    • Strong writing and coordination skills.
    • Strong computer skills in MS Office suite
    • Strong interpersonal skills and ability to work as part of a diverse team.

    Regional Resources Management Officer

    Core Functions / Responsibilities:

    1. Coordinate overseeing the financial management for all activities of the European Union (EU) regionally managed programmes and other regionally managed projects, including the oversight of financial expenditure and accountability, and undertake preliminary financial analysis of all activities for Implementing CO’s.
    2. Provide input for donor financial reports and oversee the preparation of donor financial reports following IOM regulations and established procedures and coordinate the consolidation of the same, for submission to relevant units for endorsement.
    3. Review Assets and other financial data prepared by Implementing CO’s. Bring issues or anomalies to the attention of senior management and provide information and guidance to COs on the appropriate application of internal controls and processes.
    4. Oversee monitoring of the budget control and analyse variances between budget and actual expenditures based on the donor agreement, for the regionally managed projects.
    5. Inspect payroll versus Implementing CO’s EU budgets and other regionally managed projects, ensuring that salaries are correctly allocated to projects and consistent with IOM's projectization criteria.
    6. Review the methodologies followed in the CO’s when engaging with IPs and ensure that COs adhere to the Supply Chain management rules and requirements of the Donors, like the flow-down provisions, etc. Also, ensure that the payment schedules are consistent with what is acceptable from a financial perspective.
    7. Monitor the financial exposure of the regionally managed programmes and projects regularly and ensure they don't run into a deficit, especially when committing to the reintegration of individuals. Flag this to the senior management, timely.
    8. Analyse and interpret the financial policies of IOM and donors and provide solutions to a wide spectrum of complex financial issues, in coordination with the SRRMO and, where applicable, the Manila Administrative Centre (MAC) and/or the Department of Resources Management (DRM).
    9. Coordinate the financial and administrative aspects of agreements for the regionally managed projects in close coordination with relevant Project Managers and the Office of Legal Affairs.
    10. Strengthen internal controls by documenting and streamlining approval processes, including control of accounts, monitoring of cash management, and large Supply Chain activities.
    11. Follow up on CO’s execution with IOM and Donor's rules, regulations, policies, and strategies, implementation of the effective internal control, proper design, and functioning of the financial resources management system.
    12. Guide the process of budget preparations/ revisions and their submission to the Donorjointly with the CO’s.
    13. Provide support and guidance to the Resource Management Unit (RMU) of RO, and monitor and oversee the financial management activities of the RO including oversight of financial expenditure and accountability.
    14. Participate and contribute to the Senior Management Team activities in developing and implementing a short and long-term strategy for RO in general and for the regionally managed programmes/project. Liaise with Project Managers at the COs’ levels regarding program budgets, funding levels of ongoing activities, and estimated funds coming in through foreseen future events.
    15. Act as Focal Person for external and internal audits from the Donors and ensure that compliance with the donor requirements is always respected, to facilitate a successful Audit.
    16. Liaise with Donors on RMU matters regarding new, ongoing, or completed projects as required.
    17. Carry out verification missions to the COs and review, validate, and report on the findings and provide recommendations on how to address the shortcomings. Share the report with relevant colleagues in RO Nairobi, Brussels, and when necessary, with DRM and Office of the Inspector General (OIG).
    18. Provide first-line support, guidance, and training in the Region concerning IOM's policies and procedures relating to resources management matters.
    19. Oversee the Legal and Compliance Unit of RO Nairobi and provide support to the implementing partner selection and engagement process.
    20. Oversee Supply Chain and HR functions within the context of regional projects.
    21. Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master's degree in Finance, Accounting, Public Administration, Business Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or
    • University degree in the above fields with seven years of relevant professional experience.
    • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

    Experience

    • Experience in financial management, accounting, and budgeting;
    • Field experience, including coordination and cooperation with international institutions and coordination bodies;
    • Experience in supervising the development and implementation of administrative control procedures, coordinating external auditing exercises;
    • Experience using corporate IT systems and software; and,
    • Experience in liaising with governmental and diplomatic authorities as well as with international institutions.

    Skills

    • Good knowledge of IOM/UN finance, supply chain, and HR procedures and rules; and,
    • Knowledge of IPSAS and SAP highly desirable.
