About the job

• This Finance Coordinator provides overall advice, coordination, and technical support on finance to the project team.
• This role has a regional focus and ensures compliance to DRC procedures and guidelines within the whole regional area. The role contributes to the development of strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to areas of operation under the project scope.

Your main duties and responsibilities will be:

Support

• Support the development and implementation of financial management capacity building of staff
• Provide technical support and advice to the Finance team

Financial Management

• In close cooperation with the Project Manager, reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines and donor requirements
• Support timely delivery of quality financial reports to donors and internal reports to colleagues and HQ
• Ensure compliance with relevant country statutory and other financial obligations such as tax, levies and statutory returns
• Monthly financial briefings to the Project Manager
• Ensure thorough and effective budgetary control in the Project
• Liaise with the Project Manager on key financial issues for the project, including co-funding, financial reporting, key variances and any remedial action
• Collecting cash forecasts from the Project Manager and requesting funds in a timely manner
• Maintain a continuous overview of funding levels and pay particular attention to shared support costs, including staff salaries
• Ensure all required documentation for financial audits in cooperation with Coordination staff and HQ
• Ensure monthly meetings are held with the project manager to discuss key variances, reasons for these, and any remedial action that is required
• Prepare for local audits
• Contribute to the development of proposals with regards to budgeting in cooperation with the Project Manager

About you

To be successful in this role we expect the following:

• Minimum 3-5 years' of international practical experience in financial management
• Proven experience in managing large budgets
• Competence in providing technical guidance and training
• Proven experience in working with national partners, local/government authorities
• Working experience with relevant donors (e.g. UNHCR, ECHO, OFDA, WFP, DFID or BPRM guidelines)
• Advanced proficiency in Excel
• Full professional proficiency in English
• Master's degree in Finance/Accounting or Business Administration

Overall purpose of the role:

• The Regional HDP Coordinator will be the key focal point at regional level for DRC’s core sector of Humanitarian Disarmament and Peacebuilding. S/he will be responsible for working across Country Office and regional staff to develop relevant and effective programming in the areas of humanitarian disarmament, peace and stability, conflict prevention/mitigation, fragility and security governance, borderlands and cross-border programming, and ensure quality programme delivery throughout the portfolio. Further the position will engage with key technical counterparts in other agencies, donors, academia and the technical disciplines within the broader DRC organization at both country, regional and HQ levels.

Key responsibilities:

Programme development and programme guidance

• Participate in the design and formulation of humanitarian disarmament and peacebuilding programming, as well as contribute to the start-up of new HDP projects.
• Ensure that all HDP activities are coordinated with and complementary to each other and well-coordinated with DRC and external partners.
• Disseminate and operationalize guidance on developed practices from HDP globally and in the region as well as monitor trends and practices from the broader humanitarian disarmament and peacebuilding communities of practice.
• Support HDP programmes to adapt and contextualize global tools to their local environments.
• Support country and regional programme design and implement conflict analysis and conflict sensitivity analysis to enable conflict sensitivity mainstreaming at project, area and programme level.

Staff capacity development

• Ensure HDP field staff are well trained and have the relevant skills and capacities to deliver programmes and projects effectively and with quality.
• Carry out field visits to project sites in support of HDP project implementation staff and/or to support other programmes or operational staff on conflict sensitivity and analysis.
• Support in knowledge sharing with other RO and CO staff on humanitarian disarmament, AVR, CM and peacebuilding, and assist in improving awareness of HDP’s work and methodology amongst EAGL staff
• Provide technical support on humanitarian disarmament, AVR, conflict management and peacebuilding to country programmes
• Provide support on induction training for incoming staff on thematic areas related to the HDP sector
• Build capacity of DRC staff in conflict analysis and conflict sensitivity analysis and application in programme development and implementation

Programme Quality

• Ensure focus on programme quality, best practice and strategic coherence of the HDP activities in each country, and monitor and follow up implementation with HDP senior staff and/or other relevant management staff in country.
• Support the identification of new innovative methods for the improvement of HDP’s peacebuilding programming across the EAGL region.
• Ensure strong and coherent data management, monitoring and evaluation within humanitarian disarmament and peacebuilding interventions, and HDP’s reporting structures working closely with the Regional Monitoring, Evaluation and Learning Team. Ensure documentation and consolidation of success stories, which can be communicated externally.
• Support quality programme assessments, baseline studies, reviews and evaluations as well as impact assessments
• Ensure the incorporation of and focus on Youth and Gender in HDP programming, and guide the advancement of these approaches within the HDP portfolio
• Enhance conflict sensitivity mainstreaming throughout regional programming through inclusion of conflict sensitivity indicators in MEAL processes

Business Development

• Support proposal development processes through technical input and review of HDP related interventions as well as conflict analysis and sensitivity approaches.
• Conduct quality assurance of peacebuilding related proposals and reports as requested, and work with Humanitarian Disarmament colleagues at HQ for mine action QA processes
• Support resource mobilization efforts including through technical liaison and engagement with donors, stakeholders and coordination mechanisms etc.
• Coordinate with other actors and stakeholders both at a country specific level and regional level to ensure that HDP programming in well linked into other related initiatives.
• Map and maintain existing relationship within both humanitarian disarmament and peacebuilding networks and create/strengthen relationships with new networks

Borderlands working group and knowledge hub

• Support coordination of efforts to strengthen and further develop the BWG and BKH in East Africa and Great Lakes
• Oversee the borderlands and cross-border workstreams in the region through line management of the Borderlands Specialist

Other

• Other tasks as assigned by the Technical Sector Unit manager and which are related to the above responsibilities.

Qualifications and Experience

• University Degree in Peace, Conflict, Security, Development Studies, War Studies, Political Sciences or commensurate level of experience
• At least 5 years programming experience in the areas of humanitarian disarmament, security governance, conflict management, social cohesion or stabilization.
• Minimum of 5 years working experience at an international level with development, humanitarian or peacebuilding agencies.
• Minimum of 5 years field experience in conflict affected areas; experience in East Africa and Great Lakes is an advantage
• Strong contextual understanding of the East Africa and Great Lakes region
• At least five years prior experience in staff mentoring, coaching and/or training
• Proven experience in project management, including planning and project development, budget management, reporting, and monitoring and evaluation
• Fluency in English and French (working level)
• Knowledge of regional languages desirable
• High degree of computer literacy
