    County Chief Officers - Information Communication Technology, Innovation and Public Service Transformation

    Duties and Responsibilities

    • Efficient utilization of funds and other Public resources placed at their disposal as they shall be the authorized officers in respect of exercise of delegated powers; and 
    • Giving effect to lawful directives of County Executive Committee Members and keeping them informed of all important activities and events; 
    • The administration of the County department
    • Formulation and implementation of effective programs to attain vision 2030 and sector goals.
    • Development and implementation of County’s strategic and Integrated Development Plans and sector development plans
    • Implementation of policies, regulations and laws
    • Providing strategic policy direction for effective service delivery
    • Promotion of National Values and Principles as well as ensuring compliance as outlined in Articles 10 and 232 of the Constitution of Kenya.

    • Oversee the unit’s operation and productivity, building a highly inclusive culture for effective, efficient, economic and ethical service delivery.

    • Monitor the implementation of flagship projects contained in the County Integrated Development Plan (CIDP) and the Governors Manifesto

    County Policy Analysis and Research Coordinator

    Duties and Responsibilities

    • Support the unit to roll out strategic mix of research methodologies appropriate for Siaya County geographic and sociocultural context.
    • Supervise and provide oversight to major functions of implementation research, including data collection, analysis, documentation, and dissemination.
    • Analyze and evaluate project performance data.
    • Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
    • Design, disseminate and administer research tools to support both formative and implementation and engage in on-the-job training in their usage as needed
    • Manage partnerships with county research institutions
    • Actively engage County Government Departments, Agencies and external stakeholders on agenda development and pilot study design, to facilitate collaboration and buy-in.

    Requirements for Appointment

    • Be a Kenyan Citizen
    • Bachelor’s Degree in, economics, / development planning/, statistics, /, applied sociology, anthropology, or another relevant subject.
    • Master’s degree in a relevant field will be an added advantage
    • Practical experience that is an equivalence to policy analysis and research will be considered
    • Minimum of four years’ (4) professional experience in research, including progressive experience in leading multi-disciplinary, multi-site research teams

    Director Governance

    Duties and Responsibilities

    • Organization, direction, control and coordination of the functions of governance.
    • Initiate development of appropriate County Department policies, legal and institutional frameworks for implementation of the mandate of department.
    • Ensure operationalization of service delivery in all the devolved units in the County
    • Preparation of department plans and budgets
    • Ensuring compliance with the National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
    • Ensure timely, efficient communication and coordination of administration and public service departmental affairs.
    • Interpret and apply National and County laws and other related statutes in line with the County goals.
    • Facilitating intra and inter-governmental relations and conflict resolution;
    • Overseeing safe custody of county government assets;
    • Coordinating and liaising with other directorates and departments in the county;
    • Coordinating the development and implementation of the departmental strategic plan;
    • Ensuring the development and review of the departmental annual work plans and budgets;

    Requirements for Appointment

    • Bachelor’s degree in any of the following disciplines- Public Administration /Business Administration/ Management/Community Development or any other social science from a recognized institution.
    • Served in the grade of Deputy Director Administration for a minimum period of three (3) years or in a comparable and equivalent position in the public service or private sector.
    • Master’s degree in any of the following disciplines: - Public Administration/ Business Administration/ Management/ Community Development or any other social science from a recognized institution will be an added advantage.
    • Certificate in a management course from a recognized institution
    • Have Knowledge of ICT.
