    Technical Lead - DREAMS

    Key Responsibilities:

    Job Purpose

    • Provide technical guidance and oversight in the provision of the DREAMS Core package of interventions for the Tumikia Mtoto Project targeted at reducing Adolescent Girls and Young Women (AGYW) vulnerability to HIV. He/She will design and ensure implementation of DREAMS activities at the community level with respect to OVC aimed at increasing health-seeking behaviors, expand access to safe spaces and adolescent-friendly services and improve the overall wellbeing of AGYW and their families.

    Major Responsibilities

    50% Technical support and management

    • Oversee implementation of innovative, technically sound, evidence-based, sustainable and cost-effective DREAMS core package of interventions to meet the project assigned targets
    • Guide in the identification and enrolment of eligible AGYW on the DREAMS Initiative and development of case management plan
    • Support roll out and implementation of curriculum-based interventions including; MHMC, HCBF, SHUGA, Family Matters! Program and steppingstones to the supported AGYW and communities
    • Guide implementation of social protection strategy aimed at improving economic potential of the project beneficiaries in an effort to reduce risk of HIV in liaison with the Program Coordinator Household Economic Strengthening.
    • Lead integration across a range of services for youth within the AGYW to take a holistic, family-centered approach to improving their wellbeing
    • Oversee coaching and mentorship for Local Implementing Partner (LIPs) to support DREAMS activities (including joint supportive supervision at County, health facility and community.

    25% Monitoring, Evaluation, Learning and Reporting

    • Work with the MEL unit to develop M&E system relating to the M&E plan ensure availability of data tools, timely data entry to DATIM 
    • Work closely with Project management and technical leads to assign realistic targets and budget to LIPs for all required and customized indicators
    • Guide tracking, analysis and manage periodic target achievements, AGYW linkage opportunities and curricula rollout on a daily, weekly, and monthly basis
    • Support review of the project outcomes and utilization of project data to prioritize interventions and for CQI
    • Guide development and dissemination of all project deliverables (technical assistance, technical reports, training curricula) in accordance with WVK, USAID, PEPFAR requirements 
    • Participate in the monthly, quarterly and annual reviews with program teams, LIPs and stakeholders
    • Ensure documentation of best practices and innovations for donor engagement
    • Ensure timely preparation of periodic reports and project documents in line with the donor and world vision standards

    15% Advocacy, Partnerships, Engagement & Networking

    • Engage County stakeholders to ensure that DREAMS beneficiaries receive layered services from multiple implementing partners
    • Support functionality of DREAMS coordination structures in the counties, communities, schools and health facilities
    • Establish partnership with private sector and County players to increase opportunities of AGYW to employment, internships, concrete entrepreneurial activities and enrolment into higher education
    • Engage DREAMS county government and other civil society partners to ensure the provision of a safe space for the identified AGYW
    • Participate in DREAMS related Technical Working Groups (TWGs) at National and County levels
    • Conduct County government engagements to influence budgeting

    5% Team Management

    • Model a high standard of personal Christian leadership, ministry, and integrity though lifestyle and work relationships that support the spiritual development of the team
    • Provide technical supervision to the Program Coordinator(s)
    • In close collaboration with the People & Culture department, ensure the right program staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for the development
    • Support professional development for supervisees through on job training, off-site training among others
    • Facilitate capacity building of staff on technical modules, through trainings, workshops, On the Job Training and technical backstopping etc
    • Ensure staff participate in morning devotions and are supported to grow spiritually
    • Ensure accountability and performance management including consequence management where necessary

    5% Others

    • Contribute in fundraising initiatives as required 
    • Perform any other duty as may be assigned by supervisor or designee from time to time
    • Participate and contribute in committees and task forces as required
    • Attend and participate in daily devotions

    Knowledge & Qualification

    Required Professional Experience

    • At least 7 progressive years of experience working in a HIV, RMNCAH, Adolescents programs within PEPFAR funding, 4 of which must be at management level Strong knowledge of DREAMS implementation and the evidence behind successful approaches to attaining the Program objectives Strong familiarity with PEPFAR and USAID policies, procedures, rules, regulations and reporting requirements for INGO led project Demonstrated knowledge of the Kenyan health and community systems & structures, and ability to build and sustain strong relationships with DREAMS stakeholders  Demonstrated skills in collaborative engagement, program planning, knowledge management, facilitation, networking and communication Strong budget  management skills

    Bachelor Degree in Health or Social Sciences or any related field, a Master’s degree is desirable

    Deputy Chief of Party (CoP), Somalia Resilience Food Security Activity (RFSA)

    Job Description:

    • World Vision seeks a Deputy Chief of Party (DCoP) for the proposed USAID-funded Somalia Resilience Food Security Activity (RFSA). The goal of the Activity is to improve and sustain the food and nutrition security of vulnerable populations through multi-year resilience food and nutrition security activities. This activity is a 5-year program worth approximately $100 million.  
    • The DCoP is responsible for operational management of the Activity. S/he will provide technical leadership, supervise team members, and be responsible for coordination of all parties. The DCoP must have prior experience effectively managing USAID development activities in similar capacity.  S/he must have experience working in Somalia or in a similar context, familiarity with the country’s social landscape, and demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners. S/he must have demonstrated experience recruiting, developing, and managing staff, as well as experience managing programmatic and financial reporting.S/he must understand and demonstrate commitment to the importance of adaptive management, gender, and youth issues in development programming and within staff and management of the activity. The DCoP also supports the CoP in leadership and supervision of sub-grantees and sub-contractors while ensuring the security, feasibility, and sustainability of the program and contribution to Child wellbeing outcomes.

    This position is contingent upon funding and donor approval.
    This position will be based in either Mogadishu, Somalia or Nairobi, Kenya, or a combination of both locations as per the donor preference. 

    MAJOR RESPONSIBILITES:
    15%    

    • In collaboration with the CoP, direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance.

    • Identify and promote clear communications on issues of budget management and programmatic activities, compliance, project operations and documentation.

    • Identify opportunities for synergy and ensure integration across programme sectors, with other World Vision Somalia programmes and/or with other service providers to maximise impact for beneficiary households and communities.

    • Manage programme budget within approved spending levels and ensure accurate and timely financial reports to donors and WVUS IPG headquarters staff

    KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:

    • A minimum of 10 years of progressively responsible senior experience in international development as Deputy Chief of Party, Operations Directors, Senior Technical Advisor or senior management experience on large ($30M+) food security, development, or humanitarian relief projects. 
    • Minimum of ten (10) years of senior-level professional experience designing, implementing, and managing food security and livelihood projects in complex, resource-constrained environments
    • Experience in leading and managing large grants in a fragile and complex environment similar to Somalia.
    • Experienced in managing a large grant involving Title II commodities and/or cash transfer mechanisms.
    • Experience managing sub-grants and contracts under grants for complex projects.
    • Experience of leading large and diverse teams.
    • Previous experience with large USAID grants including Resilience Food Security Activity (RFSA), Development Food Security Activity (DFSA), Development Food Assistance Programs (DFAP)s, Multi Year Assistance Programs (MYAP)s and/or Development Assistance Programs (DAP)s is preferred.
    • Demonstrated experience in developing and managing alliances with the private sector is desirable.
    • Familiarity with and commitment to addressing gender and social inclusion (GESI) in project sectors is required, as demonstrated by at least two years of senior-level experience working on projects that addressed GESI constraints.
    • Experience in deploying an effective CLA approach, where an activity was revised as per the changes in the context to achieve desired outcomes.

    Required Education, training, license, registration, and certification: 

    • A master’s degree in agriculture, economic, food security, international development or non-profit management or related a concentration from an accredited U.S. college or university, or international equivalent.
    • Minimum 10 years of experience managing development activities for USAID or similar donors, of which at least 3 years of experience working in/on fragile or post-conflict states, Somalia experience strongly preferred.
    • Proven expertise in assessing food security needs, livelihood systems, and resilience-building strategies.
    • Demonstrated communication, creative problem solving, and management skills.
    • Strong writing and oral presentation skills
    • Must be fluent in English.  
    • Conversational Somali and/or Arabic is preferred. 
    • Professional licenses, as required in the field and by the donor.

    Preferred Knowledge and Qualifications:

    • Experience working with migrant communities and in an urban context.
    • Experience in managing inter-agency consortiums is preferred.  

    Travel and/or Work Environment Requirement:  

    • Mandatory travels to implementation sites and regional, global meetings as required.
    • Travel to the United States WVUS Washington, DC Office to meet with donors and other stakeholders.    

    Language Requirements:

    • Fluency in English.
