    Transform Program Coordinator

    Job Overview / Summary

    • The Program Coordinator will support the TRANSFORM project and will be responsible for the operational aspects of the implementation of all key IRC objectives and deliverables of this initiative.
    • The Program Coordinator will be based within the TRANSFORM team which sits in the Violence Prevention and Response Unit (VPRU)’s Strategy and Learning Team, and focuses on the development and testing of innovative program models and approaches; development of programming tools, guidance, curricula, and other resources; the generation of evidence through research and learning; and evidence-based advocacy to influence policy and practice in the field of violence prevention and response. The Program Coordinator, as part of the TRANSFORM team, will be based in a sub-team responsible for leading the overall thematic area of Inclusion within VPRU, promoting more inclusive humanitarian programming at the IRC, rooted in a strong analysis of context, power, gender and how intersecting aspects of identity may result in discrimination, oppression, and exclusion.

    Major Responsibilities

    • In collaboration with the Senior Inclusion Specialist, the TRANSFORM Program Coordinator will be responsible for the implementation of all operational aspects of the TRANSFORM project, including partnerships, financial, and administrative responsibilities. Responsibilities include:

    Project Management And Operational Oversight And Coordination

    • Manage the operational, financial and administrative activities and deliverables of the TRANSFORM project
    • Support the Senior Inclusion Specialist with the oversight of all programmatic activities and deliverables.
    • Actively work with relevant IRC country and headquarters staff and support Edge Effect in the operational delivery of project activities in all three pilot locations, ensuring effective implementation and with particular oversight of activities and deliverables in El Salvador and Ukraine.
    • Track and update a work and spending plan for successful implementation of TRANSFORM, in coordination with the Senior Inclusion Specialist and the Grants Manager.
    • Support the grant management focal point to produce programmatic donor reports, communications, and participate in meetings/calls as needed to keep the donor apprised of program progress.
    • Support the hiring of consultants to support the realization of TRANSFORM activities and deliverables (including interpreters, translators, graphic designers, and learning specialists).

    Operational Support Around Learning And Impact

    • Support the Senior Inclusion Specialist with documenting evidence and learning from the TRANSFORM Initiative alongside Edge Effect in the three project locations.
    • Support the development of all knowledge management aspects (including but not limited to case studies, appraisal package, and training materials) of the TRANSFORM project.
    • Support with documenting and sharing learning internally to support better diverse SOGIESC inclusion in programming – linking to IMPACT Standards Adapt workstream, Gender Equality Diversity and Inclusion Unit Strategic Objectives FY22 and beyond, EHAU Protection in Emergency conversations, coordinating regularly with the Violence Prevention and Response in Emergencies (VPRiE) Specialist.
    • Support, jointly with the Senior Inclusion Specialist, the organizing of regular internal learning exchange/regularized discussion space to link together counterparts across the IRC and share learning from the TRANSFORM initiative (this may include colleagues from VPRU – Country Support Streams, Technical Innovations and the Learning Squad; Gender Equality Diversity and Inclusion Unit (GEDI), Emergency and Humanitarian Action Unit (EHAU) – Humanitarian Access and VPRiE), Pride Employee Resource Groups, Airbel Impact Lab, and beyond).

    Dissemination And External Representation

    • Ensure ongoing coordination of the advisory group and collaboration with all project team members.
    • Support with the packing and dissemination of the growing evidence base, learning, and good practices around diverse SOGIESC inclusion on relevant internal (Kaya Connect, IRC.org; RescueNet).
    • Support the knowledge management and appropriate dissemination of resources linked to inclusion in humanitarian response.
    • Provide operational and logistical support around TRANSFORM dissemination activities and events.

    • Position reports to: Senior Inclusion Specialist, Violence Prevention and Response Unit (VPRU)

    Personal Specification
    Skills and Experience:

    • At least 4 years of experience managing complex projects in diverse humanitarian settings/contexts and at both the field and global level, and coordinating multi-country and multi-stakeholder initiatives.
    • Experience in knowledge management and development of diverse learning products.
    • Excellent communication -written and oral presentation skills and experience representing an organization and building strong relationships at the local, national, and international levels.
    • Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
    • Experience in managing USAID projects.
    • Experience working on a project which is partnership-oriented and managing the partners.

    Job Qualifications

    • Education: A relevant combination of academic qualifications and extensive experience may be accepted in lieu of an advanced university degree.
    • Language: Fluent oral and written English is essential for this position. Other language skills, particularly Spanish, Ukrainian, French, or Arabic, would be an advantage for this position.
    • Ability to manage a complex and varied workload, work under pressure, and travel to insecure environments.
    • Excellent IT skills (i.e. Word, Outlook, Excel).

    Claims Officer

    • The SHIF Claims Officer at IRC Kenya plays a pivotal role in managing and overseeing the processing, documentation, and submission of claims to the Social Health Insurance Fund. The incumbent will ensure accurate and timely processing of claims, adherence to SHIF guidelines, and effective communication with stakeholders to facilitate reimbursement and improve healthcare service delivery.

    Key Responsibilities:

    Claims Processing:

    • Manage the end-to-end process of SHIF claims, ensuring accuracy and completeness of documentation.
    • Review and verify claim forms and supporting documents submitted by healthcare facilities or beneficiaries.
    • Input and maintain accurate data related to claims in the designated systems or databases.
    • Continuous follow up the claims submitted to SHIF to ensure timely reimbursement of the claims.

    SHIF Guidelines Adherence:

    • Stay updated with SHIF policies, regulations, and guidelines to ensure compliance in claims processing.
    • Interpret and apply SHIF rules appropriately while processing claims to prevent discrepancies or rejections.

    Documentation and Record-Keeping:

    • Maintain organized and comprehensive records of all claim-related documents, ensuring confidentiality and accessibility as per organizational policies.
    • The claim officer will be required to provide the finance department with accurate information regarding the claims submitted to SHIF for reimbursement to be captured into the financial system.
    • Prepare accurate reconciliation of claims report against the funds received bi-weekly and submit to Finance Officer for review. Ensure that all outstanding claims/discrepancies are followed and settled immediately.
    • Continuous liaison with Finance department for confirmation of receipt of funds from SHIF to enable you perform the reconciliation report.
    • Generate and prepare reports on claim processing activities for internal audits or reporting purposes.

    Communication and Coordination:

    • Liaise with healthcare providers, beneficiaries, and SHIF representatives to resolve any claim-related queries or discrepancies.
    • Collaborate with internal teams such as finance, administration, and program staff to facilitate seamless claim processing.

    Quality Assurance:

    • Conduct regular audits on processed claims to ensure accuracy, compliance, and alignment with SHIF regulations.
    • Identify areas for process improvement and contribute to the development of streamlined claim processing procedures.

    Minimum Qualifications:

    • Bachelor’s degree in Business Administration or Accounting, or related field and 2 years’ experience in claims processing or Diploma in either accounting or business administration with 5 years of experience in processing claims.
    • In-depth knowledge of SHIF policies, procedures, and regulations.
    • Strong analytical skills with attention to detail and accuracy in documentation.
    • Proficiency in using relevant software and databases for claims processing.
    • Excellent communication skills (verbal and written) with the ability to interact effectively with diverse stakeholders.
    • Ability to work independently, manage multiple tasks, and meet deadlines in a fast-paced environment.
    • Commitment to maintaining confidentiality and upholding ethical standards in healthcare operations.

    Compliance Officer

    • The Compliance Section of IRC is responsible for supporting and promoting an ethical and compliant work environment within the Kenya Country Program, through proactive prevention initiatives to raise awareness and promote behaviors consistent with IRC’s Code of Conduct; and to provide timely review of alleged wrongdoing inconsistent with IRC values and policies under the supervision of the ECU Investigation team. The compliance section also promotes a culture of integrity, ethics and compliance in the behavior of staff, incentive workers and volunteers and coordinates consistent and effective follow up as needed when there are allegations of misconduct. It also provides guidance, facilitates, and supports compliance of the International Rescue Committee (IRC) Kenya country program and the implementing partners to local laws, IRC policies and procedures and donor guidelines, regulations, and contractual commitments.   
    • The Country Program is seeking to recruit a roving compliance officer under a regular contract, to be based in Kakuma under the direct supervision of the Compliance Coordinator and will further support the Hagadera, Lodwar and Nairobi offices. 

    Duties and Responsibilities

    The officer will provide support to the Compliance Section in the conduct of investigations into allegations and support prevention initiatives.

    In carrying out this overall function, the officer will:

    • Assist in reviewing cases reported.
    • Assist in drafting documents and communications with respect to cases under investigation, including investigation plans, witness statements and other documents.
    • Assist in conducting interviews with subjects, complainants, or witnesses.
    • Assist in identifying, collating, and analyzing potential evidence.
    • Assist in undertaking compliance/system reviews and preparing reports.
    • Assist in following up with relevant departments in ensuring timely response to compliance audit requirements and recommendations.
    • Assist in monitoring mitigation measures to be implemented by the Country Program.
    • Assist in the implementation of prevention strategies to promote a culture of ethical and compliant behaviors across all field bases, offices and areas of operation.
    • Assist in partnership management – reviewing the selection process of the partners, the reviews and evaluation of processes from a compliance perspective. Review the partners’ agreements or contracts, ensuring compliance to IRC policies and procedures.
    • Assist in promoting a culture of reporting on ethics and compliance concerns and client responsiveness.
    • Undertakes other related tasks as required.

    Minimum Qualifications:

    • Bachelor’s degree in a relevant social science e.g. Criminal Justice/Criminology, sociology, law, finance or a comparable field
    • Experience in conducting research and investigations,
    • Proven ability to analyze data to report critical information.
    • Strong planning, organizational and interpersonal skills with the ability to communicate information accurately, clearly and swiftly;
    • Excellent communication skills, verbally and in writing, in English and Kiswahili a plus.

    WPE Officer

    • The WPE Officer will lead implementation of GBV prevention and response interventions including the provision of information on WPE and child protection services, referral mechanisms and coordination. The Officer will support the GBV case workers and volunteers in providing comprehensive, timely and quality case management to survivors of GBV and   implementation of GBV community awareness raising in the community. He /she will be the focal person for coordinating actions with other stakeholders to prevent and respond to GBV while mentoring and building the capacity of the caseworkers and community volunteers to implement WPE activities in Kakuma. This position reports to the WPE Senior Officer based in Kakuma.

    KEY RESPONSIBILITIES.

    PROGRAM DESIGN & IMPLEMENTATION

    • Design and monitor GBV prevention & response activities, ensuring these activities are informed by target beneficiaries and correspond to their priorities and safety.
    • Implement GBV prevention programs such as EMAP, SASA etc.
    • Implement prevention and community-based advocacy initiatives based on identified needs and Safety Audit reports that reflect the voices of women and girls.
    • Ensure that engagement with women, girls and the wider community adheres to best-practice principles when working with survivors of GBV.
    • In collaboration with the GBV caseworker, build the capacity of GBV community volunteers, women groups and other community structures on GBV Core Concepts, guiding principles, referral pathway, reporting, community mobilization etc.
    • Prepare and maintain/update detailed work plan(s) with the structures that support and achieve activities.
    • Hold regular debriefing feedback sessions with relevant community structures to identify challenges early and find appropriate local solutions to the problems and work to strengthen the working relation among the teams and with staff.
    • Conduct outreaches to disseminate information of services available to women and girls and raise awareness with the community volunteers and other relevant structures.
    • Provide ongoing supervision, support, mentoring and guidance to Community Volunteers to ensure outreach activities meet the highest quality standards and adheres to GBV best practice and guiding principles.
    • Create and consolidate strong synergies with the local community stakeholders like GBV/CP partners, women groups, the religious leaders and government counter parts the police and the health to support local activism at the county level.
    • Plan and mobilize communities to participate in community mass awareness events like International Women’s Day, Day of the Girl child, and 16 days of activism.
    • Ensure timely and accurate procurements and finances for activities by ensuring all Purchase Requests and payment requests are raised at least two weeks before delivery date in accordance with program budget provisions to avoid disruption of activities.
    • Development of referral networks between partners implementing GBV and implementation of referral pathways.
    • Participate in the interpretation of the analyzed data on trends and work with GBV caseworkers/Senior WPE officer to disseminate information to all relevant stakeholders.

    COORDINATION AND NETWORKING

    • Develop and maintain effective working relationships with all stakeholders including community leaders, NGOs, Community Based Organizations and other IRC sectors to enhance multi-agency and sectoral cooperation and coordination.
    • Ensure that the community of operation is consulted in the development of Women’s Protection and Empowerment programs and as much as possible are involved in the implementation, monitoring and supervision of activities.
    • Participate actively in all GBV/CP Coordination meetings when required while proactively sharing updates.
    • Participate in capacity building/trainings for the local partner’s around GBV P&R.
    • Strengthen and maintain networks with community leaders, women leaders, and service providers to ensure that survivors receive compassionate support from the community and to encourage greater communication, collaboration, and coordination among partners (protection, health, legal, and psychosocial sectors)
    • Work in collaboration with community volunteers to ensure ongoing needs of women and girls are being met through prevention-related activities.
    • Monitor monthly community outreach plan with community volunteers, based on case trends and ongoing needs of women and girls.
    • Identify new community structures to work with to ensure wholesome support to the clients.
    • Strengthen existing referral systems and networks of GBV/CP service providers.
    • Organize and conduct trainings for partners on relevant organizational development areas and support peer learning between IRC and the local partner.
    • Ensure GBV coordination partners and CVs understand and are able to utilize the referral system effectively.

    COMMUNITY ENGAGEMENT AND OUTREACH

    • Conduct sensitization, dialogue and mediation sessions with the wider population about GBV related issues.
    • Identify and strengthen Community structures through engaging community leaders, county govt and other stakeholders to ensure that the women & girls receive adequate support at the community level.
    • Support in the dissemination of relevant information during Community SGBV prevention forums and meetings.

    MONITORING &DOCUMENTATION

    • Document all activities: Meetings, Trainings, and events using appropriate documentation and reporting tools in the sector as required and ensure that all documents/data collected is properly and safely filed and stored.
    • Actively plan and submit weekly and monthly work plans and progress reports against set work plans using agreed reporting tools.
    • Prepare and share weekly and monthly reports as required.

    OTHERS.

    • Fulfil any other duties and responsibilities as assigned.

    Minimum Qualifications:

    • University degree in Social Sciences (i.e., social work, counseling, sociology, psychology, gender studies, human rights, etc.).
    • At least 2 years of experience in working in the social sector, particularly in GBV Prevention.
    • Excellent communication, facilitation and analytical skills and ability to present ideas effectively, in both oral and written form.
    • Ability to communicate sensitively and without judgment, good diplomatic and persuasion skills.
