The Senior Finance Officer – REGAIN Funds Flow, Accounting and Reporting will be responsible for leading program finance through effective program planning, and financial and award management, of all GCF Awards. The Position
Lead – Program Management Unit REGAIN Job Reference: LPMU/PD/02/2025
The Program Management Unit Lead – RE-GAIN, will be responsible for the overall program management, and implementation of the GCF-funded program across AGRA’s countries of operation, including overseeing and coordinating the successful program delivery of the GCF-funded program, implementing program and project plans, ensuring alignment with the Fund’s strategic objectives, in close collaboration with the Program Delivery Division, the Centre for Technical Expertise (CTE), and other institutional Divisions of AGRA. By maintaining high-quality data collection and analysis, the Monitoring and Evaluation Officer optimizes program implementation, enhances stakeholder engagement, and strengthens accountability.
The ideal candidate will coordinate the planning, designing, and managing results measurement; be responsible for tracking and reporting on REGAIN’s program performance against set objectives and indicators; provide early warning of potential problem areas that might affect results and inform corrective actions to refine goals and update program strategies; articulating lessons learned in the program; providing technical advisory support and ultimately assessing and collating program impact and performance.
Key Duties and Responsibilities:
- Coordinate REGAIN Monitoring and Evaluation activities in close liaison with the central and regional Monitoring and Evaluation teams.
- Support evaluation and impact studies of the REGAIN program as scheduled in liaison with central and regional Monitoring and Evaluation teams.
- Drive the elaboration of a shared results framework for in-country agriculture portfolio-funded partners under the REGAIN program.
- Support country grants design and award processes with the development of Results Frameworks, KPIs, milestones, and targets in line with the country change narrative.
- Support the alignment of grantee investments to the country results framework and AGRA’s overall results framework and theory of change.
- Deliver training and technical backstopping where needed on Monitoring and Evaluation systems and tools for AGRA’s grantees and partners for the REGAIN program.
- Carry out periodic data verification exercises to ensure appropriate quality at all levels.
- Develop and manage the REGAIN program’s performance dashboards.
- Review and approve REGAIN program-related reports in the AMIS system, including timely resolution of data/reporting issues and quality in the AMIS system.
- Compile, analyze, and disseminate REGAIN program performance every quarter or as prescribed, including detailed context analyses.
- Work closely with the Lead – Program Management Office, Country Directors, and AGRA partners in developing supporting data and analytics models, in favor of the REGAIN program.
- Support knowledge sharing (reviews and reflection meetings) by engaging units, offering training required, and facilitating a seamless exchange of information with both internal and grantees.
- Support the collation of AGRA data for the quarterly and annual reporting of the REGAIN program results.
- Support reporting needs, including dashboards developing narrative reports, creating and presentations with data-based visuals.
- Collaborate with the communications team to customize and package AGRA grantees’ success stories and documents detailing evidence of successful models to meet the stakeholder needs.
- Analyze REGAIN program results and findings to develop knowledge products (Policy briefs, impact stories, white papers.
- Support workshops for harmonization of data collection tools, data quality assurance, and data protection mechanisms.
- Implement audit and evaluation recommendations on Monitoring and Evaluation, ensuring the optimal use of evaluation findings by providing guidance and a clear dissemination plan.
- Support knowledge management and systematization of approaches and lead dissemination methods via appropriate channels.
Key Qualifications and Experience Required:
- A bachelor’s or master’s degree in project management, Economics, International Development, statistics, or other relevant fields.
- Training in results-based Monitoring & Evaluation and project management is critical to have.
- Experience in handling monitoring and evaluation in international development or agriculture-related fields.
- Demonstrate extensive knowledge and experience in monitoring and evaluation, strong data analytical and writing skills with proficiency in data analytics tools and methodologies, enabling the effective collection, analysis, and interpretation of data to inform decision-making within international development and agriculture-related fields.
- Possesses a solid working knowledge of results-based monitoring and evaluation principles and project management methodologies.
- Demonstrates familiarity with data entry software packages such as ODK, Survey CTO, and Epi Info, enabling efficient data collection, integrity, and accessibility of information for management and reporting purposes.
- expertise in managing and reporting on program data, including reviewing and approving reports in the AMIS system, resolving grantee data and reporting issues promptly, and ensuring data quality that provides detailed context analyses to support data-driven decision-making.
- Demonstrates ability to collect data and prepare it via sourcing and extracting data from various databases and platforms.
- Expertise in crafting a narrative around data findings that are compelling and easy to understand, emphasizing the impact and importance of insights.
- The ability to communicate in French will be an added advantage.
