    Human Resource Officer

    Job Description

    • The Human Resource Officer is responsible for the overall delivery of quality services to IRC staff members as regards personnel administration, salary and benefits administration, recruitment, field support and employee relations.

    Key Tasks.

    Personnel Administration

    • Maintain a thorough knowledge of IRC personnel policies and assist the Human Resource Manager in ensuring employee adherence.
    • Assist the HR Manager in the interpretation and implementation of the full range of IRC’s policies and procedures.
    • Ensure personnel files are complete and assure adherence to highest level of confidentiality.
    • Maintain updated job description database.
    • Ensure timely submission of monthly timesheets.
    • Close and archive personnel files on timely basis.
    • Maintain the HR Information System.

    Recruitment

    • Assist in the recruitment processes ensuring compliance to hiring policies and procedures, and that best practice are followed and documented.
    • Vacancy posting in internal and external media as appropriate.
    • Conduct interviews and provide interview outcome summary.
    • Liaison with potential candidates and assemble required documentation.
    • Maintain tracking system of the recruitment process and compile monthly report on recruitment.
    • Conduct orientation of new staff.

    Contract Management

    • Monitor expiry of staff contracts and advise the HRM on timely basis.

    Leave Management

    • Maintain master leave database and ensure timely update of leave forms, in close coordination with field locations.

    • Track leave, R&R, and business days in Nairobi in coordination with Field Coordinators.

    Separation Process

    • Coordinate the exit process and ensure finalization of all procedures within one month.
    • Ensure timely deletion of staff from insurance benefits.
    • Preparation of employee final dues.

    Staff training and Development

    • Facilitate all requests for staff training as approved in Annual Training Plan and maintain database of trainings attended.

    Field Support

    • Provide technical support and supervision to field HR & administration staff. Act as the primary liaison focal point for all procedural issues.
    • Provide support to field locations with systems and procedures for smooth implementation of IRC policies and procedures.
    • Make monitoring visits to field locations at least on quarterly basis to facilitate trainings and observations of internal controls in field locations.
    • Compile monthly reports from field locations for submission to HRM. Compile and submit monthly HR report.

    Qualifications

     

    • A bachelor’s degree in business administration, Business Management or HR Management.
    • At least 5 years’ experience in personnel administration, preferably with a development or humanitarian international organization.
    • Strong interpersonal skills and ability to communicate clearly, coupled with ability to influence, advise, and train on human resource issues, and act as an agent of change.

    Human Resource Assistant

    Job Description

    • The HR Assistant is responsible for supporting the field HR Office in HR administrative tasks to ensure smooth running of the office.

    Key Tasks:

    Talent Acquisition:

    • Support the assigned recruiter for the field office with all field office recruitment by: -
    • Vacancy posting in internal and external media as appropriate.
    • Contacting candidates for interview
    • Providing the panel with interview packs

    Safety and Security Assistant

    Job Description

    • The Safety and Security Assistant will assist the Safety and Security Officer (SSO) in building up the capacity, awareness, and preparedness of staff to deal with security-related risks, threats, and incidents through the delivery of high quality, regular training/ briefings to national staff and IRC visitors in the field sites when deemed necessary. 
    • The Safety and Security Assistant will support the SSO in delivering the required training to field-based staff, ensuring refresher training are carried out for all staff in accordance with a pre-determined schedule.

    Key Responsibilities

    • Ensuring that key security messages are conveyed to IRC staff and visitors in accordance with the Preparedness, Prevention, Response and Recovery Plan (PPRR).
    • Conduct security briefing sessions to all Dadaab based staff as well as IRC visitors where relevant.
    • To develop and carry out a regular schedule of refresher trainings for key staff involved in security and communications (i.e., radio operators, guards, drivers, and other operations staff).
    • To conduct visits to IRC site offices in the Dadaab areas, supporting field-based staff in gaining greater awareness and being better prepared in dealing with prevailing security risks, threats, and incidents.
    • To ensure that accurate, up-to-date security/communications information is available in appropriate local language(s) to staff in all office locations.

    General Duties

    • Provide general support and back-up to the SSO, taking on the Acting the Safety and Security Officer role in the absence of the SSO.
    • Assist the SSO and Supply Chain Manager/Officer in ensuring that all IRC vehicles, premises, and equipment are compliant with basic security standards.
    • Monitor and track staff and vehicle movement in the field and update Supply Chain Office and Field Coordinator, respectively.
    • Assist the SSO in conducting and maintaining accurate risk assessments of IRC offices and residences, reporting any matters of concern to the SSO/Field Coordinator.

    Common Duties

    Finance Assistant

    Job Description

    • The Finance Assistant has responsibility for supporting the finance functions for the IRC Kenya to adhere to IRC policies and procedures as well as donor compliance.

    Key Responsibilities

    Payment processing

    • Ensure all payments shared with finance are processed timely through follow-up for timely authorizations of payment requests in line with the approved limits per the delineation chart.
    • Give attention to detail while processing payments to ensure accuracy of financial data.
    • Ensure all program advances are accounted for as per advance policy.
    • Share remittance advice with supply chain for all processed vendor payments.

    Banking

    • Perform banking roles such as cash depositing and collection.

    Bank Reconciliation

    • Prepare cash and bank accounts monthly and submit for approval.

    Filing

    • Maintain an organized and well-documented (all files must be labeled properly and visibly) and sequential filing system for all processed payments.

    Cash flow management

    • Check all the bank statements regularly for any receipts and other peculiar items and notify your supervisor accordingly.
    • Prepare an up-to-date cash flow statement weekly for decision on cash needs.

    Statutory deductions remittance

    • Ensure that PAYE, NSSF and NHIF is remitted by the 9th of the following month.
    • Ensure that all other payroll deductions (HELB, Life Insurance, Pension) are remitted to the respective institutions by the 9th of the following month.

    WASH Officer – Sanitation and Hygiene

    Job Description

    • The position holder is responsible for the technical oversight, implementation, monitoring, and regular consultation with project stakeholders on hygiene and promotion interventions. Ensure complementarity with other sectorial interventions, i.e. Health, Nutrition, DRR and livelihood as well as proper coordination, consultation and information sharing with partners and other stakeholders.

    Main Responsibilities

    • The WASH Hygiene officer shall be responsible for the technical aspects of hygiene and sanitation promotion. S/he shall be responsible for planning, design, implementation, monitoring and evaluation of high quality, innovative Hygiene and Promotion interventions. She/he will ensure that an engagement approach to working with communities, the local authorities, partners other stakeholders is employed, and all activities are carried out in a way that is sensitive to community needs and promotes the full and equal participation of women, men, children, and youth.

    Primary responsibilities include:

    Project planning and design

    • Support in the planning for and Design of the community hygiene and sanitation initiatives and methodology.
    • Support in the project assessments and proposal development for potential sanitation and hygiene promotions.

    Project implementation

    • Ensure that the hygiene and sanitation promotion activities of the project are implemented according to the approved donor guidelines and humanitarian standards.
    • In collaboration with the WATSAN officer, ensure that hygiene and sanitation promotion activities accompany the water supply and sanitation interventions.
    • Working with the WATSAN Officer facilitate training WMCs, other Community structures (SMCs, CHWs, CHEWs, Youth Groups) and local authorities on improved hygiene/sanitation practices and management.

    Project monitoring and evaluation

    • Ensure timely delivery of projects activities.
    • Ensure that up to date project documents are in place including approved work plans, log frame, detailed project implementation plan and financial forecasts.
    • Documentation of lessons learnt and good practices.
    • In consultation with MEAL, design and conduct all quantitative and qualitative assessments, KAP surveys, and follow-up assessments with concrete feedback findings.

    Fundraising and networking

    • Support in the development of technically sound proposals.

    Coordination and Collaboration

    • Co-ordinate and network with the relevant County Government ministries and departments, , Community based organizations, Faith based organizations and NGOs and other relevant departments in providing technical support and assistance to WASH activities
    • Liaise directly with communities, and community structures on water supply and sanitation issues as well as other agencies (particularly those carrying out similar activities) regularly to ensure coordination and effective implementation of activities through guidance of the Supervisor/FC.

    WATSAN Officer

    Job Description

    • The role of WATSAN Officer is to ensure successful implementation and supervision of community-based water supply and sanitation interventions in the target areas. Additionally, this position will support development of staff and community capacity building in water supply and sanitation operation, maintenance, and management, participate in mobilization of WASH resources and ensure implementation is done in close collaboration with program staff, the local community, the Local authority and other relevant agencies. The role will also involve to a large-scale technical designs of various WASH infrastructures, estimation of costs, support development of tender documents, bid review and evaluations, and general construction contract management and discharge in accordance with IRC and GoK acceptable standards and specifications. During implementation of the project’s activities, the Officer will be required to provide feedback to relevant project partners and the Local authorities with an aim of improving overall WASH program quality.

    Main Responsibilities

    • The WATSAN Officer will identify and assess the key needs of WASH facilities and services to be addressed and whom to engage and develop an appropriate implementation strategy to either construct, rehabilitate or repair such facilities. She/he will ensure that an engagement approach to working with communities and the local authorities, other partners is employed, and all activities are carried out in a way that is sensitive to community needs and promotes the full and equal participation of women, men, children, and youth. Primary responsibilities include:

    Project planning and design

    • Spearhead rapid/field needs assessment including Baseline surveys in WASH activities and determining most technically appropriate water supply and sanitation options.
    • Design and develop relevant specifications for WASH infrastructure including design reports, drawings, bills of quantities, technical specifications.
    • Lead in the proposal development for potential water supply, sanitation, and hygiene interventions
    • Support in undertaking Topographical Surveys and GIS activities, feasibility studies, water resource mapping, EIA support.

    Project implementation

    • Preparation of tender documents including technical specifications, bill of quantities, drawings, and terms of reference.
    • Supervise construction, repair and rehabilitation of water supplies systems and sanitation facilities in strict adherence to the Kenya government regulations, WHO and the SPHERE standard
    • In collaboration with the WASH officer – hygiene, support implementation of hygiene promotion activities ensuring that technical and social aspects of water supply and sanitation are integrated.
    • Working with the WASH Officer – Hygiene Promotion facilitate training WMCs, other Community structures (SMCs, CHWs, CHEWs, Youth Groups) and local authorities on operation/maintenance, management, and sustainability of WASH infrastructure.
    • Build the capacity of staff, CBOs, and Water Users Committees to effectively manage WASH facilities.

    Project monitoring and evaluation

    • Supervise WASH activities in strict adherence to IRC Kenya, Kenya government regulations, the donor’s guideline, and the SPHERE standards.
    • Ensure timely delivery of projects activities and successful completion of construction works with submission of completion certificates to the Contractors.
    • Ensure that up to date project documents are in place including approved work plans, log frame, detailed project implementation plan and financial forecasts Documentation of lessons learnt and good practices.
    • Supervision of the construction processes of different water infrastructures to their completion including test pumping, interpretation of the test pumping data and water testing.
    • Support in the development and implementation of water safety and disaster risk management plans for the water supply projects.

    Reporting

    • Develop and deliver in a timely manner progress reports, monthly, quarterly, semi- annual and end of projects reports in accordance with donors’ and IRC Kenya requirements.

    • Degree in Water Engineering, Civil and structural Engineering, or related field.  A minimum of Three years’ experience working/programming in WASH, emergencies, relief, or development including implementing a large-scale community-based water and sanitation project with evidence of successful implementation of similar projects.

    Required Experience & Competencies:

    • Minimum of 3 years relevant work experience in ASAL
    • Strong skills in construction and supervision of water supply and sanitation facilities essential
    • Demonstrated skills in technical design and costing of civil engineering works related to community-based water supply and sanitation facilities.
    • Experience in community engagement approaches, participatory approaches, and community negotiation
    • Excellent verbal and written communication skills
    • Strong interpersonal skills and ability to establish and maintain effective working relations with a team.
