    Deputy Director (Engineering) (3 Positions)

    Job Purpose/Summary

    The job holder is answerable to the
    Director (Engineering) in charge of the Directorate of Road Asset & Corridor Management (RACM) and is responsible for managing, directing and coordinating regional road maintenance functions in the relevant department/Regional office. 

    Qualifications and Experience

    For appointment to this position, the ideal candidate must:

    • Have a minimum of ten (10) years’ work experience and at least five (5) in a supervisory role in the Public Service or Private Sector;
    • Have served as an Assistant Director
    • (Engineering) for at least three years;
    • Have a Bachelor’s Degree in Civil Engineering or its equivalent from a recognized University
    • Have a Master’s Degree in a relevant field from a recognized Institution

    Job Purpose/Summary

    The job holder is answerable to the Director (Policy, Strategy & Compliancand is responsible for formulating and implementing quality assurance policies, plans and procedures as well as overseeing technical audits for road works and services implemented by the Authority.

    Qualifications and Experience

    For appointment to this position, the ideal candidate must:

    • Have a minimum period of ten (10) years relevant work experience and at least five (5) year's in a supervisory role in comparable position in the Public Service or in the Private Sector;
    • Have served as an Assistant Director, Engineering for at least three (3) years;
    • Have demonstrated merit and ability as reflected in work performance and results;

    Senior Land Surveyor

    Assistant Director (ITS & Modelling)

    Job Purpose/Summary

    The job holder is answerable to the Director (Policy, Strategy & Compliance) and is responsible for formulating and implementing research and innovation strategies, policies, plans and programs that will advise management on matters concerning road infrastructure management, development and maintenance.

    Qualifications and Experience

    For appointment to this position, the ideal candidate must:

    • Have seven (7) years general work experience and at least three (3) years of proven
    • experience related field with focus on traffic operations,
    • Have served as a Senior Officer or its equivalent for at least three years in a comparable organization;
    • Have a Bachelor’s Degree in Computer Science, Information Technology, or a comparable technology related field from an accredited university
    • Must have certification in either of the following, MCSE, MCITP, Cisco, Huawei, or any other equivalent technical professional certification,
    • Have a certificate in Management Course or its equivalent lasting not less than four (4) weeks;
    • Be a member of a professional body such as ISACA, PMI, or Computer Society of Kenya; and

    Responsibilities

    Duties and Responsibilities 

    Guide and direct the development of strategic plans for Intelligent Transport Systems (ITS) by leading the planning, programming, deployment, maintenance, advancement of intelligent transportation technologies for the Authority;

    • Management ITS maintenance contracts including monitoring performance against Service Level Agreements (SLAs) and making recommendations for payment in line with contract terms;
    • Oversee the operations and maintenance of the Authority’s Advanced Transportation Management System (ATMS), including Traffic Control Signals and CCTVs;
    • Manage Traffic Management Centre (TMC) operators and traffic analysts to help with everyday operation of the TMC;
    • Approve work schedules submitted by contractors prior to commencing work;
    • Review invoices from contractors and recommend for payment;
    • Liaise with Development Partners for mobilization of funds for implementation of projects and programmes,
    • Liaise with other state agencies dealing with road safety;
    • Liaise with design engineers and project teams to incorporate ITS into the road designs and project cost estimates;
    • Evaluate latest traffic practices and technology; make recommendations as needed to continuously improve operations;
    • Develop traffic management strategies for the most frequent incidents that will have a significant impact on the network;
    • Develop network management strategies and plans for normal day-to-day traffic management;
    • Develop and implement plans for new traffic signal junctions and interfacing with UTC system;
    • Select and prioritise ITS requirements for consideration in the Authority’s budget and procurement plan,
    • Prepare proposals for inclusion in the development and review of policies, regulations and legislations affecting the road sector, the Roads Sector Investment programmes (RSIP), the National Medium-Term Development Plans, Roads Design Standards and Road Classification among others;
    • Formulate internal policies governing the planning, design, construction and monitoring and evaluation of roads and structures in the Authority that affect ITS;
    • Prepare proposals to be included in the development of the Authority’s Strategic Plan;

    Assistant Director (Research And Innovation)

    Job Purpose/Summary

    The job holder is answerable to the Director (Policy, Strategy & Compliance) and is responsible for formulating and implementing research and innovation strategies, policies, plans and programs that will advise management on matters concerning road infrastructure management, development and maintenance.

    Qualifications and Experience

    For appointment to this position, the ideal candidate must:

    • Have a minimum of eight (8) years’ experience in relevant work and at least three (3) years in a supervisory role in the public service or in the private sector;
    • Have served as a Senior Research & Innovation Officer or its equivalent for at least three (3) years in a comparable organization;
    • Must have demonstrated merit and ability as reflected in work performance and results. Bachelor’s Degree in any of the following fields: - Economics, Statistics, Finance, Engineering, or other relevant and equivalent qualifications from a recognized institution; and
    • Have a certificate in Management course lasting not less than four (4) weeks;
    • Be in possession of relevant professional qualifications,
    • Be a member of the Institute of Engineers of Kenya or a relevant professional body; and
    • Have a certificate in Management course lasting not less than four (4) weeks.

    Responsibilities

    Duties and Responsibilities

    • Formulate research and development strategies, tools, management processes and methodologies that will ensure effective identification, evaluation and implementation of R&D projects;
    • Develop research and innovation policies, procedures, guidelines and incentives that create a system approach to innovation;
    • Develop proposals, networks and collaborations with partners in order to leverage on strategic partnerships for width, depth of reach, tapping into specialized professionals for purpose of gaining financial and technical support;
    • Develop research methodologies and framework to be used in research projects within the Authority; and
    • Plan, coordinate and monitor work of the research and innovation engineers reporting to the job holder.
    • Monitor, evaluate and report on progress of research and innovation projects to the Authority’s management and key stakeholders;
    • Carry out innovation idea hypothesis testing- scoping, evaluation and concept experimentation;
    • Screen and sequence innovative ideas within overall strategic direction;
    • Develop new technology, skills, tools, management process, metrics and systems to support innovation across the Authority;
    • Implement quick wins and rapid results initiative with significant value to the business and playing a key role in the identification of new business/services/products and support in their rollout;
    • Liaise with all the departments within the Authority to ensure adoption of cost effective and modern methodologies in all areas of operations;
    • Define scope of research projects and ensuring they deliver value at cost,
    • Initiate and evaluate implementation of Research and Innovation across the Authority;
    • Prepare project reports, proposals and grants; and
    • Perform any other lawful duties as may be assigned from time to time.

    Driver (2 Positions)

    Job Purpose/Summary

    The job holder is answerable to the Senior Administrative Officer and is responsible for providing transport services in the Authority by driving motor vehicles, ensuring their cleanliness, fueling, security, servicing, repair & maintenance and filing of transport records.

    Qualifications and Experience

    For appointment to this position, the ideal candidate must:

    • Kenya Certificate of Secondary Education (KCSE) Mean Grade D Plain;
    • Proficiency in computer applications;
    • A valid driving license free from any current endorsement(s) for the classes of vehicles, Occupational Trade Test III for drivers.
    • Defensive Driving Certificate from the Automobile Association (AA) of Kenya or its equivalent from a recognized institution.
    • A refresher course for drivers lasting not less than one (1) week at the Kenya Institute of Highways and Building Technology (KIHBT) or any other recognized institution.
    • A valid Certificate of Good Conduct
    • A valid First Aid Certificate Course lasting not less than one (1) week from St. John Ambulance or Kenya Institute of Highway & Building Technology (KIHBT) or any other recognized institution.
    • At least three (3) years driving experience in the public service or private sector; and
    • Fulfil the requirements of Chapter Six of the Constitution of Kenya.

    Responsibilities

    Duties and Responsibilities

    • Drive assigned and authorized motor vehicle;
    • Carry out routine checks on the motor vehicle’s coolant, oil, electrical and braking system, tyre pressure and other areas;
    • Detect and report defective systems of the assigned motor vehicle;
    • Ensure vehicle dealers and garages service, repair and maintain vehicles;
    • Maintain work tickets for assigned motor vehicles;
    • Ensure safety and security of the motor vehicles while on and or off the road;
    • Ensure safety and security of the passengers and goods in the assigned motor vehicle;
    • Maintain cleanliness of the assigned motor vehicles;
    • Ensure the assigned motor vehicle is fueled and quantities of fuel drawn recorded in the work ticket;
    • Ensure the assigned motor vehicle has a valid insurance certificate displayed;
    • Report any accidents and incidents to the supervisor and/or nearest police station;
    • Monitor and report expiry of motor insurance policy and inspection certificates to the supervisor; and
    • Perform any other lawful duties as may be assigned from time to time.
