    Office Assistant / Front-Desk Administrative Assistant

    Opportunity

    Abt Associates seeks a qualified Office Assistant 2 / Front-Desk Administrative Assistant, PMI AIRS Project to support the International Health Division in Kenya.

    The USAID-funded Africa Indoor Residual Spraying 2 (AIRS 2) Project supports the President’s Malaria Initiative (PMI), as well as USAID Missions and Bureaus with malaria programs outside the PMI focus countries, in planning and implementing IRS programs with the overall goal of reducing the burden of malaria in Africa by enhancing USAID’s ability to implement IRS programs on the ground through cost-effective commodity procurement and logistics systems, access to technical expertise, and implementation of IRS in countries affected by malaria.

    Under the supervision of the AIRS Kenya F&A Manager, the Office Assistant 2 / Front Desk-Administrative Assistant provides a wide range of administrative and logistical support to the PMI AIRS Project Office in Kenya.

    Key Roles and Responsibilities

    • Perform general clerical duties to include but not limited to photocopying, scanning, faxing, filing, and mailing.
    • Provide office administrative support including organization and facilitation for internal meetings, drafting agendas, and taking minutes;
    • Maintain hard copy and electronic versions of a project archive, including contract and subcontract documents, client approvals, consultant documents, travel files, procurement files, project deliverables, project reports , and minutes of meetings.
    • Manage and document correspondences between project offices, the home office, the client, other partners, and stakeholders.
    • Answer incoming telephone calls, take complete and accurate messages for people who are not available, and ensure they receive the messages.
    • Greet and escort guests.
    • Purchase, store and distribute office supplies.
    • Ensure timely settlement of office bills.
    • Make logistical arrangements for project staff traveling outside their region or for international visitors.
    • Prepare and send pouches to County Office(s) as needed.

    Preferred Skills / Prerequisites

    • Diploma or Bachelor’s Degree in Business, or other relevant field.
    • Prior experience in office administration.
    • Knowledge and experience with Windows, Word, Excel, PowerPoint, and other data processing and graphical presentation software.
    • Ability to assess problems and develop solutions.
    • Excellent inter-personal communication skills and excellent organization skills.
    • Preference for candidates who have experience that relates to USAID-funded projects or other international development experience.
    • Fluency in English.

    Administrative Assistant

    Opportunity

    Abt Associates seeks a qualified Administrative Assistant 7 / Warehouse Manager, PMI AIRS Project to support the International Health Division in Kenya.

    The USAID-funded PMI AIRS (Africa Indoor Residual Spraying 2) Project supports the President’s Malaria Initiative (PMI), as well as USAID Missions and Bureaus with malaria programs outside the PMI focus countries, in planning and implementing IRS programs with the overall goal of reducing the burden of malaria in Africa by enhancing USAID’s ability to implement IRS programs on the ground through cost-effective commodities procurement and logistics systems, access to technical expertise, and implementation of IRS in countries affected by malaria.

    Under the supervision of the program and Logistics Coordinator the Administrative Assistant 8 / Warehouse Manager will serve as the lead person in warehousing and the supply chain activities at the provincial and county levels.

    Key Roles and Responsibilities

    • Lead AIRS Kenya project activities in warehousing at the county and sub-county levels.
    • Provide strategic guidance to the county coordinator and program and Logistics coordinator on warehousing and supply chain issues.
    • Strengthens local project capacity other government partners in warehousing and distribution.
    • Ensure that all of the AIRS warehousing best practices and tools are being used for management of IRS commodities, and that all procedures are done in accordance with the IRS Best Management Practices.
    • Promote use of PMI AIRS’ computerized warehouse management system, recommend improvements and strategically lead further implementation at all county warehouses.
    • Promote the use of data to inform and guide decision making by continually identifying gaps and developing corrective actions as needed.
    • Develop and Implement a plan to transfer key warehousing functions to the MOH/county government
    • Quality control and receipt of delivered goods, and the processing of customs clearance, tax reimbursement.
    • Management of the project’s inventory control system, including storage, quality control, inventory record keeping, and inventory reporting.
    • Directs and supervises the storage, distribution, and transport of IRS commodity goods and equipment throughout the target county and sub-counties.
    • Ensuring accountability for all IRS inventory at all operational sites.

    Preferred Skills / Prerequisites

    • Bachelor’s degree or Diploma in a relevant field e.g. procurement and logistics, supply chain management.
    • Minimum 8 years of experience in quantifications and supply planning and/or supply chain management systems.
    • Skilled in the design and use of MIS systems for warehouse operations.
    • Skilled in leading and managing high-performing teams.
    • Demonstrated ability to work with cooperating partners in implementing complex programs.
    • Excellent interpersonal, written and oral communications skills.
    • English proficiency required.

    Finance Assistant

    Opportunity

    Abt Associates seeks a qualified Finance Assistant 7 / Accountant, PMI AIRS Project to support the International Health Division in Kenya.

    The USAID-funded PMI AIRS (Africa Indoor Residual Spraying 2) Project supports the President’s Malaria Initiative (PMI), as well as USAID Missions and Bureaus with malaria programs outside the PMI focus countries, in planning and implementing IRS programs with the overall goal of reducing the burden of malaria in Africa by enhancing USAID’s ability to implement IRS programs on the ground through cost-effective commodities procurement and logistics systems, access to technical expertise, and implementation of IRS in countries affected by malaria.

    Under the supervision of the Country Finance & Admin Manager, the Finance Assistant 7 / Accountant records project financial transactions, posts to appropriate projects and tasks, prepares periodic financial statements and reports, and keeps the records of the accounts books up to date.

    Key Roles and Responsibilities

    • Records expenditures, income, and any other related transactions, in the books of accounts.
    • Prepares payment vouchers and corresponding checks.
    • Prepares payroll and other regular payments with due consideration to deductions (for advances, loans, taxes, etc.).
    • Prepares monthly bank reconciliations.
    • Checks petty cash payments and periodically reconciles petty cash balances.
    • Keeps a register of fixed assets and maintains an easy cross reference system of all government property.
    • Ensures that the books of accounts are up to date at all times, orderly, well kept, and readily available for reference and audit, when required.
    • Prepares the monthly ROV in accordance with Abt Associates procedures and policies.
    • Prepares monthly cash requests, and promptly advises action required to cover estimated costs.
    • Liaise with the Finance & Contracts Director and the Finance & Contract Analyst at the Africa IRS Headquarters Office on all aspects of financial procedures and any issues that may arise.
    • Ensures that government taxes are paid on time.
    • Ensures that periodic inventory of the fixed assets (property) of the company is conducted.
    • Ensures compliance, preparation and filling of various statutory documents including preparation of DA1 VAT forms for the project.
    • Assists the AIRS Kenya Finance & Administration Manager in the implementation of the internal control system and financial procedures manual of the company.
    • Perform any other duties as assigned by the supervisor.

    Preferred Skills / Prerequisites

    • CPA level 2 (minimum) or a Bachelor’s Degree in Accounting, Finance, Management, Business, or other relevant field (desirable).
    • At least three (3) years of professional experience in Accounting and Program Financial Management.
    • Experience working at international development programs, with experience at USAID-funded programs highly desirable.
    • Experience in payroll management, petty cash management, financial reporting, and budget tracking.
    • Experience in inventory management is desirable.
    • A self-starter that is able to perform under pressure is preferred.
    • A strong command of financial and other computer applications such as MS Word, Excel, Quicken, Access, etc.
    • English language capability.

    Minimum Qualifications

    (3+) years of experience and high school diploma OR the equivalent combination of education and experience.
