The Competition Authority of Kenya (the Authority) is a Statutory Agency established under the Competition Act No.12 of 2010. The Authority’s mandate is to promote and safeguard competition and also protect consumers from unfair and misleading market conduct.
This position reports to the Senior Advocacy Officer.
Principal Responsibilities
a) Knowledge Management
• Participate in planning, designing, coordinating and implementing comprehensive knowledge management initiatives and strategies.
• Identify and obtain required resources and ensuring accessibility of these resources to the Authority and its stakeholders.
• Creating avenues for exchange of information, converting data into valuable information and ensuring its accessibility and usage.
• Develop mechanisms for leveraging on existing knowledge within the Authority
• Dissemination of knowledge and responding to queries on Knowledge Management tools and resources.
• Conduct outreach programs and oversee training for staff and clients in use of Knowledge Management tools
• Serve as key contact for data requests by responding to queries and by assisting clients in accessing Knowledge Management tools and resources
• Utilize knowledge bases, networks, communities of practice and other sources to synthesize responses to queries
• Provide oral and written responses and briefings for queries by staff and managers and by external clients
• Contributes to knowledge management resources by preparing best practices and capturing global practices through written stories and video debriefings.
Required Qualifications
Education and Knowledge
• Bachelors degree in Knowledge Management, Information science/library science, or related discipline;
• Specialist knowledge in e-library; and
• Proficiency in ICT.
Experience
• Over three (3) years relevant experience gained from reputable organizations;
• Diverse experience in developing and implementing knowledge management programmes that contribute to strategic objectives in a reputable institution; and
• Working knowledge of educational media and technology including the internet and its utilization for electronic learning.
Skills and Competences
• Ability to communicate within and outside the Authority;
• Ability to write complex reports;
• Analytical skills;
• Organization and inter personal skills; and
• Ability to work under pressure, prioritize and multi task.
This position reports to the Senior Procurement Officer
Principal duties and Responsibilities
a) Procurement
• Consolidate the Annual Procurement Plan
• Prepare procurement/supplies reports & updates
• Secretary to the Procurement committee
• Prepare tender documents, notices, contract documents and proposals
• Participate in Stock taking exercise
• Consolidate user requirements to ensure economies in procurement process
• Maintain the procurement records
• Prepare periodic reports for submission to the Senior Procurement Officer.
• Drafting of annual and revised procurement and disposal plans for the Authority.
• Maintain an up-to date database records of suppliers.
• Undertake supplier rating and appraisal and conduct regular market surveys.
• Liaise with the Finance Department for payments of goods, services and works procured.
b) Tenders Management
• Prepare LPO’s, LSO’s, Notification of awards and contract agreements for all tender awards of goods, works and service as well as regret letters to unsuccessful bidders.
• Participate in the evaluation of tenders, proposals, quotations.
• Responsible for the management of the tender/quotation box.
• Keep track of tenders, quotations in progress and generating status reports
• Participate in various committees in the Authority.
REQUIRED QUALIFICATIONS
Education and knowledge
• Bachelors degree in commerce/procurement or Business related field;
• Post graduate supply chain management; and
• Proficiency in ICT
Experience
• At least 5 years’ experience in a similar position;
• Specialist knowledge and diverse experience in procurement and supply chain management; and
• Knowledge of Public Procurement Asset & Disposal Act (PPAD 2015) and Public Procurement Authority procedures and guidelines.
