    Consultancy

    The humanitarian sector in Uganda has for long viewed its role as one for only responding to emergencies, a view that has over the years led to the neglect of preparedness for long-term disaster mitigation. The result of all this is that development planning remains either inadequate or unresponsive, with neither fitting plans nor necessary budgets appropriated.

    A pilot project was conducted in 3 selected districts in Uganda – Adjumani, Kasese and Bududa- with the aim of developing model plans that incorporate disaster risk reduction and management issues in District Development Plans (DDPs). The project utilised existing multi-hazard risk and vulnerability profiles developed for the different districts.

    The main objective of the pilot was to design and test an approach for incorporating hazards and risks in development planning and to document the process and lessons for learning and possible replication in other sub-national entities.

    Documenting this process was critical not only in ensuring that project requirements are being satisfied and project scope is being managed effectively, but also to generate knowledge for the organisation.

    1. The nature of the problem

    At the end of the pilot, DRT prepared a detailed process report describing the route and progression followed in supporting the three pilot districts to develop “integrated district development plans” that are sensitive to hazard, risk, and vulnerability issues. The report gives a detailed narrative of the various activities undertaken and the reflections that the implementing team had at each of the stages.

    The report however, has not been shared to the wider audience because it is too technical for easy reading, use, or even communication of key messages and findings. The language used is also “difficult-to-comprehend” and there is absence of simple illustrations, diagrams or even creative ideas for communicating the key outputs of the report.

    1. Objectives of the consultancy

    a) Re-write the reports with a view to converting them from a technical to a more readable document which communicates well to a wider development and general interest community. The re-written reports should be devoid of jargon and the technicalities should be limited to the bare minimum, without changing the meaning in the original content.

    b) To use a simple language to communicate complex ideas.

    c) To weed out irrelevant phrases or statements. It should also seek to eliminate statements that come off as “over-claiming” statements. Thus the consultant will be expected to take out or modify statements which claim something that the study cannot realistically show or know.

    d) Determine the audience for which the re-written report is being produced for. The audience will dictate the content, pitching of the report as well as the style of writing. In particular, the consultant should note that the “general reading public” or “lay audience tends to be “heterogeneous” – comprising, for example, civil servants, villagers, doctors, business people, media, religious leaders, educationists, etc. Where possible, the consultant should speak to some of these groups to understand what their expectations are, how they think, speak, or even communicate. In this case the consultant may need to read around the subject as much as possible.

    e) Introduce illustrations, diagrams, pictures or other graphic presentations into the re-written document. These are good at enhancing understanding of written documents and these should be introduced or proposed for the purpose of giving clarity to the document or for breaking monotony.

    1. Proposed process

    The consultant will be expected to develop their own methodology, but the following ideas may be considered for their approach to this task, namely:

    (1) As a start, pose a set of “probing” or “analytical” questions. For example – “Why is it important to have the type of document which is being re-written? In what ways would having the information in the general public contribute to understanding and positive actions? What are the 3-5 most important messages that the report presents? What key conclusions do we draw from the report and why are they important?”

    (2) Clarify the user/s of the re-written report by, for example, creating a number of “personas”. Personas are fictional characters that are based on first-hand knowledge of the target group. They usually consist of a name and a picture; relevant characteristics, behaviours, and attitudes; and a goal. The goal is the benefit the persona wants to achieve, or the problem the character wants to see solved. In this particular case it might be the information and analysis they may want to obtain by reading the re-written report.

    (3) Proceed to “reduce any clutter” from the report. The consultant will take time to assess instances where nuance is helpful for clarifying issues or concepts and when it does not (or where it becomes clutter). As this decision is being made, the consultant will, to the extent possible, bear in mind the needs of the readers (not the consultant’s own ideas).

    (4) Re-write several times, reflecting again and again on achieving clarity and simplicity while maintaining the core message. Keep refining the story and its logic until it is ready to be consumed by the audience that you defined earlier.

    (5) Create organisational patterns. The existing report may have defined its structure based on particular considerations, but which may not be applicable in the case of the one which is being re-written. The consultant should therefore feel free to change the order of presentation around, provided the main essence of the source document is maintained.

    (6) Introduce or suggest infographics. Suggest or include suitable pictures, boxes, or diagrams as these are particularly powerful in communicating a message. A picture speaks a thousand words.

    (7) Suggest a suitable title for the re-written report.

    5. Deliverables

    • Inception report detailing how the consultant will carry out the exercise. The inception report must contain a work plan which indicates the methodology to be used, timelines, budget, key deliverables and milestones.
    • Draft report capturing all the key findings and has incorporated diagrams and pictorials that amplify the messages.
    • Final abridged document. The report should contain a maximum of 10 pages. If the consultant feels that some useful information needs to be added to the report, the extra pages may be annexed. The report to be submitted in (2) hard bound copies and electronic versions
    • Roles and responsibilities

    The Kenya Academy Centre will:

    • Provide the 3 needs assessment final reports in hard and soft copy
    • Provide an internal resource person for all consultation pertaining to this assignment

    The assignment is expected to take about 15 personal days starting from the time the contract is signed.

    "Expert Pool” - Strategy and Business Modelling

    The academy’s strategic plan seeks to achieve increased and improved efficient and effectiveness of humanitarian sector ensuring that learning, knowledge and innovation are maximally utilized to attain this. Specifically, experts in this panel will provide support internally (to academy staff) and externally to academy partnerships focused on:

    • Understanding the humanitarian landscape using stakeholder analysis and other analytical tools.
    • Developing clear goals, objectives and strategies.
    • Developing and/or clarifying the theory of change framework where needed.
    • Matching the demand for learning and knowledge with supply side.
    • Providing advice on strategic planning cycle - national/regional.

    Knowledge, skills and experience desired

    The consultants are expected to have an advanced and thorough knowledge, skills and experience in their respective fields.

    Essential skills

    • Qualifications: First degree in relevant area.
    • Post graduate qualification in a relevant area, including professional qualifications (preferred).
    • Experience: At least 8 years working experience in the respective area of expertise.
    • Strong technical and theoretical grounding in the respective fields.
    • Excellent written English and report writing skills
    • An in-depth understanding of key standards, guidelines and tools relating to humanitarian work.
    • Ability to facilitate and/or chair technical discussions and debates
    • Ability to communicate technical subject matter (in a written and oral form) to people with varying technical knowledge and skills, and across different job roles/functions.

    The panel will consist of experts who will support the Academy with:

    • Conference rapporteur: To capture and share proceedings and highlights from workshops and any other meetings convened
    • Graphic design: To support the Academy and its partners in graphic design productions as well as building of graphic design skills
    • Media tracking: Stay on top of what is reported by leading print and electronic media and internet outlets on humanitarian issues to enable us to be more responsive and effective.
    • Technical editing: to write, edit and abridge technical documents, reports, publications, manuals, briefs, proposals, research materials for use by a wider non -technical audience
    • Infographics and information conversion: Translate data, information and content into graphical visualisations that are engaging and describe the Kenya Academy Centre’s work with the partners
    • Public relations and media: To communicate progress, create awareness and raise issues in the humanitarian sector through the lens of the Kenya Academy Centre and partners.
    • Audio visual production: To package information on our work into audio-visual products targeted at various audiences.

    "Expert Pool” - Monitoring and Evaluation

    The Academy’s Expert Pool is one of the key elements in ensuring that the work is done by the most qualified expert who can be recruited at the shortest time possible.

    The Academy’s Expert Pool is divided into 7 ‘sub-panels:

    Panel 5: Monitoring and Evaluation

    Experts in this panel will support the Academy carry out external and internal monitoring and evaluation processes. The expert will support the Academy with:

    • Conducting M&E surveys – baselines, mid- term and end term surveys.
    • Process evaluation - Assess the quality of the implementation of the project against agreed, planned and expected actions, with a view to improving programme design.
    • Performance evaluation - Assess the outcome and impact of the project in relation to its objectives, activities and outputs as set out in the log frame and recommend ways of improving the delivery model of similar humanitarian programmes in future.
    • Linking M&E with the achievement of Learning Products

    Panel 6: Policy

    The experts in this panel will focus on availability, access and effectiveness of policies related to the humanitarian sector in the East African region (initially focusing on Kenya, Tanzania and Uganda). Specifically, the focus will be on:

    • Policy analysis – linking humanitarian needs to policy processes and outcomes.
    • Understanding and facilitating processes related to effectiveness of humanitarian policies.
    • Supporting establishment and capacity building for institutional frameworks for humanitarian sector.
    • Facilitating the integration of disaster risk reduction issues in development, goals and objectives.

    Knowledge, skills and experience desired

    The consultants are expected to have an advanced and thorough knowledge, skills and experience in their respective fields.

    Essential skills

    • Qualifications: First degree in relevant area.

    The Academy’s Expert Pool is divided into 7 ‘sub-panels:

    Panel 7: Operations and finance

    The experts in this panel will support the academy with legal, financial and auditing. The consultants will support the Academy with:

    • Auditing of grants awarded to partners.
    • Evaluate appropriateness of accounting policies in place.
    • Audit financial statements, procedures and processes.
    • Compliance with local laws and regulations.

    Knowledge, skills and experience desired

    The consultants are expected to have an advanced and thorough knowledge, skills and experience in their respective fields.

    Essential skills

    • Qualifications: First degree in relevant area.
    • Post graduate qualification in a relevant area, including professional qualifications (preferred).
    • Experience: At least 8 years working experience in the respective area of expertise.
    • Strong technical and theoretical grounding in the respective fields.
    • Excellent written English and report writing skills
    • An in-depth understanding of key standards, guidelines and tools relating to humanitarian work.
    • Ability to facilitate and/or chair technical discussions and debates
    • Ability to communicate technical subject matter (in a written and oral form) to people with varying technical knowledge and skills, and across different job roles/functions.
    • Track-record in conducting high quality analysis and research involving a combination of quantitative and qualitative analytical skills.
    • Creative and tenacious in sourcing data from a range of sources and systems.
    • Ability to travel: Experts must be able to travel where necessary to complete the required assignments, often at very short notice.
    • Ability to sub-contract- Additional resource may be required for certain assignments, and experts must be able to source this independently to complete the work as required by the Academy.
    • Previous publications/reports relating to work in the humanitarian field (preferred).
    • Demonstrated experience of documenting case studies and models.

    Consultancy Rates and Payment Schedule

    Consultancy rates will be capped at a maximum daily rate including taxes, which may differ depending on the type of work/ToR offered. These rates will be agreed upon at the contracting stage and will be fixed in the framework agreement for the duration of the contract.

    Payment will be made in line with the milestones and deadlines for key project deliverables, as outlined in each individual ToR. Consultants will invoice The Academy as usual, based on the agreed milestones and payment schedule laid out in each ToR.

    Expressions of interest:

    The Academy is inviting expressions of interest from suitably qualified consultants or teams of consultants who would like to be part of our expert pool. Interested applicants are expected to submit a proposal with the following components:

    a) Technical proposal (no more than 3 pages) to include:

    • Panel to which they are applying to.
    • An overview of your skills and experience as related to the panel you are interested in.
    • Your expected daily rate.
    • Descriptions of at least 3 relevant examples of recent work

    b) Consultant’s CV

    c) Three referees for whom the consultant has carried out similar work, (stating the organization, assignment undertaken, date and duration, contact person’s name, email address and contact number)

    Please note that while we encourage you to reference any previous work done for The Academy in your application, The Academy staff cannot act as referees.

    Method of Application

    The Academy will consider applications that are received by 5pm on 22nd March 2017 (East African Time). Following the deadline, short-listed individuals or consortia will be identified and contacted to make clarifications, after which the winning individual/consortium will be contacted and a draft contract prepared.
