Responsibilities for the County Returning Officer Job

The County Returning Officer is the overall head of the party primaries in their respective County. The county returning officer shall:

• Make all necessary arrangements for party primaries.
• Oversee the identification and inspection suitable poling stations and tallying centres
• Oversee the recruit all party primaries officers at the county, constituency and poling station levels.
• Conducts and oversee all training related to party primaries
• Ensure timely distribution of all materials to be used for party primaries
• Develop accountability measures, monitor the performance indicators at the county levels
• Tally results of Givernor, Senator and Women Representatative at the county level
• Announce the results of the party primaries of Governor, Senator and Women Representative and declare the winners of the same posts and issue an interim certification
• Submit the hard copies and declare the winners for the same posts and issue an interim certification
• Submit the hard copies and declare the results to the Chairman of the NEB

Qualifications for the County Returning Officer Job

• Graduate with at least 10 years work experience in the public or private sector
• Must be computer literate
• Must have excellent computation and tallying ability
• Must be of good character
• Willing to work for long hours with minimal supervision
• Must be a person if absolute integrity and willing to abide by the Party’s values, all electoral laws and regulations.

Responsibilities for the Constituency Returning Officer

The constituency Returning Officer is the overall head if the Party Primaries in their respective Constituency. The constituency Returning Officer shall:

• Make all necessary arrangements for party primaries
• Identify and inspect suitable polling stations and tallying center at the constituency
• Recruit all party primaries officers at the constituency and polling station levels
• Conduct training for party primaries officers
• Distribute all materials to be used for Party Primaries to the polling stations
• Develop accountability measures, monitor the performance indicators at the constituency levels
• Tally results of Givernor, Senator, Women representative, Member of National Assembly at the constituency level.
• Announce the results of the party primaries of Member of national Assembly and Member of County Assembly and declare winners of the same posts and issue an interim certification.
• Transmit the tallied results for the Governor, Senate and Women representative to the county returning Officer
• Submit the hard copies of the declared results to the County Returning officer
