    Procurement Assistant

    The officer will assist in achieving the overall objective of the procurement / Supply Chain department. The officer will assist to;-

    (a) maintain and update standing lists of registered suppliers/ contractors and consultants;
    (b) prepare, publish and distribute procurement and disposal opportunities including invitations to tender, pre-qualification documents and invitations for expressions of interest;
    (c) co-ordinate the receiving, opening and evaluation of tenders, quotations and proposals
    (d) maintain and archive documents and records of the procurement and disposal activities for the required period;
    (e) prepare procurement reports and submit to PPRA reports required under the Act, Regulations and guidelines of the Authority;
    (f) monitor contract management by user departments to ensure implementation of contracts in accordance with the terms and conditions of the contracts;
    (g) prepare consolidated procurement and disposal plans;
    (h) carry out supplier evaluation and periodic market surveys;
    (i) Sound management of stores and conduct periodic / annual stock taking;
    (j) Processing of supplier invoices, delivery and inspection certificates for timely payments;
    (k) carry out any other functions or duties as may be assigned from time to time

    Qualification & Experience

    • Bachelor’s degree in Procurement, supplies and logistics
    • Professional Diploma in Supplies Chain Management,
    • At least 3 years’ experience in relevant field
    • Computer literacy and familiarity with ERP applications.
    • Strong communication, analytical and organisational skills
    • Membership with a procurement professional body
    • Supplies practitioner’s licence will be an added advantage

    • A team player who demonstrates patience, honesty and flexibility.
    • Be willing and able to meet tight deadlines and work long hours when required.

    • Working knowledge of public procurement laws, regulations and procedures.
    • Excellent negotiation and analytical skills.

    Manager, Urban Investments

    Reporting To : Chief Manager, Investment & Programmes

    Main purpose of the role

    The job holder is responsible for facilitating efficient design and implementation of water and sanitation projects in underserved areas for the Urban Investment program thus enabling the organisation to meet its mandate.

    Duties & Responsibilities

    a) Identify needs through assessments and research and development of Urban Investment Programme of the Fund.
    b) Manage the Urban Investment portfolio including; follow up of the disbursements, monitor and evaluation progress, and take corrective action as necessary.
    c) Manage the relationships with the various stakeholders including implementing partners, development partners, local and national government officials and external consultants.
    d) Manage the Urban investment team including their performance, training, development and discipline
    e) Design and implement Urban programmes and projects aimed at achieving the strategic objectives of the Fund that meet the needs of the targeted communities and are in compliance to technical, social, cultural and financial standards
    f) Review, the Fund’s proposals/project selection criteria for the Urban Investment programme
    g) Prepare proposals that are in line with/support the Fund’s resource mobilisation strategy
    h) Develop investment work plans for approved urban projects to facilitate the achievement the agreed objectives
    i) Input into the Fund’s overall investment planning by providing lessons learned from working with the various stakeholders such as Water Service Providers and Counties
    j) Prepare timely reports and project briefs for presentation to the management, the Board and partners.
    k) Coordinate and facilitate technical evaluation missions.

    Qualification & Experience

    • Bachelor’s degree in Project Management, Engineering, Water Resource, Social sciences or related field.
    • Having a degree in Water, Civil or Environmental Engineering or related engineering field will have an added advantage.
    • Master’s Degree in relevant field
    • At least 10 years’ experience with 5 years in a managerial or supervisory position in programme /Investment/ grant management.
    • Experience in project planning/design, monitoring and evaluation is essential
    • Experience with Ms Office and computer aided design( AutoCAD), GIS programmes and PMIS
    • Registration with a professional body.

    Skills and Competencies

    • Practical knowledge of community based project implementation as well Urban low – income water servicers
    • In depth knowledge of water projects- Technical and social
    • Excellent organisational skills in the areas of project management, time management, and work prioritisation.
    • Excellent leadership skills including self-motivation, conflict resolution skills and team building skills
    • Extensive Knowledge in WASH is a requirement.
    • Be able to work in a multicultural environment.
