    Programme Policy Officer - Pastoral Livelihoods

    JOB PURPOSE

    The Programme Policy Officer (Pastoral Livelihoods) will work under the direct supervision of the national Programme Policy Officer (Rural Resilience Unit) and overall supervision of the Programme Advisor, Rural Resilience Unit and will be responsible for the following:

    KEY ACCOUNTABILITIES (not all-inclusive)

    • Undertake a capacity needs assessment of gaps (for WFP, partners and targeted communities) in knowledge and skills (practical) on pastoral livelihoods in the arid and semi-arid parts of Kenya.
    • Develop a programme to fill in the identified capacity gaps.
    • Support WFP Cooperating Partners in designing quality projects that address the underlying causes of food insecurity.
    • Appraise project proposals and advise the WFP Partners, relevant County Project Committees, WFP/Nairobi management and National Project Steering Committee (NPSC) accordingly.
    • Monitor the implementation of the projects through field visits and monthly reports and provide necessary technical support.
    • Collate all information from various sources and develop regular project updates including Standard Project Reports(SPRs), andinformation for a database, and website
    • In liaison with the WFP Monitoring and Evaluation Unit ensure the establishment and maintenance of a sound database.
    • Undertake Capacity Gap Assessment of the partners and organize capacity building programmes (workshops, training, exchange visits etc) to address these gaps.
    • Work with the service units (Procurement, Logistics, and Finance) to ensure that quality non-food items are purchased and supplied to the communities for effective implementation of projects.
    • Support building of partnerships with other UN agencies, NGOs, & Government to improve synergy and impact of the projects.
    • Support in development of project guidance materials (e.g. guidance manuals) on projects implementation.
    • Ensure that Reports officer and Public information Officers are well informed of the on -going recovery activities.
    • Organize field missions for donor/media/Senior WFP management and ensure that WFP staff, Partners Agencies and GoK staffs are informed on time and provide sufficient relevant information.Provide inputs for the donor briefs.
    • Represent WFP in meetings and conferences at National and County levels
    • Review financial reports from the partners to ensure quality before submitting to the Finance department.
    • Assist supervisees develop clear work plans at the beginning of the year and evaluate their work performance.
    • Perform other related duties as required.

    • Bachelor’s Degree in the following fields; Animal Production, Range Management, Pastoral Livelihoods, Veterinary Science from a recognized universities.A degree in Rural Development studies will be an added advantage.
    • At least 5 years field experience in working at county level implementing community based development and relief activities in ASALs of Kenya.

    DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

    • Understanding of community based participatory planning approaches.
    • Ability to conduct capacity gaps assessments and design programs to fill these gaps.
    • Experience in working in arid and semi-arid parts of Kenya.
    • Excellent communication skills - both written and oral in English and Kiswahili. Skills in workshop facilitation.
    • Strong organization and planning skills coupled with good interpersonal skills.

    Programme Assistant (M&E)

    Duties and Responsibilities

    Under the direct supervision of the M&E Team Leader and overall supervision of the Head of VAM  and M&E section, the incumbent will be responsible for the following:

    • Support the implementation of monitoring and evaluation activities of all food assistance interventions;
    • Analyse and prepare reports of process, output and outcome indicators to support decision making and information sharing with stakeholders;
    • Follow-up on monitoring, complaint and feedback mechanism findings to ensure that corrective actions are taken or adjustments are made to programme responses as required and timely feedback to the beneficiary is provided;
    • Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities;
    • Train national and cooperating partners in monitoring and evaluation, and mobile data collection;
    • Act as the M&E focal point  for the management of the mKormeer datawarehouse;
    • Review of new project proposals through the project review committee;
    • Perform any other duty assigned by the supervisor.

    Qualifications

    Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

    Exprience: Four years of progressive responsible work experience including at least one year in the field of statistics, information management or other related field. Experience in monitoring and evaluation, reporting of development or humanitarian projects and database management would be an added advantage.

    Language: Fluency in both oral and written communication in English is a requirement. Knowledge of Arabic or Somali would be an advantage.

    Logistics Officer

    Accountability:

    Under the direct supervision of the Shipping Officer (Head of WFP Mombasa Sub Office) and the overall supervision of the Senior Logistics Officer (Head of Logistics, WFP Kenya), the Logistics Officer will be responsible for the following:

    Major Responsibilities:

    • Within the WFP policies and procedures, ensure effective integration of sea, port and surface transport operations (and with air operations if/when applicable), including co-ordination with logistics service providers, Government authorities and other related organisations in the area;
    • Liaise with the various WFP Offices in the region and Headquarter in order to plan the receipt, clearing, storage and forwarding of cargo in line with the Regional Offices’ pipeline requirements;
    • Provide leadership for the day to day shipping, port and freight forwarding operations, supervising the shipping, surface transport and invoice processing sections to ensure tasks are accomplished in a manner consistent with organizational requirements.
    • Together with the port captain and the warehouse/port logistics officer, ensure efficient port logistics operations in order to achieve timely, efficient and cost effective delivery of WFP cargoes, safeguarding the integrity of the cargo at all times;
    • Supervise staff, identify training needs and ensure that all staff are adequately trained and inducted in order to achieve high working standards. 
    • Prepare unit logistics work plans and guide operational sections towards achieving the set key performance indicators/KPI;
    • As applicable, update/design for approval Standard Operating Procedures for the operations under your area of responsibility;
    • Protect WFP interest through prompt and correct execution of existing logistics contracts;
    • Gather market intelligence through research and networking; conduct trend analysis  to contribute effectively in improving the quality of the operations, project documents and general contracting;
    • Actively participate during food security strategic review, the foundation to develop Country Strategic Plan (CSP)    
    • Ensure close performance monitoring and evaluation of WFP’s appointed service providers;
    • Ensure accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are regularly maintained;
    • Advise on logistics management, structures and optimum staffing levels;
    • Identify and build productive relationships with counterparts in the key supply chain functions, NGO’s, Governments and private sector to share knowledge and resources to ensure a coordinated delivery of food assistance.

    Shipping Officer (Port Captain)

    Accountability:

    Under the direct supervision of the Head of WFP Mombasa Sub Office and the overall supervision of the Senior Logistics Officer (Head of Logistics, WFP Kenya), the Logistics Officer will be responsible for the following: 

    Major Duties and Responsibilities:

    • Gather as much information on potential transport delays/port congestion to ensure WFP interests are fully covered and share this information with the necessary/concerned offices.
    • Gather market intelligence through research and networking , conduct trend analysis to contribute to operational efficiency.
    • Coordinate with WFP Vessel Agents for prompt berthing and smooth load/discharge operations. Oversee that propel- documents are received and submitted to local Authorities to ensure no delays in cargo clearance and vessel loading/discharging arrangements.
    • Coordinate with WFP's cargo superintendent company and/or Vessel's port representatives prior to vessel arrivals to protect WFP interests during vessel operations and to ensure full cargo quantity in good condition is always loaded/ discharged.
    • Ensure contracted Stevedoring companies are fully prepared to handle the load/discharge operations by introducing himself/herself to them prior to vessel's arrival into port. Review and be aware of WFP Superintendence arrangements to ensure adequate measures are in place for commodity quality control and any immediate actions can be taken to safeguard the commodities and WFP interest at all times.
    • Ascertain logistics reporting and monitoring of dispatches and deliveries and quality control, if required.
    • Monitor the performance of WFP contractors and report on their performances.
    • Supervise and monitor vessel load/discharge at berths and, if required, take any necessary corrective actions to obtain the most cost efficient and timely operations in order to avoid or minimise demurrage charges;
    • Report on a daily basis to the Head of WFP Mombasa Sub Office and OMLS/OMLT at Headquarters on vessel load/discharge and all relevant related information;
    • Report immediately about lost and damages. Documentary support of such damages to be sent to the Legal Department in the Headquarters. Intervene in cases of damaged cargo and arrange for adequate inspections, sampling, testing and final settlement of disputed cargoes;
    • Full control for the liner shipments, including the overland arrivals if need;
    • Participate in the development of further improvements in procedures, documentation and reporting of the WFP Operation;
    • Carry out Logistics Capacity Assessment of Ports if requested by WFP; 
    • Provide experience/expertise on Shipping related matters to WFP staff in country during the course of his/her assignment. Ensure the staff is properly briefed on the Standard Port Operation procedures and responsibilities of WFP Vessels/Stevedores/Superintendents and Forwarding Agents with clear understanding on the points where risk is transferred;

    Consultant - Linking Smallholder Farmers to Public Procurement

    JOB PURPOSE

    The consultant will facilitate the process of strategy development between May - June 2017 that will guide direct procurement by government institutions from smallholder farmers.

    KEY ACCOUNTABILITIES (not all-inclusive)

    Under the overall supervision of the Head of the Analysis Trends & Innovations Unit and the direct supervision of the Programme Policy Officer – Agricultural Market Access and Linkages (AMAL), the consultant will facilitate the government to develop a strategy to guide direct procurement by government institutions from smallholder farmers. The strategy will be cognizant of international standards and practices and Kenyan context and policy direction. Specific duties and responsibilities include:

    1. Develop a road map for development of the implementation strategy in liaison with MOALF.
    2. Perform analyses and detailed conceptual work putting together comprehensive reports identifying opportunities for effective operationalization of the new strategy.
    3. Convene consultative meetings with stakeholders to discuss preparation of the strategy, with clear milestones, accountabilities and deliverables;
    4. Identify information requirements for development of the strategy and facilitate data/information gathering from government offices for use in developing the strategy;
    5. Summarise information relevant to partners (trends, regulations, practices) to enable supervisor(s) to efficiently make informed decisions and enhance partner relationships.
    6. Organise and facilitate workshops to develop the strategy. This will entail developing terms of reference, budgets, guiding discussions, providing substantive advice and technical guidance to inform the strategy, leading the writing workshop reports etc.;
    7. Liaise with internal and external counterparts to ensure effective collaboration, monitor progress and highlight potential risks to project delivery.
    8. In collaboration with government and development partners, consolidate inputs from partners and provide leadership to draft the strategy;
    9. Prepare final strategy PowerPoint presentation for the validation workshop.
    10. Support Government focal point with organization and preparations for the high-level validation workshop as required.

    STANDARD MINIMUM QUALIFICATIONS

    • A master’s degree in Supply Chain Management, Economics or related studies.
    • At least 5 years’ experience in smallholder market development, food supply chain management.
    • Experience in developing policies and strategies for both private and public sectors.
    • Excellent communication skills – written and verbal.
    • Practical experience in food quality management will be an added advantage

    Programme Policy Officer - Cash Based Transfers

    JOB PURPOSE

    To provide support to policy and programme activities that effectively meet food assistance needs.

    KEY ACCOUNTABILITIES (not all-inclusive)

    1. Support Area Offices in Somalia to plan and deliver transfers (in kind and cash-based) through the corporate SCOPE system, including business and technical support and guidance. Using distribution reports from the SCOPE system, support the distribution reporting team in accurate distribution reporting through the corporate COMET system.
    2. Liaise with different WFP business units (Programme, Procurement, Administration, Finance, Logistics, ICT and Security) to ensure coordinated design and implementation of cash, voucher and in-kind food transfers. Act as secretariat to the Somalia Country Office Cash-based transfers (CBT) working group.
    3. Review proposals from partners ensuring that the selected transfer modality is the most efficient and effective for meeting programme objectives. During implementation, monitor and report on cost-effectiveness of the intervention.
    4. Coordinate transfer modality review in potential scale up areas, to include market surveys and feasibility assessments to assess the suitability of the markets to support CBTs.
    5. Periodically review the method at which CBT to beneficiaries are determined and propose effective means of determining the value of transfers.
    6. Review best practices of CBT implementation and identify avenues for strengthening and standardizing existing systems in accordance with WFP operational guidance. Scaling up appropriate technologies, whenever possible.
    7. Contribute to the Somalia Country Office's resource mobilization effort by providing relevant information during proposal development. During and after compile implementation updates and activity reports.
    8. Maintain regular relationship and follow up with the SCOPE Service Desk to support the issue resolution and change requests.
    9. Monitor and regularly update management on the status of CBT resources.
    10. Review monthly distribution plans for CBT and ensure the plans are aligned to approved food assistance activities and that the resources for the transfers are committed to Purchase Orders. Fine-tune Standard Operating Procedures, internal controls and procedures related to use of the SCOPE system for in-­kind and cash-based transfers in order to mainstream the use of SCOPE through WFP operations in Somalia.
    11. Support the demonstration and roll-out of SCOPE to other external agencies/third ­parties interested in adopting the SCOPE system, in close coordination with the SCOPE Service Desk.
    12. Day-to-day oversight of the Transfer team.
    13. Participate in national level dialogue on appropriateness and standardization of transfer types, and represent WFP as required.
    14. Contribute towards the development of a wide variety of projects, plans and processes, ensuring those are aligned to delivering assistance transfers through the SCOPE system.
    15. Represent WFP in the inter-agency Cash Transfer Working Group for Somalia.
    16. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
    17. Other as required.

    STANDARD MINIMUM QUALIFICATIONS

    Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

    Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
     

    WORKING EXPERIENCE FOR ENTRY INTO THE ROLE

    • A minimum of 3 years relevant professional experience 
    • Knowledge and experience in the use of electronic registry and transfer management system platforms. Experience in the use of the SCOPE system will be an added advantage.
    • Knowledge and experience in cash-based interventions is required, experience in Somalia is highly desirable.
    • Proven professional experience in the related fields with ability to work independently on technical matters with minimum supervision.
    • Training and/or experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration.
    • Demonstrated excellence in liaising with donors and establishing innovative partnerships.
    • Excellent writing and communication skills in English: ability to produce excellent quality document and reports and policy documents.
    • Experience in resource management by providing relevant information during proposal development, delivery of assistance and provide inputs for donor reporting.
    • Has deepened technical knowledge through exposure to technical teams.
    • Has taken leadership of implementing programmes.
    • Has provided input into policy discussions and decisions.
