    SIMS Senior Technical Office

    Reports To: Program Manager
    Type: Regular Full-Time

    Overview:

    SIMS STO will be responsible for planning and implementing data collection, monitoring, management, data entry and quality assurance. This position reports to the Program Manager and will serve as the primary data manager for several on-going SIMS site visits.

    Essential Duties/Tasks and Responsibilities:
    • Provide in-service training to regional field staff.
    • Compile data to meet reporting requirements.
    • Collect data using the SIMS tools.
    • Complete the GHSMA data entry daily.
    • Verify accuracy on all SIMS data collection tools before submission.
    • Submit data weekly after data collection.
    • Collaborate with Program Manager and PHS to ensure high data quality.
    • Assist with data cleaning and quality assurance.
    • Assist in field logistics including meeting organization and appointment confirmations.
    • Participate in the preparation and presentation of data as needed.
    • Participate in the review of monitoring tools.
    • Participate in management meetings with IBTCI-ESPS staff as needed.
    • Other duties as assigned.

    Required Knowledge, Skills and Abilities:

    • Experience implementing SIMS assessments at facility and community sites preferred.
    • Experience with interviewing techniques.
    • Excellent verbal and written skills.
    • Good organizational and team skills.
    • Experience working with the MoH and private health facilities desirable.
    • Experience with MS Office packages and DATIM database desirable.
    • High level of accuracy and attention to detail.

    Minimum Requirements:
    • At least 3 years of data monitoring and management at facility and community level.
    • At least 3 years of experience with HIV programming.
    • Familiarity with the MoH HIV data collection and reporting tools.

    Education: Master’s degree or MPH from a recognized training institution required.

    Working Environment: Work is performed in an almost exclusively field environment.

    Physical Requirements: This position requires moderate physical strenuousness with periods of standing and walking for three to four hours at a time. It requires the ability to speak, hear, see, and lift small objects up to 20-30 lbs.

    Supervisory Responsibility: This position does have supervisory responsibilities.

    Travel: Significant domestic travel in the Coastal region of Kenya required.

    Team Leader for USAID/Kenya, HIV/RH/MNCH baseline assessment

    The Team Leader will manage the team to ensure that the necessary planning, development, management, and field activities function smoothly and efficiently.

    Essential Duties/Tasks and Responsibilities:

    • Provide technical advice on the all components of the evaluation – including evaluation design, data analysis and subject matter expertise;
    • Provide managerial oversight of evaluation teams;
    • Prepare and review the evaluation implementation plans and ensuring the completion of an evaluation report in conformance with this scope of work and timelines;
    • Oversee all fieldwork activities including health facility assessment, household surveys and organizational capacity assessments;
    • Lead the preparation and presentation of the key findings and recommendations to the USAID/KEA team and other stakeholders;
    • Participate in all meeting including dissemination seminars with the donor, county health management teams and other stakeholders;
    • Ensure the final report is of high quality and standard

    Required Knowledge, Skills and Abilities:

    • Must have at least ten years’ progressive experience working in Kenya and/or other developing country;
    • Must have demonstrated technical and management expertise in the field of public health;
    • Must have excellent analytical skills (both qualitative and quantitative);
    • Previous evaluation experience of a USG health program activities and other donors in Kenya, particularly in HIV; FP/MNCH; Adolescent, Youth Sexual Reproductive Health; Malaria; OVC and WASH programs;
    • Excellent verbal and written skills as well good organizational and team skills;
    • Experience working with the Ministry of Health and private health facilities desirable;
    • Experience in conducting capacity assessments;
    • Experience with Ms. Office packages is a must;
    • High level of accuracy and attention to detail.

    Minimum Requirements:

    Experience:

    • Previous administrative experience, preferably with a USAID-funded project.
    • Mastery of word processing, spreadsheets, database use, and presentation software (Microsoft Office); and experience with using the internet for research purposes.
    • Experience and/or familiarity with international development preferred.

    Education:

    • Master’s degree in Public Health, Epidemiology, Health Science or related field

    Public Health Evaluation Expert, Imarisha

    Responsibilities

    The Public Health Evaluation Expert will take full responsibility for leading the components of the evaluation related to HIV/AIDS programs at the facility and community levels, while working with the other two team members. S/he will have strong demonstrated experience in the use of social science qualitative research methods in the collection and analysis of data. S/he will provide technical area leadership in the data collection, analysis of key findings, development of substantive and evidence based conclusions and action-oriented and practical recommendations, and on facilitating technical discussions geared towards developing implementing strategies on a broad range of development programs. S/he will take the lead in data collection, analysis and technical writing for the report sections on HIV/AIDS. The Public Health Evaluation Expert will provide technical advice on public and community health evaluation strategies and contribute subject matter expertise for the evaluation process. S/he will participate in all meetings including dissemination seminars with the donor, county health clinical and management teams, and other stakeholders. The Public Health Evaluation Expert will participate in fieldwork activities including health facility assessment, household surveys and organizational capacity assessments.

     

    Qualifications

    Education: Doctor of Medicine (MD) with a Master’s degree in Public Health, International Development, Epidemiology, Health Sciences or related field

    Language: English: Fluent in speaking, reading and writing required; Swahili highly desirable

    Experience:

    • 6 or more years conducting evaluation and research in Sub-Sahara Africa, including the East Africa region
    • Significant work experience in HIV/AIDS programing and evaluation, especially in HIV prevention, care and treatment, HIV/TB, and pediatric AIDS
    • Demonstrated expertise on the use of social science qualitative and/or quantitative research methods in the collection and analysis of data
    • Experience in participatory evaluation methodologies, design, and end of program evaluations is highly desirable
    • Demonstrated knowledge and technical and management expertise in public health
    • Excellent analytical skills (both qualitative and quantitative)
    • Previous evaluation experience with a donor-funded health and HIV program activities in Kenya
    • Excellent verbal and written skills as well good organizational and team skills
    • Experience working with Ministries of Health and community organizations. Experience in conducting capacity assessments
    • Experience with MS Office packages is a must
