PRIMARY RESPONSIBILITIES:
• Implementing the current country security level;
• Ensuring ship security and port facilities security plans are reviewed;
• Executing the Search and Rescue (SAR) Plan in cooperation with the sub- regional maritime rescue coordination centers;
• liaising with National Search and Rescue committee
• liaising with NIS and recognized security organizations on security assessments for port facilities and ships
• Conducting security audits for all port facilities and ships
• Liaising with manager RMRCC on any emerging security concern involving ships and port facilities.

Academic qualifications
• Bachelor of science degree in military science, security studies or any other relevant field:
Professional Qualifications
• STCW Basic Safety Course
Experience
• To have worked as a senior officer dealing with security planning and implementation duties for a period not below 8 years;
Skills
• Excellent interpersonal, management and communication skills;
• Excellent organizational skills and highly confidential;
• Computer literacy arid familiarity with standard office computer applications
• Ability to work under pressure and meet deadlines
PURPOSE:
Responsible for overseeing and implementing port state, flag state, maritime pollution prevention, maritime education and training search and rescue, maritime casualty investigation, management of wrecks and development of ship construction standards and ensuring compliance.
PRIMARY RESPONSIBILITIES:
• Responding to enquiries on various matters from ship-owners, seafarers. MOT Government Agencies and individuals on maritime;
• Planning and assigning work to staff;
• Handling disputes between ship owners and seafarers
• Ensuring proper implementation of the strategic plan and performance contract
• Implementing the Boards and management committee decision in safety;
• Coordinating and consultancies and ensuring the KMA interests are safeguarded
• Visiting ships that may have complex problems; and
• Overseeing the registration of vessels
• Overseeing maritime education and training
PERSON SPECIFICATIONS;
Academic qualifications
• MSc. Degree in Maritime Affairs with Marine Engineering or Nautical Science or Maritime Safety Administration or Maritime Environmental Administration.
Professional Qualifications
•Certificate of Competency as a Chief Engineer (Foreign going) issued in accordance with the 1978 STCW Convention, or
•Certificate of Competency as a Master (Foreign going) issued in accordance with the 1978 STCW Convention, as amended.
Experience
• 10 years of post-qualification of Chief Engineer or Master Certificate with no limitation.
• 10 years' experience as a Ship Officer in management level or shore/harbour based maritime ship safety related duties at management level.
Skills
• Excellent planning and organization skills
• Team player and strong leadership and organization skills Ability to work under pressure and meet deadlines.
