ECD Manager at PATH

Duties and Responsibilities:

Project Management:

• Serve as overall Project Manager for the project in Kenya, ensuring quality implementation in compliance with PATH and donor policy;
• Provide technical and programmatic leadership to ECD Activities in Kenya.
• Review project goals and objectives on a regular basis and oversee the development of an annual work plan; oversee implementation of the Kenya ECD work plans.
• In coordination with project staff, design and implement relevant, effective, efficient, sustainable interventions that achieve project goals and objectives in a timely manner, using donor-approved project documents and work plans to guide implementation.
• Lead in identification of partner capacity gaps and strengthen capacities to improve project implementation.
• Coordinate partner activities including consultants conducting ECD activities within the project in Kenya
• Support the project PADM in the management of the approved Kenya ECD Project budget; work with global team to adjust budgets as needed to reflect new program opportunities, project learnings, and cost alignments.
• Serving as a performance manager for the project M&E officer, ECD Capacity Building Officer, and Community Liaison Associate and overseeing in-country technical consultants who are recruited on an as need-basis to support the project’s work.
• Maintain accurate project records and any other responsibilities that may be assigned to you from time to time.
• Coordinate project in-country M&E activities in collaboration with the M&E Officers in Kenya and Seattle
• Produce project donor reports

Relationship management:

• Maintaining relationships with key ministries and departments within the Kenyan government at national and county level where PATH implements the ECD project activities.
• Nurturing relationships with likeminded NGO partners, UN agencies and key development partners in ECD.
• Overseeing establishment and maintenance of networks/alliances of advocates to influence prioritization and investment in ECD at national and county levels.
• Manage ongoing relations with project participants and address any issues in a timely manner.
• Lead monthly ECD staff meetings with participation as appropriate of key stakeholders including the MOH ECD experts.
• Maintain close communication and coordination with ECD stakeholders within Kenya.
• Represent PATH at national and sub-national stakeholder meetings and other external meetings as needed.

Communications and Networking:

• Foster linkages with other PATH/Kenya projects and pursue opportunities for project integration.
• Oversee the management and networking of key partnerships within Siaya county.
• Work with partners and relevant PATH Kenya, regional and global staff to create opportunities for enhanced visibility of PATH Kenya’s ECD program.

Other:

• Liaise with PATH technical and advocacy experts in other countries to develop advocacy and communication strategies to advance their program objectives.
• Develop productive internal and external relationships with donors, health specialists and global advocates, and allied public and private partners to achieve advocacy goals, particularly related to ECD and the Global Financing Facility.
• In collaboration with advocacy and ECD leadership, contribute to the design of new programming and write proposals to support business development.

Required Experience

• Degree in Early Childhood Development, public health, nutrition, medicine, nursing Social Work, Health or related field.
• At least 7 years of relevant program experience with progressively increasing responsibility.
• Background in ECD, Maternal Newborn and Child Health, HIV/AIDS or related field desired.
• Ability to work productively with policy and technical experts.
• Ability to deliver quality work on deadline in a fast-paced environment.
• Strong existing relevant professional networks in public, UN, donor and NGO sectors.
• Ability to juggle multiple assignments and interact with varied work teams with strong results.
