    Procurement Supervisor

    Purpose of the Job

    This position is responsible for the timely and efficient procurement of goods, services and works for the Office.

    Procurement Supervisor Job Responsibilities

    • Ensure compliance with the Public Procurement and Asset Disposal Act, 2015.
    • Ensure timely and efficient procurement of goods, works and services and observe transparency, fairness and competitiveness in the process.
    • Participate in preparation of bidding documents, receipt of tenders and ensure that the bids are in safe custody where applicable.
    • Prepare regulatory reports and ensure timely reporting to the relevant authority(s).
    • Spearhead supplier prequalification and registration processes and conduct market surveys from time to time.
    • Coordinate procurement activities on the e-platform.
    • Ensure proper storage of goods received in the stores and proper inventory management
    • Coordinate procurement and disposal activities including advertising, opening and evaluation of tender documents.
    • Implement various procurement decisions including, preparation of contract documents.
    • Maintain and archive tender, procurement documents and records for required period.
    • Participate in the preparation of consolidated procurement and disposal plans and ensure adherence to approved Procurement & Disposal Plan.
    • Assist the end users in developing quality specifications for goods, services and works.

    Requirements for the Procurement Supervisor Job

    • A Bachelor’s degree in Procurement or its recognized and equivalent qualification from a reputable university.
    • Diploma in Procurement, Supply Chain Management or equivalent qualification from a recognized institution.
    • A member of KISM or a relevant professional body.
    • High degree of professional competence and administrative capacity required for effective planning, direction, control and coordination of Supply Chain Management programmes.
    • Ability to articulate, interpret supply chain goals, policies and programmes and relate them to the supply chain function.
    • Practical working knowledge and competence with purchasing management software and/or automated procurement systems is mandatory.
    • 5 years relevant working experience.

    Procurement Manager

    Purpose of the Job

    This position is responsible for coordination of procurement functions in the Office of the Auditor General and ensure that procurement processes are carried out in line with the procurement law and laid down procedures.

    Procurement Manager Job Responsibilities

    • To ensure that all procurements are carried out in line with the law, policies and regulations.
    • To ensure all departments and staff in the Office of the Auditor General are familiar with and comply with the provisions of procurement law and other related guidelines.
    • Maintains accurate records of goods purchased, disbursed and defected as well as contract files of vendors to ensure suppliers’ qualifications, timely deliveries and quality controls
    • Evaluates bids made by vendors and makes recommendations based on commercial and technical factors
    • To lead the supplier negotiations, recommend supplier selection and implement contracts designed to encourage continual improvement.
    • To prepare bid documents, quotations and requests for proposals for use by the Office.
    • To draft vendor contract documents for approval by the Head of Procurement.
    • To supervise and allocate tasks to subordinates in the Section.

    Requirements for the Procurement Manager Job

    • A Bachelor’s degree in Procurement or its recognized and equivalent qualification from a reputable university.
      Diploma in Procurement, Supply Chain Management or any other relevant qualification from a recognized institution.
    • A master’s degree in the relevant field will be an added advantage.
    • A member of Kenya Institute of Supplies Management (KISM) or a relevant professional body.
    • Possess a valid practicing license from the KISM.
    • High degree of professional competence and administrative capacity required for effective planning, direction, control and coordination of Supply Chain Management programmes.

    Job Description

    Purpose

    This position is responsible for the execution of audit functions assigned, and timely delivery of audit documentation from auditee institutions to management for review.

    The job holder will undertake assignments allocated to him / her by the team leader which may include performance audit, systems and process audit or audit of annual accounts of any entity funded from the public funds. The incumbents may also be deployed to work in Corporate Services Department.

    Reporting to the team leader, the incumbents will be deployed to work in any of the OAG offices located in Nairobi, Mombasa, Kisumu, Nakuru, Eldoret, Kakamega, Nyeri, Embu,Garissa and Bungoma.

    Audit Associate Job Responsibilities

    • Conduct audit exercises and assurance in the auditee institutions, agencies and state corporations according to the prescribed scope within the audit process to ensure compliance with internal controls and procedures.
    • Review information systems and processes of the auditee institutions.
    • Confirm whether the auditees comply with appropriate standards and best practices.
    • Developing, presenting and finalizing audit reports.
    • Obtain in-depth understanding of each function being audited, identify and assess risk during the audit process
    • Prepare documentation i.e. working papers, planning memorandums and audit reports as required by management in line with the quality standards of the audit process.

    Requirements for the Audit Associate Job

    • A Bachelor’s Degree from a recognized University preferably in the fields relevant to the audit function such as Auditing, Accounting, Finance, Economics, Mathematics, Statistics, Computer Science, Law, Engineering or other relevant disciplines.
    • Demonstrate proficiency in Information and Communication Technology
    • Must have at least three years relevant experience.

    The Office of the Auditor-General (OAG) is an independent Office established under Article 229 of the Constitution of Kenya.

    The Office is charged with the primary oversight role of ensuring accountability in the use of public resources within the three arms of government (the Legislature, the Judiciary and the Executive) as well as the Constitutional Commissions, Independent Office and any entity that is funded from public funds.
