    WASH Officer

    REF: WO/12/2017

    Job Details:

    CARE International in Kenya is looking for well-organized and highly motivated Kenyan Nationals who are result-oriented to fill the position of WASH Officer at Dadaab Refugee Camp.

    JOB SUMMARY & PURPOSE

    Reporting to the WASH Coordinator, the water sanitation and hygiene Officer will be responsible for all aspects of Water supply i.e. efficient and effective water supply system in the respective camp, inspection and monitoring of routine water supply and maintenance of the reticulation systems to ensure minimal or no interruption of water supply. She/he will carry out assessment of boreholes behavior, aquifer monitoring and report any glaring anomalies to the WASH Coordinator for quick action. Provide accurate production records and interpretation of the same. The WASH officer will also be responsible for the promotion of Hygiene and Sanitation in the refugee camp. This will entail; designing and monitoring the construction and use of sanitary facilities, capacity building and
    monitoring of staff, advising and ensuring compliance with Public Health regulations, supervision of the general camp sanitation, research surveys, reporting on activities and implementing hygiene promotion activities to enable the community to live in satisfactory sanitary conditions for a healthy and productive
    life. The incumbent shall lead a team of both Kenyan and Refugee Community Workers.

    RESPONSIBILITIES AND TASKS

    • Maintenance of Water Pipelines and Applied appurtenance
      • Ensure smooth running and uninterrupted water reticulation system all round.
      • In collaboration with other team members give technical extension information to the tap stand monitors on areas of facilities proper/prudent management for sustainability.
      • In consultation with the master plumber, prioritize the work for the day to ensure minimum water interruption and distribution within the supply hours.
      • Project planning for construction activities and water pipeline installation in the respective camp.
      • Coordination of project activities at field/camp level.
      • Approve of work done by the contractor/or sub-contractor after ensuring it meets required standards.
      • Updating the WASH Coordinator on a weekly basis on work in progress on WASH from their respective camp.
    • Water Resources Management and Development
      • Assessment of day to day behavior and operation of boreholes, checking for signs for preventive maintenance.
      • Carrying out of aquifer monitoring procedures and tests and the interpretation of step-drawdown, recovery rates and thereby come up with appropriate actions for remedy and sustainable exploitation of groundwater resources.
      • Interpretation of the geological survey report before and during the drilling process and guiding the drilling contractor accordingly.
      • Acquisition of aquifer data and hence the design of the borehole on the basis of this data as well as the drilling logs obtained during the drilling process.
    • Hygiene and Sanitation Promotion
      • Design and supervise the construction/installation of sanitation and hygiene facilities.
      • Design and facilitate mass awareness campaigns during disease outbreaks in liaison with other implementing partners and mobilize the community to undertake preventive measures.
      • Develop materials for training the community, schools, and sanitation and hygiene promotion teams.
      • Design, develop and ensure distribution of appropriate Information Education Communication materials for sanitation and hygiene promotion in schools and the community
      • Design weekly, monthly and yearly camp specific work plans for public health promotion within the parameters of the approved budget and donor agreement.
      • Reinforce behavior change communication at household level through case by case counseling and FGDs on the various domains of hygiene and sanitation practices.
      • Facilitate distribution of hygiene kits/sanitation kits.
      • Strengthen School Sanitation and Hygiene Education (SSHE) in primary schools, secondary schools, Dugsi’s and Madarasa.
      • Organize and facilitate Training of Trainers (ToTs) on sanitation and hygiene promotion technologies and approaches/strategies.
      • Mentor and appraise the team under his/her charge as well as WASH committees.
    • Project Implementation and Supervision
      • Schedule and prepare work plans for field activities in consultation with the WASH Coordinator.
      • Prepare job contracts, supervise work and process payments upon job completion and submit to the supervisor.
      • Approve and ensure proper handling and utility of sector resources in the camp.
      • Monitor material stock levels, and advice the supervisor for timely and appropriate
        procurement/deliveries.
      • Ensures that standards and specifications for works and materials deliveries are adhered to and gives the recommendation(s) to the management as necessary, including certification of completed works for payments.
    • Monitoring
      • Planning and organizing review meetings with stakeholders.
      • Collection of baseline information through pre and post-KAP surveys.
      • Conducting pre and post-training assessments on knowledge, skills, and attitudes.
      • Monitor sanitation and hygiene promotion outreach activities/situation in the blocks.
      • Conduct disease surveillance in collaboration with the health partners on water, sanitation and hygiene related diseases.
      • Constantly review and analyze approaches and practices in sanitation and hygiene promotion.
    • Collaboration, Liaison and Networking
      • Represent RAP in coordination and technical working group meetings at the camp level and represent the program at other levels when called upon.
      • Promote continuous involvement of the refugee community in sector work at task execution levels.
    • Reporting
      • Drafting update reports on various WASH activities as required to the WASH coordinator e.g. monthly sitreps and others as may be necessary.

    Plant Electrician

    REF: PE/12/2017

    Job Details:

    CARE International in Kenya is looking for well organized and highly motivated Kenyan Nationals who are result-oriented to fill the position of Plant Electrician at Dadaab Refugees Camp.

    JOB SUMMARY & PURPOSE:

    The Plant Electrician will be responsible for maintenance of submersible pumps, booster pumps and other associated electrical equipment. He will always lead the Plant Electricians and ensure that all electrical equipments are serviced per schedule and repaired in the event of any breakdown.

    TASKS AND RESPONSIBILITIES:

    • Servicing and maintenance of gensets and pumps
      • Repair and maintenance of gensets on electrical parts and instruments panel.
      • Installation of new generators and retrieval of the old and defective ones.
      • Repair and installation of booster pumps.
      • Monitoring of all electrical installations in the generator rooms and making recommendations to the Plant Foreman of their replacements or repairs.
    • Borehole recovery
      • To retrieve, repair and installation of boreholes submersible pumps.
    • Borehole test pumping.
      • Monitoring yield trends and behavior of boreholes and suggesting relevant remedial measures where necessary.
    • Workshop operation
      • Maintenance of workshop cleanliness and safety.
      • Proper arrangement of the equipments and plants in the workshop.
      • Repair and maintenance of the standby control panels, change over switches and other electrical equipments in the workshop.
    • Reporting
      • Keep records of all the electrical repairs done in the field and in the workshop.
      • Keep records of all electrical spares used in the workshop and in the field.
      • Prepare weekly and monthly unit reports on jobs and conditions of all the relevant system and submit to supervisor.
    • Power grid maintenance
      • Prepare technical designs of the power grid for the CARE compounds in Dadaab.
      • Prepare the BoQs for all electrical power installations in CARE compounds.
      • Assist in supervision of the contractors doing upgrade or installations of the power grids in CARE compounds.
      • Advise and recommend the power requirement for electrical gadgets.

    QUALIFICATIONS:

    • Education: Diploma in Plant Electrician or Plant Electrician Grade I.
    • Experience: A minimum of 4 years’ experience in plant workshop and in relevant fieldwork.

    • Basic Computer Knowledge

    Plant Mechanic

    JOB SUMMARY & PURPOSE:

    Reporting to the plant Foreman, the Plant Mechanic is responsible for the maintenance of all boreholes, borehole generators and compound generators. Together with plant electrician he/she will ensure that all plants and equipments are serviced as per monthly schedule and repaired in the event of any breakdown. He will undertake major overhauls as and when the need arises.

    TASKS AND RESPONSIBILITIES

    • Servicing and maintenance of gensets
      • Servicing and preventive maintenance on all the boreholes and compound gensets.
      • Major overhaul of gensets upon breakdowns and during hourly schedule.
      • Respond to breakdowns and do repairs of the gensets in the field.

    WASH Committees Facilitation Officer

    Job Details:

    CARE International in Kenya is looking for well-organized and highly motivated Kenyan Nationals who are result-oriented to fill the position of WASH Committees Facilitation Officer at Dadaab Refugees Camp.

    JOB SUMMARY

    Reporting to the WASH coordinator, the WASH committees facilitation Officer will be responsible for capacity building of WASH committees and improvement of the WASH committees’ governance structures. S/he will also work closely with other WASH subunits to carry out management and training needs assessment.

    RESPONSIBILITIES AND TASKS

    • Strengthen and support community-based structures for WASH in the camps
    • Advice and support the WASH committees and the sector on approaches for improving ownership, management and beneficiary participation in WASH activities.
    • Train refugee staff, WASH committees and other relevant stakeholders/partners on WASH.
    • Monitor and evaluate the participation, ownership and inclusiveness of refugees in decision making in WASH and assessment activities related to the project.
    • Guide the WASH sector in the design and development of information, education and communication materials.
    • Promote Effective supervision and collaboration among staff and communities
    • Work with WASH team to promote co-operation and coordination as well as promoting effective supervision.
    • Guiding the refugee staffs in planning and execution of facilitation activities.
    • Perform office and staff administration work including organizing and holding regular staff
      meetings and briefings with the supervisees.
    • Promote continuous involvement of the refugee community in sector work and assistcommunity in addressing WASH-related issues emerging from the blocks
    • Serve as liaison person during joint interventions between the community CARE, UNHCR, GOK and other NGOs.
    • Capacity Building and Reporting
      • Carry out training needs assessment for the WASH committees facilitators/hygiene promoters/WASH committees and utilize the findings to develop training manuals/packages
      • Identify own training needs and share with supervisor for necessary support where possible.
      • Prepare weekly, monthly and quarterly activity reports and submit to the supervisor.

    QUALIFICATIONS, EXPERIENCE AND COMPETENCIES

    • Education: Bachelor’s degree in social sciences 3 years of working experience. Diploma holders in any development discipline with 5 years of relevant work
      experience will be considered
    • Certificate: Certificate in Project Cycle Management

    Master Plumber

    Job Details:

    CARE International in Kenya is looking for well-organized and highly motivated Kenyan Nationals who are result-oriented to fill the position of Master Plumber at Dadaab Refugee Camp.

    JOB SUMMARY & PURPOSE:

    Reporting to the Water Officer, the Master Plumber will be responsible for quality installation of water reticulation systems, repair of bursts, ensuring that all water appurtenances are fixed correctly and in a professional manner and will train and mentor repair team members.

    TASKS AND RESPONSIBILITIES

    • Installation of water pipes and fittings
    • Guide a team of refugees plumbers in repair and installation of water reticulation system when a need arises and fixing associated fittings.
    • In collaboration with other team members, give technical extension information to the tap stand monitors on areas of facilities proper/prudent management for sustainability.
    • Lead the repair team in pressure regulation for equitable potable water distribution in the reticulation system, in line with the set water regime and SPHERE / UNHCR standards.
    • Work in collaboration with Water Officer in ensuring efficient and yet uninterrupted watersupply during supply hours, should there be any repair work it should be attended in the shortest time possible.
    • Reporting
      • Prepare a record of daily activities performed in the field and submit weekly reports to the supervisor.
      • Provide a record of all repairs and bursts attended during the week for documentation.
    • Supervision
      • Inspect and certify any pipe repair work done by refugees’ plumbers before back-filling the soil to ensure quality workmanship is maintained.
      • Approve trench excavation done by contractors to ensure correct depth and width is achieved before pipe installation commences.
      • Supervise the repair team member and ensure appropriate work allocation for each work day.
    • Collaboration and Networking
      • Work together with WASH committees, community leadership in the field in identification of problematic areas, water reticulation systems with a view of providing a sustainable solution.
      • Collaborate with other agencies’ staff in the field e.g. LWF, UNHCR etc during inter agency meetings and field discussions.

    QUALIFICATIONS, EXPERIENCE AND COMPETENCIES

    • Education: Craft Certificate or Government Grade Test I in Plumbing from a recognized and accredited post-secondary technical institution.
    • Experience: 4 years proven experience installing GI, ferrous and uPVC water pipes preferably in
    • Community-based water project with evidence of successful implementation of similar
      projects.

    Competencies

    • Good communication skills; able to read and write in English and Swahili. Ability to communicate in Somali is an added advantage.
    • Ability to work in a multi-cultural setting.
    • Ability to work without supervision.
    • Basic computer skills
