    Short-Term Technical Assistance - Planning Officer

     

    As a follow up to these activities, HP+ organized training/mentorship sessions in the months of November and December 2017, for the 26 counties done in four clusters with the focus of institutionalizing PBB at the county level. The trainings were conducted in partnership with other stakeholders. The training provided mentorship to further strengthen PBB training capacity as well as harmonize PBB with county annual work plans (AWP). HP+ therefore intends to engage a consultant to support and facilitate PBB trainings at the county level and cascade the PBB training to sub-county level. In doing so HP+ intends to ensure the PBB are aligned to PFMA, 2012 (and the guidelines), CDIP and Vision 2030.     • Participates and guides the County Department of Health (CDoH) in preparation of annual plans and program based budget as required under the Public Financial Management Act
    • Participates and assists in carrying out policy research into a variety of topics as part of the work on preparation of annual planning documents and PBB budget for the departments of health 3
    • Assists and participates in identification, prioritization, and evaluation of health projects/programmes and in monitoring their implementation
    • Assists and participates in collection, compilation and analyses of health planning data to inform strategic health planning and budgeting
    • Advocacy work with key health policy decision makers 6 Build counties capacity on Program Based Budgeting

    Requirement

    • Master's degree in economics, statistics or health related sciences
    • Significant experience in government budgeting, health finance and health economics in the context of Kenya and/or East Africa
    • Experience in advocating one-on-one with key decision makers, and to coach/mentor Health Finance colleagues in targeted advocacy techniques.

    Short-Term Technical Assistance - Resource Tracking Specialist

    Job Description

    USAID funded HP+ will support preparation of Public Expenditure Reviews (PERs) for six deep dive counties to inform resource allocation at county level and next iteration of County Integrated Development Plans. HP+ will collaborate with WHO and World Bank to support MoH to conduct the Public Expenditure Tracking Survey Plus (PETS+), 2018 whose focus would be to link resources and results- Public Expenditure Tracking Survey (PETS) and Service Delivery Indicators (SDI) which will include selected HIV/AIDS service delivery indicators. In particular, the PETS will track availability of key inputs (ARVs, test kits, testing equipment's) for the HIV care and treatment. The desire to focus on results is particularly timely given that service delivery performance is critical to ensuring the public spending is translated into improved outcomes. The PETS+ will also assess the shift in linkage between resources and outcome in a devolved arrangement and will inform counties in the development of the next round of County Integrated Development. In addition, HP+ will support the counties in preparation of the CHAs and County budget analysis to inform resource allocations.     Short-Term Technical Assistance - Health Economist

    Job Description

    Health Policy Plus (HP+) is a USAID-funded five-year $185 million project awarded to Palladium (formerly Futures Group) on August 28, 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in HIV, family planning and reproductive health (FP/RH), and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners' capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities.

    Over the last decade, the Kenya government, through the MOH, has engaged stakeholders in the development of a Kenya healthcare financing strategy (KHFS). The intent of the KHFS is to provide a framework that will guide how the country will mobilize and manage resources for health services to help realize the constitutional right to health for all Kenyans. In addition, the KHFS will identify the health financing reforms needed to move Kenya towards Universal Health Coverage (UHC) and to reduce impoverishment of the most vulnerable citizens due to out-of-pocket healthcare expenses. UHC will guarantee Kenyans access to an agreed package of health care services that includes reproductive health and HIV and AIDS services among others. The USAID funded HP+, in collaboration with KfW, will support MoH to cost the Kenya essential package for health (KEPH), which will guide MoH and NHIF in defining an essential package for scaling up given available resources. Short-term Technical experts for forthcoming assignment in support of Kenya move towards universal health coverage.

    Job Description

    • Estimate the cost of providing HIV care and treatment using the WHO guidelines
    • Support costing of Kenya Essential package for Health using OneHealth plus other costing methodologies
    • Systematically asses the health system challenges using the WHO HSA framework
    • Conduct the cost effectiveness of health interventions proposed in the HIV and health sector plans
    • Support MoH in finalization of the Health care financing strategy
    • Support in providing evidence to inform the debate on universal health coverage

    Requirements

    • Advanced degree (MA, MSc, PhD) in economics or health economics or statistics with academic specialization in health financing or commensurate work experience in health finance.
    • Knowledge in HIV/AIDS programming and costing
    • Knowledge of relevant literature related to health financing including universal health coverage.
    • Experience in writing reports in the field of health care financing.
    • Sound knowledge of methodologies used in health finance research, cost-effectiveness analysis, quantitative analysis, and statistical/econometric analysis
