    Regional Auditor

    Job Description

    PATH seeks to recruit a Regional Auditor to monitor compliance with organizational policies and donor regulations across field operations in Africa and Asia regions, report findings and make recommendations to senior management, prepare an annual audit plan and carry out appraisals of the effectiveness of policies and procedures by which organizational financial resources are managed. Review the effectiveness and efficiency of operations, reliability of financial reporting, and compliance with applicable local laws in multiple countries.

    The Regional Auditor will be based in Nairobi.

    Duties and responsibilities:

    • Perform Audits: Perform audits of projects, partners and PATH country offices from planning through to report issuance. Issue pre-audit announcement letters, gather pre-audit documentation, perform audit-specific risk assessment, develop audit program, conduct audit tests, develop draft reports reflecting results of testing, engage management in discussion of findings and obtain management action plan, and finalize report for review.
    • Provide constructive suggestions relative to enhancing current procedures on the existing PATH policies and procedures to accommodate situations in the various field offices.
    • Conduct Investigations: As requested by, and under the direction of the International Audit Director and CFO, perform investigations of allegations of fraud, waste, or abuse in PATH projects and offices.
    • Promote and encourage a learning environment for field-based staff in a manner consistent with PATH’s values and leadership principles.
    • Compliance: Support compliance reviews with respect to donor rules and regulations, both internal and with project partners. Review compliance with applicable local laws in an effort to safeguard assets of PATH. Review application of PATH policies and procedures across field operations.
    • Operational Reviews: Review the effectiveness and efficiency of operations. Review application of and adherence to PATH policies and procedures across field operations.
    • Client Service: Promote Internal Audit as a value add to the organization and deliver audit services that consistently improve the control environment and achieve operational excellence.
    • Provide business insight and communicate all audit related issues to the International Audit Director and CFO and if appropriate, the Audit Committee.
    • Conduct pre award/ capacity assessment of sub grantees and partners.
    • Orient new PATH staff and partners on the PATH internal audit department and the expectations of all staff as regards audit and compliance.
    • Share insights with PATH’s external auditors and assist in answering some of their audit queries.
    • Sensitize staff in every field office on the existence and importance of the PATH’s compliance hotline.
    • On Job training of the Audit Associates. Assign and review of work performed by the Audit Associates
    • Perform other audit duties as required.

    Required Experience

    • 5-7 years of relevant experience in an organization of similar size or larger. Significant experience working in or auditing a large international NGO environment in multiple countries is preferred.
    • Ability to travel broadly within Africa and Asia to various PATH offices. Travel could be up to 40% on an annual basis to other project locations.
    • Self-motivated and able to work with minimal supervision.
    • Strong communication skills both speaking and writing. Ability to communicate positively and effectively in English in a variety of international and cultural settings.
    • Strong organizational skills with the ability to gather, synthesize and analyze large amounts of data and information in an efficient, organized manner.
    • Knowledge of French is an added advantage.
    • Bachelor's degree in Business Administration, Commerce, Accounting, or Finance. Professional certifications such as Certified Public Accountant (CPA), Chartered Accountant (CA), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE) or other relevant professional certifications are strongly preferred.
    • Strong comprehension and working knowledge of GAAP, not-for profit organizations accounting and internal controls.
    • Proficient in the use of Microsoft Office Suite (Word, Excel, Access, PowerPoint) and other standard computer-based tools. Experience with Unit 4 Business World, MS Solomon Dynamics and QuickBooks accounting software a plus. Experience with Visio or other flowcharting software is preferable.
    • Proficient with respect to trends in Internal Auditing within Not-for-Profit sector
    • Strong overall business acumen with the ability to align governance, risk, and control needs and requirements with the realities of the work environment.
    • Experience in accounting and administration for donor-sponsored projects. This would include financial management and accounting in a fund accounting environment, donor budgets, financial donor reporting, sub-recipients monitoring and basic financial analysis.
    • Experience with a diverse set of donors including US Government agencies, private foundations, multilateral agencies, foreign ministries of health, etc.
    • Working understanding of US government contracts and cooperative agreements from federal agencies such as USAID. General knowledge of US Government contracting and assistance regulations and policies, including experience in federal compliance rules, regulations and standards associated with federal funds. (This would include knowledge of A-110, A-122, A-133, 2CFR226, 2CFR200 regulations, FAR, AIDAR)
    • You must currently have legal authorization to work in Kenya.

    Program Assistant

    Job Description

    We seek to recruit a Program Assistant to support in collecting and analyzing mentorship data in Rarieda, Alego Usonga and Gem sub counties of Siaya implementing the ECD project as well as support the implementation of any other activities related to Scaling up Early Childhood Development Project in Kenya (S-ECD), Support and manage play box activities in selected Health Facilities in Siaya, Support making of toys/learning materials for the CHV and clinical trainings, Prepare MPESA outputs to facilitate participants and vendors payments.

    Specific duties and responsibilities:

    • Providing meeting planning and logistics support. Activities may include scheduling internal and external meetings, workshops, and other events as necessary, as well as coordinating event-related logistics, maintaining database of project contacts, and drafting meeting notes and coordinating review, distribution, and filing.
    • Drafting project reports and communications materials. In consultation with relevant staff, plan and coordinate the production and distribution of monthly activity reports and other communications materials as requested. Additional responsibilities will include liaising with Washington, DC based ECD staff on PATH branding standards and coordinating review processes for publications developed by the ECD Kenya team.
    • Maintaining the electronic and paper filing systems to ensure information is readily and easily accessible. This will include regular updates of assigned email distribution lists.
    • Coordination with full ECD Department staff to ensure smooth coordination of administrative tasks between the Washington, DC and other country offices as assigned.
    • Participate in ECD meetings in the implementing sub counties of Siaya
    • Support documentation of field activities through reports and photography.
    • Support planning and budgeting activities for ECD projects.
    • Participate in the close out activities.
    • Support/conduct trainings in collaboration with technical officers.
    • Providing general administrative support to maintain coordinated and organized team logistics. This may include working closely with the ECD program team and the project administrator to initiate the procurement process for project activities, the maintenance of a shared team calendar for ECD staff in Kenya, helping program staff accurately communicate their travel and leave dates, assisting ECD staff with travel planning arrangements and post-travel reimbursements, including cheque requests, meal conference forms, etc.

    Required Experience

    • Bachelor’s degree or Diploma in Food Nutrition and Dietetics, Project Management or other relevant field.
    • Demonstrated prior experience in collecting and analyzing data.
    • Demonstrated ability and experience in mentoring health care workers.
    • Demonstrated ability and experience in mentoring Community Health Volunteers.
    • Demonstrated experience in documenting activities through reports and photos.
    • Demonstrated prior experience in working with communities.
    • Demonstrated ability in making toys for children below 3 years.
    • Demonstrated ability for workshops/trainings preparation.
    • Must currently have legal authorization to work in Kenya.
