    Deputy Director Supply Chain Management Services

    Job Ref: KCPSB/DDSC/Q/02/19/06/18

    Terms of Service: Contract

    Duties and Responsibilities

    • Assisting the Director, Supply Chain Management Services in the day to day duties, innovation and design of Supply Chain Management operations and procedures;
    • Providing administrative guidelines on the implementation and interpretation of Public Procurement and Disposal Act 2015 and the relevant regulations;
    • Developing a regulatory framework and standards; updating existing rules and regulations in line with the changing environment such as laws, executive orders and related statutes;
    • Provision of appropriate guidance on the Supply Chain Management policy matters to Ministries/Departments and Institutions;
    • Introduction of systems that will facilitate effective and efficient management of the Supply Chain Management Function, including proper documentation of procurement proceedings and safe custody of the all procurement records in accordance with set laws and related statutes;
    • Advising County Officers on Supply Chain Management matters, ensuring high professional procurement and asset disposal principles are adhered to;
    • Assisting in procurement planning and budget preparation as per existing laws, regulations and county policies;
    • Coordinate the administration of Scheme of Service for Supply Chain Management Personnel and capacity building;
    • Coordinate monitoring and evaluation of supply chain function, analyzing supply chain management structures and systems; determine and propose methods of compliance.

    Requirements for Appointment:

    • Served in the grade of Deputy/Assistant Director, Supply Chain Management Services for a minimum period of five (5) years in a comparable and relevant position in the Public Service or relevant working experience of not less than Ten (10) years in a comparable relevant position in the Private Sector,
    • Bachelor’s degree in Purchasing and Supplies Management from a recognized university or any Business degree with a Post Graduate diploma in Purchasing and Supplies Management;
    • Master’s Degree in any of the following:- Procurement and Supply Management, Business Administration, Commerce, Logistics and Supply Chain Management or any other relevant field from a recognized Institution will be an added advantage
    • Demonstrated professional competence, administrative capabilities and initiative in the general organization and management of the Supply Chain Management function and possess through understanding of Supply Chain Management issues and emerging Supply Chain Management trends and techniques;
    • MUST be registered with Kenya Institute of Supplies Management (KISM);
    • MUST satisfy the requirements of Chapter Six of the Constitution.

    • High degree of professional and public administrative competence in work performance and results;
    • Personal integrity, a strong commitment to openness, honesty and demonstrating tolerance and capacity to inspire trust in others;
    • Personal responsibility and willingness to accept responsibility for own actions and outcomes; and
    • A thorough understanding of national goals/pillars, policies and programs and ability to translate them to supply chain management.

    Duties and Responsibilities

    The Officer will be responsible for the following:

    • Implementing road sector policies for efficient roads infrastructure services under the county jurisdiction
    • Preparing, monitoring and evaluating projects and strategic plans
    • Carrying out traffic planning and managing traffic data
    • Preparing roads investment programs in the county
    • Supervising roads consultancy services
    • Collecting and collating economic, environmental and social data for road investment programs and strategies
    • Designing roads projects
    • Preparing tender documents for road projects
    • Participating in preparing procurement plans and budget for road development projects
    • Ensuring road construction projects are executed in accordance with standards and specifications

    Requirements for Appointment:

    • Be a Kenyan citizen;
    • Be a holder of a Degree in Civil Engineering, or its equivalent from a recognized University
    • Served in the grade of Principal Superintendent Engineer or comparable and relevant position in the Civil Engineering sector or its equivalent from a recognized institution;
    • Have an Experience of not less than five (5) years in a senior position in the relevant field;
    • Be registered with the Engineers Registration Board of Kenya(ERB);
    • A current valid Practicing license from the Engineers Registration Board of Kenya;
    • Proficiency in relevant computer applications.

    Duties and Responsibilities

    • Answerable to the board and implement the decisions and functions of the board as per Urban Areas and Cities Act,2011 Section 20 and 21
    • In charge of administration and accounting, take responsibility for overall performance. Manage utilization of staff, capacity building and maintain staff discipline
    • Manage Administration in accordance to the Urban and Cities Areas Act, 2011 and applicable legislations.
    • Formulation and implementation of policies, strategies, plans and programmes
    • Develop, implement an integrated Development Plan and monitor its progress
    • Administer and implement by-laws and applicable legislations
    • Ensure that an economically viable, effective, efficient and accountable administration is established and developed
    • Account for the Municipality’s income and expenditure, assets
    • Guides and oversees the budget preparation and implementation process of the Municipality
    • Ensure the achievement of the Municipal mandate and common purpose through recognition and mobilization of support within the political and administrative leadership interlinks
    • Ensure Municipal services are delivered in a sustainable and balanced way
    • Build alliance for service delivery whilst working efficiently and co-operatively with key and critical municipal stakeholders
    • Facilitate good governance and compliance through performance monitoring and evaluation
    • Promote a culture of performance and accountability by setting and maintaining performance standards
    • Conflict resolution
    • Perform such other functions assigned by the board

    Requirements for Appointment:

    • A bachelor’s degree in Urban Management, Urban/Physical Planning, Economic planning, Public Administration or any related field from an institution recognized in Kenya
    • Demonstrate a thorough understanding of socio-economic dynamics in Kirinyaga County
    • Have knowledge, experience and distinguished career of not less than five (5) years at a senior management level
    • Be a strategic thinker and result oriented Wide knowledge in Urban Development Policies and Financial Management
    • Registration with a relevant professional body is an added advantage.
    • Good knowledge and interpretation of key and related Urban Areas and Cities Legislations and Policies, Knowledge of Municipal Operations and Delegation of Powers
