    Director, Crops Resource Management

    Job Duties and responsibilities

    Reporting to the Chief Officer, Department of Agriculture, Livestock and Fisheries, the Officer will be responsible of the following:

    • Implementation of the Strategic Plan and objectives of the Directorate;
    • Handling technical, administrative, human resource, budgetary and assets management issues;
    • Team building and setting performance targets and standards in consultation with the Chief Officer;
    • Addressing stakeholders concerns and instituting operational accountability;
    • Incorporating new initiatives into the Directorate’s schemes of work.
    • Modernizing and ensuring services are responsive to customer needs;
    • Ensuring staff capacity building;
    • Maximizing sustainable development activities in the County;
    • Enhance synergies between the County Government and its Agencies and promote gainful cooperation between the sector and stakeholders; and
    • Any other duties as may be assigned by the Chief Officer.

    Requirements

    The candidate must:

    • Be a Kenyan Citizen.
    • Be a holder of a Bachelor’s Degree in any of the following fields: Food Science, Agriculture, Horticulture, Agriculture Economics, Agribusiness or Agriculture Extension and Education from an institution recognized in Kenya
    • Be a holder of a Master’s Degree in any of the following fields: Food Science,
    • Home Economics, Agriculture, Horticulture, Agriculture Economics, Agribusiness or Agriculture Extension and Education, Project Planning and Management from an institution recognized in Kenya
    • Have demonstrated knowledge in relevant legislations and policies
    • Have demonstrated professional competence and managerial capability as reflected in work performance and results
    • Have served in a senior management position for a period not less than five (5) years.
    • Have a certificate in Strategic Leadership Development Program or its equivalent from an institution recognized in Kenya.

    Director, Health Services

    Job Duties and responsibilities

    Reporting to the Chief Officer, Department of Health Services the Officer will be responsible of the following:

    • Be the technical advisor on all matters relating to health within the county government;
    • Be the technical advisor to the County Executive Committee Member for the Department of Health and the Governor;
    • Supervise all health services within the county to ensure that their delivery meets the required standards;
    • Promote public health and the prevention, limitation and suppression of infections, communicable or preventable diseases within the county;
    • Establishing monitoring and evaluation systems for the Department;
    • Coordinating health services and projects within the county;
    • Representing the county government in various health technical forums at county and National level;
    • Prepare and publish reports and statistical or other information relating to health within the county; and

    Requirements

    • Be a Kenyan Citizen.
    • Be a holder of a Bachelor’s Degree in any of the following fields: Public Health, Medicine, Pharmacy or any other relevant discipline from an institution recognized in Kenya
    • Be a holder of a Master’s Degree in any of the following fields: Public Health, Medicine, Pharmacy, Health Systems Management, Business Management/Administration or any other relevant discipline from an institution recognized in Kenya

    Fire-Engine Drivers

    Job Group ‘F’

    Responsibilities

    Reporting to the Chief Officer, the Officer will be responsible for the following duties:

    • Responding to fire and emergency calls in order to prevent and/or minimize loss of life, property or injury.
    • Safely and efficiently driving the fire engine to the scene of fire in response to an emergency.
    • Operating the fire engine pumps and other fire/rescue apparatus safely and efficiently.
    • Making routine daily checks and inspection of the fire engine to ensure it is in sound mechanical condition.
    • Ensuring general routine maintenance of the fire engine and equipment in line with the manufacturer’s specifications.
    • Perform all functions of a fire fighter.
    • Any other duties that may be assigned by the immediate supervisor

    Job Requirements

    The candidate must:

    • Be a Kenyan citizen
    • Be a holder of a Kenya Certificate of Secondary Education / O-level education; ( minimum grade D-)
    • Possess a valid motor vehicle driving license class BCE;
    • Have minimum one (1) year proven experience in fire engine driving and operating of firefighting equipment for the fire-engine drivers;
    • Have proven experience in managing disasters;
    • Be physically and medically fit as certified by a Government Doctor;
    • Have knowledge of the Traffic Act and other related regulations;
    • Be a holder of a firefighting/rescue service certificate or relevant Certificate from an institution recognized in Kenya;
    • Possess a First Aid Certificate lasting not less than one week from St. John’s Ambulance or Kenya Institute of Highways and Building Technology (KIHBT) or any other recognized Institution
    • Certificate of vehicle mechanics / maintenance and repair will be an added advantage;
    • Former members of the disciplined forces and the NYS who have undergone firefighting training or ex-fire fighters will have an added advantage

    Job Group ‘F’

    Job Responsibilities

    Reporting to the Chief Fire Officer, the Officer will be responsible for the following duties:

    • Operating firefighting appliances and communication equipment.
    • Performing specialized functions in preparing and responding to fire and emergency calls in order to prevent and/or minimize loss of life, property or injury as a result of fire.
    • Responding to emergency calls with utmost speed and efficiency;
    • Safeguarding their own and other people’s personal safety at all times;
    • Assisting in rescue operations;
    • Inspection and maintenance of appliances and equipment and ensuring they are in good repair in accordance with county firefighting policies and procedures
    • Any other duties that may be assigned by the immediate supervisor.

    Requirements

    The candidate must:

    • Be a Kenyan citizen
    • Be a holder of a Kenya Certificate of Secondary Education / O-level education; ( minimum grade D-)
    • Have Fireman III Certificate from a recognized fire services training school / institution;
    • Have a First Aid Certificate lasting not less than one week from St. Johns Ambulance or Kenya Institute of Highways and Building Technology (KIHBT) or any other recognized Institution;
    • Have minimum one (1) year proven experience in in fire-fighting and operation of fire-fighting equipment;

    Municipal Manager

    Job Group ‘Q’

    Job Responsibilities

    Reporting to the Municipal Board, the Municipal Manager will be responsible for the functions provided in the Urban Areas and Cities Act 2015 which include but are not limited to:

    • Developing policies, plans, strategies and programs for approval by the Board in consultation with the County Executive Committee
    • Formulation and implementation of Integrated Development Plans as guided by the Municipal Board County Executive Committee
    • Development and management of schemes, including site developments in collaboration with relevant national and county agencies
    • Implementation of national and county legislation
    • Implementation of Board policies on control of land use, land subdivision, land development and zoning by the public and private sector.
    • Promoting infrastructural development and service delivery within the municipality
    • Management and administration in accordance with the Urban Areas and Cities Act and all other relevant laws
    • Implementation and monitoring of performance management systems: and
    • Implementation of any other Municipal Board decision.
    • Any other duties as may be assigned by the Municipal Board

    Requirements

    The candidate must:

    • Be a Kenyan citizen.
    • Hold a Bachelor’s Degree in Urban Management, Public Administration, Business Management or any other relevant Degree from a university recognized in Kenya
    • Possession of a relevant Master’s Degree would be an added advantage
    • Have proven experience in a senior position in administration or management in the public or private sector for a term not less than five(5) years.
    • Satisfy the requirements of Chapter six (6) of the Constitution on Leadership and integrity
    • Officers serving in the public sector within the county will have an added advantage
