    The Resettlement Support Center (CWS RSC Africa) operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration. CWS RSC Africa is responsible for the preparation of refugee case files for adjudication by US Citizenship and Immigration Services (USCIS) officers, as well as the out-processing and cultural orientation of all approved cases. CWS RSC Africa is administered by the Church World Service Immigration Refugee Program (CWS/IRP) and is based in Nairobi, Kenya, with a sub-office in Pretoria, South Africa.

    Primary Purpose

    This position manages all Family Reunification processing activities for RSC Africa. The position is responsible for managing the chain of custody for DNA samples, including DNA counseling, sample collection, and shipping, as well as developing and implementing SOPs for AOR Screening, DNA Collection, and Visa 93 processing, to adhere to guidelines provided by PRM.

    Supervision

    This position reports to the Processing Support Manager.

    Essential Duties

    • Ensures all AOR Screening and DNA Counseling, DNA sample collection, and Visa 93 processing procedures adhere to USRAP, USCIS, RPC, and RSC standards and guidelines, including coordinating with RSC Management to ensure the integrity of P3 and Visa case processing and strict adherence to the DOS/BPRM guidelines and RSC’s DNA Standard Operating Procedures.
    • Oversees RSC’s strict compliance to international standards of DNA receipt, storage, sample collection, treatment and confidentiality of DNA testing results, and chain of custody procedures, including verification of identities and completion of all required forms.
    • Develops, updates and implements Standard Operating Procedures for AOR Screening and DNA sample collection and Visa 93 processing, based on guidance from DOS/BPRM and USCIS and in coordination with RSC Management.
    • Coordinates with Field Team managers and supervisors to schedule P3 and Visa case processing in conjunction with RSC and CIS circuit rides throughout sub-Saharan Africa. Works closely with RSC Operations management to ensure that scheduling priorities are in line with PRM and USCIS guidelines.
    • Travels to locations throughout Sub-Saharan Africa to conduct DNA sample collection activities and DNA counseling with refugee applicants in a non-confrontational, objective and dignified manner.
    • Liaises with implementing partners, including AABB Accredited labs in the US, IOM, UNHCR, Resettlement Agencies and courier companies such as FedEx and DHL in regards to P3 and Visa processing procedures and requirements.
    • Works closely with the Data Integrity Unit to develop and ensure the timely distribution of all statistical reports related to P3 and Visa case processing; ensures V93 & P3 processing procedures meet RSC quality standards and adhere to USRAP processing guidelines.
    • Consults with RSC Program management to ensure exceptional case scenarios are processed in accordance with established policies and procedures.
    • Designs and implements training modules to ensure RSC Program staff (Nairobi, Kasulu, and Pretoria) are fully aware of how P3 and Visa processing procedures will work in conjunction with RSC interviews.
    • Ensures DNA kit handling SOPs are supported and in compliance with RSC Africa security policy.
    • Completes other duties as necessary to ensure the smooth functioning of Family Reunification procedures for RSC Africa.

    Qualifications

    US Passport required.

    Education:

    • Bachelor’s Degree or four (4) years of paid work experience in lieu of a Bachelor’s Degree is required.
    • Master’s degree preferred.

    Experience:

    • Five (5) year of paid work experience is required.
    • Three (3) months of related experience in casework or resettlement experience is required.
    • Previous knowledge of Family Reunification case in the USRAP is preferred.
    • Overseas experience in a developing country is preferred.
    • Second language an advantage; Somali, French, Amharic, Kinyarwanda, Kiswahili or Arabic preferred.

    Knowledge/Skills:

    • Through knowledge of the US Refugee Admissions Program and WRAPS database.
    • Knowledge of DNA counselling and/or chain of custody principles.

    Working Conditions

    Physical: This position requires bending, squatting, crawling, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.

    Environmental: Incumbents in this position will be exposed to excessive noise, moving machinery, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, non-ventilated spaces and working in confined quarters.

    Special Requirements

    Background check is required before the start of employment. A valid U.S. passport and the ability to maintain a valid U.S. passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility. Must be legally eligible to work and obtain a work permit in Kenya. Must have proof of Yellow Fever vaccination before traveling for RSC Africa.     Primary Purpose

    This position is responsible for overseeing all United States Refugee Admissions Program (USRAP) Field Processing activity at RSC Africa. This includes managing workflow within the Pre-screening and Adjudications teams and collaborating with other program departments. This position ensures that RSC Africa processing priorities and targets are met and that standard operating procedures are strictly followed.

    Supervision

    This position supervises Senior Caseworkers and Caseworkers.

    This position reports to a Field Processing Manager.

    Essential Duties

    Compliance

    • Ensures all refugee case processing functions within the Field Processing Department strictly adhere to the DOS/BPRM, USCIS, RPC, CWS and RSC Africa policies, guidelines and procedures.
    • Ensures development, implementation, dissemination and monitoring of standard operating procedures (SOPs) for processing of refugees eligible for the US Refugee Admissions Program in sub-Saharan Africa and specifically ensures their designated SOP is up to date and adhered to.
    • Demonstrates ability to conduct field processing activities including pre-screening, AOR screening, visa interviews and adjudications functions.
    • Conducts job function observations of field processing staff to ensure compliance is met and identify any areas of improvement or training needs.
    • Identifies and assists with regular process reviews to compare requirements vs. current processing and outputs.
    • Travels to field locations to monitor processing, conduct performance evaluations and meet with partners and vendors.
    • Facilitates DNA testing for P3 applicants as needed.

    Data Management and Analysis

    • Ensures RSC circuit rides are planned, revised and updated as needed until confirmed, and staff are prepared while ensuring all functions are completed in the most operationally responsible manner.
    • Closely monitor the movement of cases through the Pre-USCIS pipeline, ensuring cases are being processed and presented according to USRAP priorities.
    • Acts as the point person for staff inquiries relating to processing a case.
    • Develops reports and quality control checks that ensure accuracy and efficiency as well as their use.
    • Establishes effective communication systems regarding data and ensures reports are accurate and efficient.
    • Assists with annual plan and strategic planning goals as communicated by the Field Processing Coordinator.

    Representation

    • Develops and maintains effective relationships with RSC implementing partners, including PRM, USCIS, IOM, UNHCR, RPC and domestic Resettlement Agencies.
    • Leads circuit rides and ensures all logistics are effective and are meeting the goals of the planned circuit ride.
    • Ensures partner communication from the department is professional, timely and proactive.
    • Represents organizational policies and culture to staff.
    • Ensures the workforce is professional when representing CWS/RSC Africa to refugees, partners, the funder and colleagues.

    Performance Management

    • Provides direct supervision and leadership to Field Processing staff, including yearly performance evaluations, developing job descriptions, participating in hiring and coordinating leave.
    • Develops and implement training modules for Field Processing staff, in coordination with the Training unit, and ensure that staff receive cross training on different aspects of refugee processing, and that they are monitored and evaluated.
    • Trains Senior Caseworks and Caseworkers on their essential job duites.
    • Ensures that QCs are being conducted and feedback is being provided to staff and/or other departments.
    • Ensures coaching, mentoring, feedback and corrective action plans are being carried out where needed.
    • Ensures establishment of performance expectations and communication, on-boarding and training.
    • Develops performance management systems that support consistency in work outputs.
    • Evaluates and assesses training needs of Field Processing and takes the lead in organizing and providing trainings on a regular basis.
    • Monitors staff time and attendance.

    Primary Purpose

    This position is responsible for leading projects for the Programs Division of RSC Africa. This includes participating in Senior Programs Team meetings and discussions as needed and collaborating with Programs Management on cross-cutting initiatives, in support of RSC Africa processing priorities and targets. The position is a member of the RSC Africa Leadership Team.

    Supervision

    This position reports to the RSC Africa Deputy Director and works closely with Programs Supervisors, Managers and Coordinators.

    Essential Duties

    • Assist Programs Management to design and roll-out cross-cutting policy and procedure updates, as needed.
    • Review departmental SOPs at least once annually to assist Programs Management to synchronize and standardize policies and procedures.
    • Leads cross-cutting process reviews affecting multiple Programs Departments.
    • Supports Programs Department strategic/annual plan processes, and communicates with all Programs Department stakeholders on progress toward planned benchmarks an achievements.
    • Reviews Programs external and internal reports at least once annually to assist Programs Management to implement reporting improvements.
    • Assists in the development of Programs Department budget.
    • Represents CWS/RSC Africa with USRAP partners, including PRM, USCIS, IOM, UNHCR, RPC and domestic Resettlement Agencies, as needed, on specific projects or topics.

    Qualifications

    Education:

    • Three (3) years of supervisory - managing staff, budgets, projects and/or leading teams is required

    Working Conditions

    Physical: This position requires bending, squatting, crawling, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.

    Environmental: Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.

    Special Requirements: Certificate of Good Conduct is required before the start of employment. A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility. Must have proof of Yellow Fever vaccination before traveling for RSC Africa. Employee will be entrusted with the receipt, custody and payment of money.
