    Manager, Human Resource Services

    Job Description

    Ref. NHIF/MHRS/10/2018

    Reporting to the Director Human Resources Management & Administration, the job holder will be responsible for overseeing and coordinating human resource management services within the Fund.

    Key Responsibilities

    • Support the development and implementation of human resources strategic and operations plans ensuring alignment with best practice;
    • Participate in review of HR policies and procedures and overseeing the enforcement of statutory regulations:
    • Work with line management to build a sustainable positive workforce environment and culture within the Fund; and
    • Develop and coordinate staff benefits and welfare programmes.

    Person Specifications

    • Be a holder of a Bachelors Degree in any of the following fields; Human Resources Management, Business, Social Sciences, Economics, Organisation Development or any other relevant field from a recognized university;
    • A Masters Degree in any of the above, or related fields from a university recognised in Kenya will be an added advantage;
    • Possess a Professional Qualification in Human Resource Management and be a member in good standing of Institute of Human Resources Management Kenya, with valid practicing certificate, as stipulated in the Human Resource Management professional Act 2012; and
    • Have knowledge and relevant experience of not less than eight (8) years in human resources with three (3) years at managerial level in a busy HR function.

    Reporting to the Head of ICT, the job holder will be responsible for reviewing, analyzing and upgrading IT systems to support business operations and processes.

    Head, Supply Chain Management

    Job Description

    Ref. NHIF/HSCM/10/2018

    Reporting to the CEO, the job holder will be responsible for overseeing implementation and delivery of procurement and assets disposal plans in line with Funds’ strategy and provide advise to the accounting officer on all Procurement and Assets Disposal matters.

    Key Responsibilities

    • Coordinate the development and implementation of procurement plans and budgets;
    • Coordinate the development of tender specifications and performance standards:
    • Co-ordinate disposal of obsolete machinery, equipment and other salvage goods;
    • Ensure effective procurement management for optimal and cost effective supply processes: and
    • Ensure compliance with the Public Procurement legal framework and policies.

    Person Specifications

    Corporation Secretary / Head Of Legal Services

    Job Description

    Ref. NHIF/CS-HLS/10/2018

    Reporting administratively to the CEO and functionally to the Board, the Corporation Secretary / Head of Legal Services will be responsible for ensuring the integrity of the governance framework, NHIF’s compliance with statutory and regulatory requirements, and implementing decisions made by the board of directors.

    Key Responsibilities

    • Lead, oversee and coordinate effective board secretarial services;
    • Act as custodian of Corporation Seal and legal documents;
    • Provide legal advice and ensure compliance with the applicable legal and regulatory requirements; and

    • Possess a Diploma ¡n Legal Practice from the Council of Legal Education ¡n Kenya;
    • Be a Certified Public Secretary CPS(K); and be a member in good standing of the Institute of Certified Public Secretaries of Kenya;
    • Is an Advocate of the High Court of Kenya, member of the LSK, and have a valid practicing certificate; and

    Reporting to the CEO, the job holder will provide strategic leadership in financial management, accounting and investments.

    Key Responsibilities

    • Develop and install effective financial management systems and procedures aimed at improving financial reporting and accounting;
    • Ensure timely preparation and management of corporate budget, submission of periodic reports, cash flow and debt management;
    • Undertake resource mobilization to ensure availability of sufficient funds to finance the business operations;

    Director, Operations and Quality Assurance

    Job Description

    Ref. NHIF/DOQA/10/2018

    Reporting to the CEO, the job holder will provide strategic leadership and champion international best practices in the operations, quality and competitiveness of NHIF health insurance schemes.

    Key Responsibilities

    • Enforcement of compliance with NHIF Act and related legislation on all operational activities;
    • Coordinate implementation of sustainable operational strategies related to member registration, revenue collections, benefits management, claims processing and quality assurance;
    • Develop and implement policies for enhancing increased accessibility and quality healthcare in facilities by NHIF members and declared defendants;
    • Coordinate accreditation and contracting of health providers in line with the set industry and professional standards; and
    • Oversee all operations to enhance and expand citizens’ participation in health insurance.

    Person Specifications

    • Be a holder of a Bachelors and a Masters Degree in any of the following fields; Economics, Business, Medicine, Social Science, Pharmacy, or any other relevant field from a recognized university;
    • Possess a Diploma/Professional Certification in Operations Management and/or Quality Management, or Insurance, or any other relevant field from a reputable institution; and
    • Have knowledge and relevant experience of not less than 15 years’ in operations and/or quality assurance, with at least five (5) years at senior management level preferably ¡n health, insurance or related sector.
