    Pricing Analyst

    The Commission is seeking to recruit a progressive individual who is a team player and results oriented to fill the following vacant position:

    Reporting to Principal Pricing Analyst the successful candidate will work under the supervision of a senior officer and will assist in implementation of an effective monitoring and evaluation system to facilitate in-depth analysis of instances of non-compliance, coordinating continuous financial reporting by regulated utilities as well as timely review of those financial returns and setting, review and adjustment of Grills and tariff structures in the energy sector.

    Responsibilities

    • Monitor and enforce sector utility regulatory performance targets, especially the financial health of the licensees;
    • Monitoring and evaluation of the status of competition in the energy sector;
    • Analyze statutory trading arrangements; including electric power purchase agreements, and network service ontracts;
    • Coordinate the setting, review, adjustment, and investigation on implementation of electricity tariffs and stracttres;
    • Enforce compliance with regulatory accounting regulations and tariff codes;
    • Analyze petroleum refining, storage and pipeline transportation contracti;
    • Compute the monthly retail price caps for regulated petroleum products;
    • Compute pass-through electricity costs including FCC, FERFA, Inflation adjustments, WARMA etc;
    • Undertake pass through costs audits on periodic basis;
    • Participating in designated Committees;
    • Supporting the preparation of the Sections Budgets; and
    • Supporting the development of Section’s Procurement Plans.

    Qualifications

    • Bachelor’s Degree in any of the following disciplines: Economics, Econometrics, an Applied Economics Discipline, Finarme or Business Studies, from a recognized university or equivalent qualification from a recognized institution;
    • Proficiency in Computer applications skills
    • Analytical thinker;
    • Interpersonal and communication skills; and
    • Team Player

    Other Requirements

    Shortlisted candidates will be required to satisfy the requirements of Chapter six of the Constitution of Kenya 2010 and provide:

    • Certificate of Good Conduct from the Directorate of Criminal Investigations;
    • Clearance Certificate from Higher Education Loans Board (-IELB);
    • Tax compliance Certificate from Kenya Revenue Authority (KRA);
    • Clearance from the Ethics and Anti-Corruption Commission (EACC); and
    • Report from an Approved Credit Reference Bureau (CRB).

    Terms of Employment

    Assistant Energy Planner

    Reporting to Principal Energy Planner, the successful candidate will work under the supervision of a senior officer and will assist in preparation of the Least Cost Power Development Plan (LCPDP) for electricity, the Petroleum Investment Plan and the Master Plan for Renewable Energy;

    Responsibilities

    • Monitoring and evaluation of Vision 2030 projects and preparing reports for the Vision 2030 Secretariat;
    • Review and analysis of statutory trading arrangements; including electric power purchase agreements, network service contracts and petroleum refining, storage and pipeline transportation contracts;
    • Preparation of the Indicative National Energy Flan pursuant to Section 5 of the Energy Act 2006;
    • Setting, reviewing, adjusting and investigating tariffs and tariff structures in the energy sector; and
    • Conducting capacity building in the area of energy- economics- environment analysis

    Qualifications

    • Bachelor’s Degree in any of the following disciplines Economics, Econometrics, an Applied Economics Discipline, Finance or Business Studies, from a recognized university or equivalent qualifications from a recognized institution.
    • Proficiency in Computer applications skills;
    • Analytical thinker;

    Electricity Officer

    Reporting to the Principal Electricity Officer (Consumer Installations) the successful candidate will assist in developing regulations and standards for consumer installations and Regulating the supply and use of electrical energy in coordination with other statutory bodies and agencies.

    Responsibilities

    • Undertaking research on, and develop regulations and s.ndards for consumer installations;
    • Developing and implementing procedures for licensing of electricians, registration of electrical contractors, and monitoring their performance against established standards;
    • Providing texlmical input in the review of retail electricity tariffs;
    • Undertaking electrical accident investigations and submit reports;
    • Conducting technical audits of power utilities and electrical installation sites and prepare reports;
    • Developing and maintaining records of all installations;
    • Participating in designated Committees; and
    • Preparing of Section work plans and budge.

    Qualifications

    • A Bachelor’s degree in any of the following Engineering fields; Mechanical, Electrical, Chemical or its equivalent qualification from a recognized institution;
    • Graduate Membership of the Engineers Board of Kenya (EBK) in good standing,
    • Proficiency in Computer applications skills;
    • Good analytical skills;
    • Good Communication and reporting skills; and
    • Team Player

    Assistant Accountant

    Reporting to Principal Accountant the successful candidate will work under the supervision of a senior officer and will assist in ensuring prudent management of financial resources and the reporting thereof within the existing legal and regulatory framework

    Responsibilities

    • Providing support for the budget preparation process and preparing budget monitoring reports
    • Preparation of cash flow projections for the institution
    • Tracking, analysis and reconciliation of ERC levies and other revenues
    • Developing procedures relating to the institution’s finances
    • Preparation of payment vouchers, imprests, claims and impress surrender documents
    • Preparation of payroll, statutory and other deductions and ensuring timely remittance.
    • Updating of fixed asset register, acquisition and disposal and posting of depreciation
    • Reviewing of the general ledger, and reconciliation of debtors and creditors balances
    • Reviewing and updating functionalities and new system requirements of the RMIS
    • Supporting the intemal and external audit function during audit process

    Qualifications

    • A Bachelor’s Degree in any of the following disciplines: Finance, AccounA Commerce (Finance Option), Business Administration, Business Management, Economics or its equivalent from a recognized institution;
    • Proficient in Computer Applications;
    • Planning skills;
    • Communication and reporting skills;
    • Interpersonal skills;
    • Attention to detail; and
    • Team player

    Responsibilities

    • Verifying information relating to recruitment and performance appraisal;

    • Updating human resource records in an accurate and timely manner;
    • Drafting correspondences;

    Qualifications

    • A Bachelor’s Degree in Human Resource Management or equivalent qualification from a recognized Institution;

    Or

    • A Bachelor’s degree in any other Social Science with a post graduate Diploma in Human Resource Management
    • Proficiency in computer applications; and
    • Good Planning skills; Communication and reporting skills; Interpersonal skills; Team player.
