    Regional Migrant Response Plan Coordinator

    Classification : Professional Staff, Grade P3

    Context:

    Under the overall supervision of the Regional Director and the direct supervision of the Senior Department of Emergencies - Regional Thematic Specialist, and in close coordination with all the Regional Thematic Specialists at the Regional Office for East and Horn of Africa in Nairobi, as well as the Chief of Missions of Ethiopia, Somalia, Djibouti and Yemen, the successful candidate will be responsible for the overall management of the plan, including regular planning, monitoring and evaluation, implementation, financial monitoring and coordination with IOM Country Offices and the partners of the Regional Migrant Response Plan (RMRP).

    Core Functions / Responsibilities:

    • RMRP Coordination
    • Convene on a regular basis (quarterly) the meetings of the Regional Migrant Response Plan Committee in Nairobi, to update partners about progress, coordinate efforts for advocacy and fund raising, ensure appropriate planning, budgeting and monitoring and evaluation for the plan. The Coordinator will be responsible for documenting and sharing the outcomes of each meeting, as well as to follow up on action points identified.
    • Develop and manage a Monitoring and Evaluation system for the Migrant Response Plan in coordination with partners.
    • Through the network of IOM country focal points, gather regularly (quarterly) relevant information to update baselines and progress of the Plan against the agreed M&E system, and disseminate information to partners. Proactively crosscheck information gathered with partners at regional level, for validation.
    • Develop a Financial Tracking system for the Regional Migrant Response Plan in coordination with partners, to keep track of funds received and inform fundraising efforts.
    • Quarterly gather relevant updates on funding gaps and funds received and disseminate information to partners.
    • Develop a system for knowledge management and best practices sharing, and proactively reach out and share with partners any relevant document or research that may be relevant to advance general knowledge of partners for the migrant trend addressed by the Plan.
    • Plan and conduct yearly planning exercises, including setting baselines, identifying targets, and budgets. This will include regional coordination meetings, as well as the coordination of country level planning meetings, together with IOM Country Offices.
    • Plan and conduct midterm review (every six months) of the RMRP in coordination with partners, to share progress, discuss trends to reach common analysis, and validate targets set at the beginning of the year. This will include regional coordination meetings, as well as the coordination of country level planning meetings, together with IOM Country Offices.
    • Provide guidance and coordination to IOM country focal points for the implementation of the Plan at country level, including project management, regular (monthly) collection of information to feed the M&E system, and partners coordination (yearly planning exercise, mid-term review, quarterly progress meetings).
    • Conduct field trips as needed to support the IOM country focal points in conducting coordination meetings, and/or in supporting and monitoring project implementation of projects funded against the RMRP.
    • Regularly update RO (RD and RTS) on the progress of the RMRP, during Regional
    • Meetings and ad hoc presentations as needed.
    • Support advocacy and fundraising efforts on behalf and in coordination with partners, including preparation of papers, participation to relevant meetings, coordination with IOM HQ and other ROs to ensure visibility of the Plan, participation to other relevant events as needed.
    • Project Coordination
    • Provide Project Management function for projects funded against the RMRP, with management at Regional Office level. This will include:
    • Budgeting: coordinate with missions and DRM Unit in RO, to prepare budget breakdowns per objectives and country. Coordinate budget updating as necessary during project cycle.
    • Implementation coordination: support implementation of activities at country level, through the network of IOM focal points, and highlight to COM any delay or challenge in implementation to swiftly identify solutions.
    • Financial monitoring and resource management: in coordination with DRM in RO and IOM focal points and RMOs at country level, monitor closely expenses and compliance with IOM rules and regulation for the use of project resources.
    • Reporting: prepare relevant reports as per donor requirements.
    • Donor liaison: coordinate with donors to share regular informal updates and engage them in the process of the RMRP, as well as to fundraise as appropriate, including through project development.
    • Monitoring: conduct field trips to support project implementation and conduct monitoring (prepare mission reports to be shared with COMs and RTS); coordinate regular M&E data collection to maintain regular tracking of progress of projects activity.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Social Sciences, International Cooperation or a related field from an accredited academic institution with five years of relevant professional experience; or
    • University degree in the above fields with seven years of relevant professional experience.

    Experience

    • Experience working in the region or continent with UN or NGOs;
    • Experience in participating in multi partner coordination frameworks, including Governments;
    • Previous work on migration issues is an asset.

    Languages

    Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.

    Core Functions / Responsibilities:

    • Support the Programme Support Unit Coordinator and contribute to project development, donor liaison, and coordination with Headquarters (HQs), Regional Office (RO) and other relevant stakeholders.
    • Draft and coordinate the preparation of concept notes and proposals for potential donors and funding opportunities such as the Somalia Humanitarian Fund (SHF), Central Emergency Respond Fund (CERF), European Commission, European Commission's Humanitarian Aid and Civil Protection department (ECHO), the African Development Bank (AfDB), and bilateral donors in IOM’s areas of interest.
    • Provide information for and facilitate the incorporation of cross-cutting themes (i.e. gender, protection, etc.) in project concept notes and proposals in line with the new Project Handbook.
    • Conduct research to strengthen proposals and concept notes.
    • Support the activation of projects, in close coordination with PMs and other pertinent IOM departments, and follow up on the administrative, financial and management requirements of project development and implementation.
    • In close coordination with the M&E officer, review and edit donor reports from programme units to support compliance with donor regulations and obligations, as well as the report finalization process with the Donor Report team at the Regional Office in Nairobi.
    • Provide and coordinate inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, government, partner agencies, and implementing partners, in close coordination with PSU Coordinator.
    • In close coordination with the M&E officer, ensure coherence and consistency of monitoring and evaluation tools with the proposal contents.
    • Identify potential and realistic funding opportunities by reviewing calls for proposals, and collecting donor information.
    • Coordinate with the Public Information Officer to produce visibility materials for publicity to appeal to donors for resource mobilization by recommending content and carrying out preliminary editing.
    • Support the review and editing of assessment and evaluation reports drafted by programme units.
    • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in International Relations, International Development, Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or
    • University degree in the above fields with four years of relevant professional experience.

    Experience

    • Experience in project development, technical writing and editing, preferably in the international development/humanitarian sector.
    • Work experience in donor relations and report writing for specific donors of IOM’s interest would be an advantage.
    • Strong technical writing skills in English.

    Languages

    Fluency in English is required. Working knowledge of Somali is an advantage.

    With frequent travel to Somalia and possible relocation to Mogadishu if and when the situation is conducive.
