    Senior Project Officer - HES

    Ref.2019/017

    Job Summary:

    As a key member of the MWENDO Project Cluster team, reporting to ESL Specialist, the SPO- HES will be responsible for efficient and effective roll-out of HES in all counties within the cluster. He/ She will implement, monitor and report age appropriate and gender -responsive project activities related to HES capacity strengthening by providing training, accompaniment, and technical support to field and LIPs staff in support of CRS’ work serving the poor and vulnerable. The SPO will work with the Private sector Advisor to link savings groups with financial education (FE) marketing training, Private sector financing, entrepreneurship and franchising opportunities. His/ her thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve. You will coordinate closely with other Mwendo Project Officers to contribute to a holistic, integrated, and comprehensive project implementation.

    Job Responsibilities:

    • Support the coordination, implementation, and monitoring of all HES project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, GOK requirements, and good practices.
    • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist local implementing partners (LIPs) in their efforts to reflect on project experiences.
    • Support accountability through coordinating project evaluation activities and assisting LIPs in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with LIPs to prepare reports per established reporting schedule.
    • Provide capacity strengthening to LIP staff through trainings, workshops, facilitated group interactions, as well as accompaniment through regular communication, and site visits to support the successful implementation and monitoring of HES project activities.
    • Collect information on technical assistance needs of LIPs. Provide technical support and monitor capacity building and technical support activities to ensure effective impact.
    • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices. Actively engage in dissemination and use of relevant knowledge in the field.
    • Represent CRS in meetings at county and cluster levels, working groups, and other events as requested, to support forging relations with the GOK, LIPs, other stakeholders, and the community.
    • Ensure accurate and timely reporting of all assigned project activities per donor and CRS standards and established schedules.

    Typical Background, Experience & Requirements:

    Education and Experience

    • Bachelor’s degree in Agriculture, Agricultural Economics, Natural Resource Management, Social Sciences or a related field. Master’s degree will be added advantage
    • At least 3 years of work experience for Master’s degree holders or 5 years of work experience for Bachelor’s degree holders in project support in the field of house hold economic strengthening programming in Kenya and for an NGO.

    Job Responsibilities:

    • Lead sustainability and investment case technical section, monitoring and reporting activities throughout relevant project cycles – project design, start-up, implementation and close-out - in line with CRS program quality principles and standards, donor requirements, and good practices to ensure quality, timeliness and efficiency of all deliverables on the case management systems and referral networks component of the project. Ensure project team and partner staff use the appropriate systems and tools.
    • Lead the conceptualization and implementation of MWENDO’s holistic approach to sustainability at the County level to support OVC and household graduation/transition and social service system strengthening ensuring alignment with national case management guidelines
    • Coordinate and work closely with the other component SPOs to ensure integrated approach to sustainability within MWENDO project.
    • Engage and strengthen partnerships relevant with Government of Kenya-department of children services, applying appropriate application of partnership concepts, tools and approaches.
    • Facilitate linkages with government programs and other stakeholders to ensure that activities complement other economic strengthening initiatives and adhere to county, national and global standards.

    • Help ensure a cross-cutting approach integrating QI in gender, case management, work with adolescents with respect to OVC, livelihoods, and systems strengthening.
    • Participate in the design, development and implementation of integrated project work plans together with other MWENDO technical staff. Manage, implement, and report on all QI-related activities throughout the project cycle to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
    • Conduct routine healthcare facility audits on quality improvement. Document results and assist with planning and implementing QI improvement initiatives as needed.
    • Take lead in providing technical support and capacity strengthening initiatives for MWENDO county, sub-county, consortium partners and LIPs in implementing QI initiatives and improve capacity in OVC areas in line with the Kenya Quality Improvement standards through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, mentoring and coaching.

She/ He will lead in capacity strengthening of project and LIP staff on positive parenting and ECD, ensuring multi-sectorial roll-out at community level, monitor and report on all project activities related to positive parenting and ECD services for OVC and their families in support of CRS’ work serving the poor and vulnerable. S/he will work with LIPs to increase OVC enrolment and retention and ensure MWENDO improves ECD services for OVCs and their families, updating of referral guidelines and LIPs provide appropriate referrals linking to ECD services. Her/his thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve. S/he will coordinate closely with other Mwendo Project Officers to contribute to a holistic, integrated, and comprehensive project implementation.

    The SPO will serve as the primary point person to engage the Ministry of Education in policy, buy-in, support to reach OVC in schools and identify out of school children.     Job Responsibilities:

    • Support the coordination, implementation, and monitoring of all positive parenting project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
    • Lead in the identification, adaptation and roll out of the various positive parenting curricula for different ages, stages and special populations (e.g., CLHIV and ALHIV).
    • Collaborate with Mwendo program technical staff to include parenting-related benchmarks into LIP and County sustainability plans and household case plans
    • Ensure appropriate benchmarks are identified to monitor household progress.
    • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist local implementing partners (LIPs) in their efforts to reflect on project experiences.
    • Support accountability through coordinating project evaluation activities and assisting LIPs in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with LIPs to prepare reports per established reporting schedule.
    • Collect information on technical assistance needs of LIPs in relation to positive parenting. Provide technical support and monitor capacity building and technical support activities to ensure effective impact.
    • Ensure quality and minimum protection standards are implemented and respected in all ECD sites, ensuring that all who work with children have signed and understood the CRS Child Protection Policy
    • Promote engagement in positive parent/child relationships.
    • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices. Actively engage in dissemination and use of relevant knowledge in the field.
    • Represent CRS in meetings at county and cluster levels, working groups, and other events as requested, to support forging relations with the GOK, LIPs, other stakeholders, and the community.
    • Ensure accurate and timely reporting of all assigned project activities per donor and CRS standards and established schedules.

    Typical Background, Experience & Requirements:

    Education and Experience

    • Bachelor’s degree in Social Science, Gender, Public Health or a related field.
    • At least 4 years of work experience for Bachelor’s degree holders in project support in the field of integrated ECD, HIV/AIDS, and other health-related projects in Kenya and for an NGO.
    • In-depth understanding of donor expectations for program results, outcomes, impact, and reporting.

    • Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
    • Identify/adapt and promote evidence-based organizational capacity strengthening tools, methods or approaches that the LIPs can use or improve upon to address identified capacity gaps or areas in need of improvement for CSO/CBO and networks to better support OVC and household graduation/transition and strengthen a HIV-sensitive social service system
    • Coordinate and monitor financial and material resources relevant to achieve the assigned project outcome. Through planning and oversight ensure efficient use of project resources.
    • Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.

    Typical Background, Experience & Requirements:

    Education and Experience

    • Master’s Degree in Public Administration, Public Health, Social Work, Business Administration or Organizational Management or Leadership, or equivalent degree with proven capacity strengthening experience.
    • Minimum of 3 years professional experience, with 2 years in organizational development and provision of technical assistance to the government, NGOs, and/or CBOs and in the field of HIV care and treatment and/or OVC services delivery.
    • Experience in partnership strengthening with a focus on vulnerable populations especially orphans and vulnerable children, youth and women.
    • Relevant grant management experience, especially for USG or other public donors, a plus.
