    Senior Qualitative Expert

    Overview

    CAMRIS seeks a Senior Qualitative Expert for the upcoming Nairobi-based USAID/Somalia’s Monitoring, Verification and Reporting Support (MV&R) Activity. This will be a five-year activity to holistically assist USAID Somalia in tracking and monitoring Implementing Partners’ (IPs) performance to ensure  they are accomplishing the tasks they set out to achieve. The USAID MV&R mechanism has four core activities:

    • Monitor, verify and report on activities carried out by IPs across Somalia, through site visits and the delivery of timely, analytical, qualitative, and quantitative information.
    • Conduct data quality assessments (DQAs) on IP indicator data by applying the five data quality standards (validity, integrity, precision, reliability, and timeliness).
    • Provide logistical and administrative support, and facilitation services when needed for USAID meetings with partners or other stakeholders as requested by USAID.
    • Provide continuous performance management support, including technical assistance and capacity building to USAID IPs and USAID staff.

    *This is a forecasted position and it is contingent upon contract award. 

    Responsibilities

    • Provide technical leadership and oversight in drafting the qualitative sections of the MV&R reports for each round.
    • Develop (in consultation with USAID) tools and protocols to capture relevant qualitative data, which will yield rich qualitative information across each activity.
    • Orient USAID staff/field staff/subcontractors on the new/revised qualitative data collection tools, and protocols.
    • Review, analyze, and synthesize qualitative data to ensure logical inferences and conclusions are drawn from the findings.
    • Triangulate MV&R findings with routine program and evaluation data to provide further insight into program effectiveness and identify opportunities for learning.
    • Generate and disseminate synthesized reports and presentations that are tailored to the intended audience.

    Qualifications

    • At least 5 years of overseas experience in international development conducting qualitative research.
    • A bachelor’s degree in the field of evaluation, international development or a related technical field.
    • Technical proficiency in at least one of the following fields: democracy and governance, economic growth, education, and stabilization.
    • Strong communication and presentation skills, including an ability to synthesize and explain complex information to stakeholders.
    • Prior experience in a high threat environment.

    Monitoring, Verification and Reporting Team Leader

    Responsibilities

    • Manage the overall MV&R work-plan and process and solve problems as they arise.
    • Oversee all aspects of third-party monitoring activities, such as planning, budgeting, recruitment of consultants, designing and implementing each assigned activity.
    • Lead the review, preparation, and editing of tools, protocols and materials for MV&R activities.
    • Edit final MV&R reports and presentations to USAID ensuring clarity, quality and USAID usability.
    • Support the DCOP with ongoing updates to the PMP and Project and IP Activity MEL plans and generate reports and presentations.
    • Assist implementing partners to develop effective indicators.
    • Assist the DCOP to conduct data quality assessments (DQAs) in accordance with ADS 201.
    • Assist the COP in managing and coordinating the MV&R team and ensures that essential functions are in place, such as procurement and contracting, finance and administration, IT support and in-house technical and subject matter expertise.
    • Assist the COP and DCOP with trouble-shooting and problem-solving matters related to field operations including contracting, payments, third-party monitor (TPM) management, and report
    • production.
    • Identify, secure and manage short term technical assistance (STTA) assignments relevant to the delivery of MV&R deliverables.
    • Assist the DCOP in the design and delivery of training in performance monitoring topics for USAID and IP staff.
    • Ensure gender, ethnic groups, and contextual indicators are consistently and systematically tracked and reported in accordance with USAID data reporting requirements.
    • Track, analyze and summarize mission performance monitoring data using graphs, maps, and charts to facilitate mission decision-making.
    • Stand in for specified functions or supervises interim MV&R staff as needed.

    Qualifications

    • A graduate degree in evaluation, international development, statistics, economics, demography, political science, or related field.
    • At least 5 years of international experience in performance monitoring of development programs, including development of indicators, performance indicator reference sheets (PIRS), PMPs, MEL plans, log frames, and results frameworks.
    • Demonstrated experience in building capacity and training staff in the collection, management, analysis, reporting and use of data.
    • Demonstrated ability in using monitoring data to review programming, trends, and activity needs and willingness to be flexible and adaptable to respond to new information.
    • Substantive experience leveraging performance monitoring data for the improvement of ongoing project management.
    • Extensive knowledge of USAID ADS 201 and performance monitoring requirements.
    • Prior experience working in a high threat environment.
    • Prior experience in supervising long-term field staff and short-term experts of diverse backgrounds in the areas of performance monitoring or evaluation.
    • Excellent English writing, speaking and presentation skills.

    Deputy Chief of Party

    Overview

    Responsibilities

    • Design and oversee the implementation of evaluations, analyses, designs and assessments, and the full review, revision and maintenance of the Mission performance management plan (PMP), Project monitoring, evaluation and learning (MEL) Plans, and IP Activity MEL Plans.
    • Oversee production and ensure the quality of all assessments, analytical reports, evaluations, and other technical deliverables to USAID.
    • Lead and manage the annual data quality assessment (DQA) process.
    • Update the PMP and contribute to the development of project log frames and MEL plans for USAID, in compliance with ADS 201.
    • Design and manage collection of baseline data at the Intermediate Results (IR) and Transitional Objective (TO) levels.
    • Design and oversee training of USAID staff and IPs in performance management concepts and processes; standardization of partner MEL Plans, work plans, and quarterly reports; and verification of partner data quality.
    • Design reporting tools and performance management plans and advise Development Objective teams on their M&E work
    • Advise all IPs on the creation of aligned log frames and M&E Plans for their activities.
    • Assist technical staff to review and revise the intermediate results in their results frameworks, as necessary, for more effective implementation and monitoring.
    • Periodically review and discuss indicators and reporting with IPs and activity managers and help operationalize indicators by assisting USAID technical staff with definitions, data collection, and data analysis.
    • Provide technical assistance and training, as needed, for USAID, IP and government counterpart staff (to the extent they are involved in United States Government (USG) projects).
    • Ensure gender, disability-inclusive, and conflict sensitive factors are consistently and systematically tracked and reported in accordance with USAID data reporting requirements.
    • Ensure all Performance Indicator Reference Sheets (PIRS) for all indicators are complete and up to date.

    Qualifications

    • A  graduate degree in evaluation, international relations, statistics, economics, demography, political science, or related field.
    • At least 5 years of overseas experience in international development designing and managing evaluations, analyses and assessments
    • Demonstrated knowledge in monitoring, evaluation, and learning (MEL) such as performance monitoring, conducting data quality checks and assessments, learning and knowledge management (KM) methodologies.
    • Extensive knowledge of USAID ADS 201 and MEL requirements.
    • Prior experience working in a high threat environment.
    • Prior experience in supervising long-term field staff and short-term experts of diverse backgrounds in the area of monitoring, evaluation and learning.
    • At least 3 years of demonstrated experience developing performance management plans, MEL plans, PIRS, developing indicators, log frames and results frameworks, monitoring project implementation, and verifying data from large development projects.
    • Excellent English writing,, speaking and presentation skills.

    Chief of Party

    Overview

    Responsibilities

    • Serve as the main point of contact between USAID and the Contractor and reporting to both.
    • Ensure effective and efficient performance for all aspects of this contract and oversee all quality control and reporting.
    • Interact professionally with senior Mission, Embassy, and government officials.
    • Provide vision and overall leadership to project staff.
    • Ensure provision of timely, relevant, high-quality services to IPs and USAID.
    • Identify adjustments in scope and operations to ensure that the project adapts to changes in need and context.
    • Provide quality assurance and responsiveness on all aspects of the MV&R lifecycle including design, data collection, analysis, reporting, and learning.
    • Ensure all USAID rules and regulations and CAMRIS policies are followed.
    • Supervise and empower all technical and administrative staff on the project.
    • Collaborate closely with CAMRIS headquarters technical and operations staff.
    • Represent the USAID Somalia MV&R team at local, regional, and international meetings, as required.

    Qualifications

    • A graduate degree in management, international relations, statistics, economics, demography, political science, or related field.
    • At least 10 years of experience in international development, including experience managing multi-million-dollar development projects.  
    • Prior experience in a high threat environment.
    • Prior experience working on USAID projects.
    • At least three years of experience as a USAID COP, demonstrating professional interaction with senior U.S. and foreign government officials.
    • Extensive knowledge of USAID ADS 201 and monitoring and evaluation requirements.
    • Experience managing complex, multifaceted, multi-year tasks and projects/ programs.
    • Prior experience in supervising long-term field staff and short-term experts of diverse backgrounds.
    • History of completing high-quality products on time and within budget.
    • Familiarity with USAID human resource, financial management, travel and procurement requirements.
    • Technical knowledge desired of performance monitoring, evaluation methods, collaboration and learning, adaptive management, indicator development, data collection and analysis, and performance reporting.
    • Excellent English writing, speaking, and presentation skills.
