    Assistant System Developer

    REF. NO. ASD/HR/2019

    VACANCY DETAILS: e GRADE: - SA7

    PURPOSE STATEMENT

    Reporting to the Senior Systems Developer, the Assistant Systems Developer will assist in the development of custom applications, installation enhancement, and support of the Authority's ICT systems.

    PRINCIPAL ACCOUNTABILITIES

    The jobholder will have the following principal accountabilities:

    • Assist in analysis, design, programming and implementation of computer systems in consultation with the Senior Systems Developer.
    • Assist in production of systems documentation and user manuals.
    • Assist in development and installation of enhancements and upgrades.
    • Provide user training on developed applications.
    • Provide user support on business systems.
    • Assist in monitoring business systems performance. Assist in designing and writing new software programs.

    • Bachelor’s Degree in IT or related field.

    Security Officer

    REF. NO. SO/HR/2019

    VACANCY DETAILS: e GRADE: SA5 e

    TERMS OF SERVICE: Contract PURPOSE STATEMENT

    Reporting to the Chief Security Officer, the Security Officer will be the principal assistant to the Chief Security Officer, offering security support services to the department.

    PRINCIPAL ACCOUNTABILITIES

    The jobholder will have the following principal accountabilities:

    • Ensuring timely reporting of all security incidents/accidents affecting KEMSA assets, personnel and all other processes and submitting of all reports to the Chief Security Officer for appropriate action.
    • Coordinating the daily management of Security operations in line with procedures, tactful deployment of security staff and ensuring high alert state.
    • Conduct risk analysis, advise on key elements and mitigation measures within the function.
    • Conducting performance appraisals on the security staff below him.
    • Intelligence gathering for detection and prevention of criminal activities within KEMSA premises.
    • Creating Security awareness/ safety awareness amongst staff of the organization.
    • Ensure that all physical and electronic protective Security measures are employed for maximum security for all KEMSA processes.
    • Coordinating of responses to critical incidents/ emergencies.
    • Training and developing capacity for the guard force on modern security techniques.
    • Enforcing access control procedures to avoid possible loss/ unauthorized access into the premises.
    • Provision of quality customer service to both our internal and external customers.
    • Ensuring that all Security staff deployed at all KEMSA premises are properly kitted and follow the security dress code.
    • Assisting in background checks for staff being employed in KEMSA.

    QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE

    • Have a Bachelors’ Degree in Security Management from a recognized institution of higher learning.
    • Have a minimum of 10 years’ experience in corporate security management gained from a reputable organization. Those with experience in supply chain security management will have an added advantage.
    • Be a member of a registered security association in good standing.
    • Should have sound management and investigative skills.
    • Must have knowledge and experience on fire safety management.

    Finance Manager

    Our client, the Kenya Medical Supplies Authority (KEMSA), is a state corporation and a specialised medical logistics provider for the Ministry of Health-supported health facilities and programmes. The Authority supports the National Health Strategic Plan and the Kenya Health Package for Health in providing public health facilities with the right quantity and quality of drugs and medical supplies at the best market value. KEMSA’s overall mandate is to procure, store and distribute medical commodities to public health facilities managed by the Ministry of Health. KEMSA also collects information and provides regular reports to the national and county governments on the status and cost effectiveness of procurement and the distribution and value of prescribed essential medical supplies delivered to health facilities. The Authority aspires to be a leader in innovative health supply chain solutions that provide better health service delivery.

    The Authority is seeking to recruit a dynamic and highly motivated individual to fill the post of the Finance Manager. Reporting to the Finance and Strategy Director, the jobholder will be responsible for the Authority’s finance management and accounting functions. The job holder will also implement sound financial policies and procedures and oversee cash-flow management.

    Key Responsibilities

    • Organise and manage the Accounting Unit – direct, control and co- ordinate both routine and non-routine accountancy matters;
    • Interpret and implement financial and accounting policies, budgeting, management accounting methods and financial returns;
    • Ensure that sound accounting policies and controls are applied to all financial transactions;
    • Develop and implement depot financial reporting requirements;
    • Compile in a timely manner KEMSA budgets, periodic reporting of actuals and reporting of variance;
    • Ensure periodic depot functional audits;
    • Ensure accurate product costing;
    • Supervise the credit control function; and
    • Develop and supervise the finance and accounting staff.
    • Shortlisted candidates will be required to submit the following documents:

    Person Specifications

    • Be a holder of a Bachelor’s degree in Accounting, Business Administration or Economics from a recognised university. A master’s degree is an added advantage;
    • Possess a professional qualification - CPA/ ACCA or equivalent;
    • Hold valid membership with a professional accounting body and be in good standing;
    • Have not less than seven (7) years’ experience in a busy financial environment with at least four (4) years in a middle management level within a finance function preferably in health, supply chain management, commercial or public sector;
    • Have sound experience in financial and management reporting in accordance with IFRS/IAS; and
    • Proficient in computerised accounting and ERP systems.
    • Valid Certificate of Good Conduct from the Directorate of Criminal Investigations; Clearance Certificate from the Higher Education Loans Board; Latest Tax Compliance Certificate from the Kenya Revenue Authority; Certified copy of duly completed First Schedule (S.13) Self Declaration form from Ethics and Anti- Corruption Commission (EACC); and Report from an Approved Credit Reference Bureau.
