    Procurement Manager

    Reference No: 145/DK
    Salary Scale: Kshs 303,000 pm – 386,713 pm

    Job Responsibilities of the Procurement Manager

    Reporting to the Executive Director/CEO, the successful candidate will be responsible for ensuring quality, effective and proactive procurement support services in the Commission; other key responsibilities include:-

    • Motivate and nurture the procurement division to achieve excellence in capability to achieve overall objectives.
    • Supervise and appraise staff and identify their training and developmental needs.
    • Lead the division by budgeting, planning and directing resources to achieve targets and objectives.
    • Formulation of Commission’s procurement policies and procedures in line with Public Procurement Act, Regulations and Guidelines;
    • Interpretation of procurement policies and procedures and ensuring that sound procurement processes are applied to all procurement transactions in the Commission;
    • Provides Secretarial duties to the Procurement Committee;
    • Preparation of annual procurement plan for goods and services/works;
    • Offering advisory services to user departments for effective and efficient implementation of procurement plans;
    • Monitoring the trends of stores and work out re-order levels;
    • Participating in receiving and opening of tender documents;
    • Preparing tender documents in liaison with user departments;
    • Participating in evaluation of tenders’ proposals and quotations;
    • Preparing documents for the tender committee meetings;
    • Preparing contract documents in line with award decisions;
    • Consolidates unserviceable stores and recommending for disposal in line with procurement regulations;
    • Ensuring efficient management and distribution of stores;
    • Preparation of periodic procurement reports; and
    • Ensuring an effective stores management system where all expenses are effectively monitored and charged to the appropriate projects.

    Qualifications, Experience & Skills Required

    • A Master’s degree in a relevant field from a recognized university;
    • A Bachelor’s degree in Supply Chain Management/Procurement or its equivalent from a recognized University;
    • Diploma in Supplies/Procurement Management from Chartered Institute of Purchasing and Supplies (CIPS) or equivalent from a recognized institution and membership of a relevant professional body;
    • Valid Practicing License from KISM;
    • At least nine (9) years procurement experience at least 3 of which should be in a management role.
