    Risk and Compliance Manager

    Reference No: 251/AD
    Salary Scale: Kshs 303,000 pm – 386,713 pm

    Responsibilities of the Risk and Compliance Manager

    Hawkins Associates is looking to recruit a Risk and Compliance Manager who will be reporting to the Executive Director/CEO. The successful candidate will be responsible for ensuring compliance with various statutory and operational requirements, managing enterprise-wide risks in addition to the following key responsibilities:-

    • Provide leadership, maintains discipline, trains and appraises staff in the team;
    • Motivate and nurture the department to achieve overall objectives;
    • Lead the department by budgeting, planning and directing resources to achieve targets and objectives;
    • Supervise the development, implementation and management of Risk and compliance policies.
    • Ensure performance measures are designed to evaluate performance against the strategic plan;
    • Ensure reporting on work done into the reporting structures in the Institution on a monthly; quarterly or annual basis
    • Play a senior leadership role in bringing the internal community along to support the outputs delivered by developing effective and strategic relationships
    • Take responsibility for the reports emerging from the division and all documentation sent to the Executive Director/Commission Board
    • Oversee division’s budgeting, monthly, quarterly and annual reporting, cash flow and debt management.
    • Formulate and implement the Commission’s risk, governance and compliance framework, policies and procedures;
    • Ensure that the principles and requirements of managing risk are consistently adopted throughout the Commission in its realization of business objectives and continual development;
    • Facilitate capacity building for employees to ensure that all have a good understanding of risk and compliance issues;
    • Facilitate annual Risk and Control Self-Assessment (RCSA) within the Commission;
      Oversee and coordination of ISO Compliance Programmes and activities within the Commission;
    • Facilitate outsourcing of internal audit function and overseeing the operations of the outsourced internal audit function
    • Review of the Commission’s operational procedures, systems, practices and records to ensure conformity with laws, regulations and policies;
    • Liaise with departmental heads to ensure audit, risk and compliance findings and recommendations are effectively implemented;
    • Ensure that all strategic and tactical decisions appropriately consider risk, compliance and associated regulations and facilitate the inclusion of risk/risk acceptance in the decision making process;
    • Analysis of key risks and support management to deliver adequate mitigating controls and actions;
    • Ensure compliance of the Commission with statutory and ISO requirements;
    • Assess internal controls to ensure adherence to established policies, procedures, practices and systems in order to mitigate any business and operational risks;
    • Liaise with external auditors on the annual audits and ensuring that the reports are implemented; and
    • Evaluation of the Commission’s performance and recommending changes to improve operational efficiency.

    Risk and Compliance Manager Qualifications

    • A relevant Master’s degree from a recognized university;
    • A Bachelor’s degree in Finance, Business Administration, Economics, or equivalent qualifications from a recognized university;
    • Hold a CPA (K), CIA, CRA or equivalent qualification and membership of the relevant professional body;
    • Have at least 9 years experience, of which at least 3 should be at managerial level
