    Supply Chain Strengthening Senior Advisor

    Specific Responsibilities

    1. Act as the Afya Uzazi primary liaison, in close coordination with the Afya Uzazi Project leadership for collaborative activities between the County Departments of Health (Nakuru and Baringo), stakeholders and technical assistance partners to strengthen and build support for health commodity security interventions for FP/RMNCAH
    1. Act as Afya Uzazi’s principal technical expert and the lead for ensuring forecasting, quantification, and pipeline monitoring of FP/RMNCAH commodities, with emphasis on those procured with USAID government funds. Working with other Afya Uzazi technical officers, and coordinating with the county government counterparts, develop a plan for ensuring annual quantification for FP/RMNCAH commodities, organize and provide technical stewardship for the quantifications.
    1. Oversee routine stock status monitoring, through production and dissemination of stock status reports, working closely with county government staff and other national stakeholders.
    1. Coordinate and lead regular USAID/Afya Uzazi internal meetings to ensure that the project’s commodity management activities are well coordinated at both the central and regional levels
    1. Review, design, and implement appropriate tools and approaches for strengthening systems for management and accountability of FP/RMNCAH commodities within Baringo and Nakuru counties as well as monitoring performance of selected indicators.
    1. In collaboration with other USAID/Afya Uzazi technical staff, develop and conduct detailed assessments (including gaps and recommended solutions) of supply chain management systems in the county storage facilities as well as at sub-county and individual health facilities.
    2. Plan, organize and conduct training courses covering supply chain and/or commodity management technical areas as required. This will involve collaboration with the other stakeholders to implement relevant training materials to the targeted training groups.
    1. Collaborate with other county and USAID/Afya Uzazi staff to develop, test, and deploy electronic and hard copy tools and manuals to support research and technical assistance programs.
    1. Contribute to the scale up of appropriate interventions of healthcare facilities’ inventory control and distribution systems including the faith based, private and community sectors.
    1. In collaboration with other stakeholders, map the current flow of FP/RMNCAH commodities throughout the entire supply chain and make recommendations to optimize the procurement, distribution and use within Baringo and Nakuru counties.
    1. In collaboration with the county health management teams, develop and implement programs to promote effective stewardship and technical leadership of supply chain management and commodity security initiatives.
    1. Assist the county health management teams to develop and implement interventions that ensure improved product quality and patient safety initiatives with a focus on FP/RMNCAH commodities. This will include but not limited to strengthening of pharmacovigilance activities and appropriate medicines use interventions.
    1. Provide written quarterly and annual progress reports to the USAID/Afya Uzazi Program leadership on commodity management strengthening, capacity building and other activities. Prepare regular briefs/reports to the Ministry of Health, USAID, other collaborating partners and stakeholders, as requested.
    1. Participate and contribute to development of budgets and workplans.
    1. Participate in relevant stakeholder fora to advance the interests of the project in improving FP/RMNCAH commodity security.
    1. Perform other duties as assigned by USAID/Afya Uzazi in strengthening health commodity systems.
     

    Qualifications and Experience

    1. Background in health sciences with advanced degree in business, pharmacy, public health or supply chain management.
    2. A minimum of 7 years professional experience.
    3. Significant relevant experience in commodity security, supply chain management and health care logistics systems development and strengthening in developing country context, including demonstrated expertise in forecasting and supply planning, procurement management systems, storage and distribution, transportation, LMIS, governance and organizational systems for supply chain management.
    4. Demonstrated programmatic, management, and interpersonal skills to effectively collaborate with other professionals engaged in procurement of international restricted goods.
    5. Knowledge and/or good understanding of the supply chain management systems for health commodities in Kenya at national and county level.
    6. Experience with public health programs including those supported by bilateral agencies such as USAID and international agencies such as Global Fund and World Bank.
    7. Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
    8. Understanding of US Government-funded programs preferred; experience developing and managing relationships with donors.
    9. Proven programmatic, technical, and interpersonal skills to collaborate effectively with professional colleagues in a broad range of governmental organizations and Implementing Partners.
    10. Strong interpersonal, verbal and written communications, teamwork and partnering abilities.
    11. Demonstrated excellent English language skills (both written and oral) with the ability to conduct business in English.
    12. Demonstrated computer skills in Microsoft Office Suite applications including Word, Excel, Outlook, and Power Point.
    13. Willingness and availability to relocate to Nakuru and travel extensively within Kenya as required.
