    Manager Planning, Monitoring & Evaluation

    Managerial

    1. Ensure all mandatory procedures on the quality management sector are observed while ensuring preventive and corrective actions implemented as stipulated in both the               Commission’s overall strategic objectives and government regulations.
    2. Ensure all policy planning research activities are incorporated into the organization block program within the same day upon request for timely requisition of resources to the         activity.
    3. Support specific projects and programmes with M&E systems, including tools, data flow procedures and SMART indicators, using a results-based approach with log-frame               development and other key M&E tools to ensure the best tools and systems are in place.
    4. Oversee all payment issues relating to suppliers or consultants in regards to policy planning and research to be followed with the relevant service areas to ensure timely                 payments are made.
    5. Ensure monitoring and evaluation instruments are updated and validated as per the guidelines issued in the government standards and regulations and Commission’s overall         objectives.
    6. Identify performance indicators on programmes in strategic plans and performance contracts on quarterly and annual basis to ensure timely reporting process in the division.
    7. Review, validate and disseminate the National Police Service Commission annual corporate reports to management, agents and other stakeholders and make recommendations       on the best practice findings in the report.
    8. Ensure all non-conformities identified for the organization on areas of Research, monitoring and Evaluation quality management system are addressed as stipulated in the             government regulations.

    Operational

    1. Ensure monitoring and evaluation reports on specific departments and divisional programs are generated and submitted on quarterly basis.
    2. Provide capacity building in Monitoring & Evaluation and results-based management (RBM) to project staff and partners.
    3. Conduct site visits to projects and programmes across the country, to assess data quality and to support project staff on Monitoring & Evaluation.
    4. Develop monitoring & evaluation designs for selected new projects and proposals to ensure they are in compliance with the set standards.

    Financial

    1. Provide input into the budgeting process.

    Qualifications Knowledge and Skills

    1. Bachelor`s degree in Evaluation, International Development, Social Sciences, Statistics or a related discipline.
    2. Senior Management Course.
    3. Computer literacy.
    4. Knowledge of statistical packages such as SPSS, EViews, STATA.
    5. Demonstrated knowledge in budgeting.
    6. Communication skills.
    7. Interpersonal skills.
    8. Organizational skills.
    9. Ability to work under pressure.
    10. Ability to lead and manage teams.
    11. Problem solving skills.
    12. Supervisory skills.
    13. Meet the requirements of Chapter Six of the Constitution of Kenya.
    14. Ten (10) years of service, of which three (3) should be in a comparable position from a reputable organization.

    1. Applicants should attach a copy of National Identity Card or Passport, testimonials, or any other evidence of proven relevant expertise herein being sought;
    2. In addition to the qualifications set out in the Constitution and the Enabling Statutes, applicants must further furnish clearance certificates from:
    a) Director, Ethics and Anti-Corruption Commission (EACC);
    b) Commissioner General, Kenya Revenue Authority (KRA);
    c) Chief Executive Officer, Higher Education Loans Board (HELB);
    d) Professional bodies (where applicable) to which the applicant belongs such as LSK, ICPS (K), ICPAK, AAK, IEK, etc.;
    e) Certificate of Good Conduct.


    NB: These criteria are applicable only to the Senior Positions NPSC 5 to NPSC 8.

    DISQUALIFICATION CRITERIA

    No person shall be qualified for appointment in any of the above posts if the person:

    a) Has previously been convicted of any criminal offence;
    b) Has violated the Constitution;
    c) Is an undischarged bankrupt;
    d) Has been adversely mentioned in any report by a Commission of Inquiry or any Parliamentary Committee;
    e) Canvasses directly, indirectly, by proxy, by emissary, by ethnic or clan whipping, by pressure groups, by other associations or in any other way;
    f) Knowingly, willingly and blatantly lies, misrepresents, cheats and fails to disclose material facts.

    SECURITY REPORT

    In addition, the National Intelligence Service (NIS) may be requested by the
    Commission to provide a report on all shortlisted applicants.
