Regional Drought Campaigns & Policy Manager at Oxfam

The Role

• You will act as overall Regional Campaigns and Policy Manager for the Horn Of Africa (HOA) Drought Crisis response: providing specialist campaigns and policy leadership and coordination, and working with policy, communications and media colleagues to ensure positions and messages on related issues such as short and long term response, gender, and protection are consistent and coherent. 
• You will support countries in developing and delivering policy and advocacy work with multiple level targeting – with a particular focus on Ethiopia, Kenya and Somalia. 
• You will lobby actively external targets in line with the objectives of the advocacy strategy and represent Oxfam in external events in issues related to HOA drought response as appropriate. 
• In addition you will support to develop approaches to monitoring and evaluation/impact assessment of advocacy work on HOA drought response work and ensure effective roll-out.

The Person

• To be successful in this role you will have a strong background in campaigns and policy work especially in developing countries with emphasis on HECA Region. 
• You will have proven experience and strong background in campaigns leadership and coordination, especially in developing countries, with emphasis on HECA region as well as an understanding of drylands issues, emergencies response and policy arena of the region and globally.  
• You will have good communication and people management skills, coupled with diplomacy, tact and ability to remain calm under pressure. 
• You will have strong interpersonal skills and the ability to communicate clearly both verbally and in writing, coupled with the professional credibility required to influence and motivate others to achieve results. 
• In addition you will have an understanding of gender and ability to apply this within campaigns policy and advocacy work.
