    Technical Advisor for Human Resources for Health - HIV/AIDS Service Delivery Support Activity (HSDSA)

    Background

    The HIV/AIDS Service Delivery Support Activity (HSDSA) is a five-year USAID- funded project led by PATH with consortium partners Initiatives Inc., Data Blink, AMREF, NOPE, ICL, KRCS and HFG. The program is implemented in five counties of Nyanza region: Homa Bay, Kisumu, Migori, Nyamira and Kisii. The Technical advisor for Human Resources for Health will be an Initiatives Inc. employee working as an integral member of the PATH-led project team.

    Location: Kisumu, Kenya

    Job Summary: The Technical Advisor for Human Resources for Health contributes to the project’s achievements in improving the availability and sustainability of health human resources supporting HIV/AIDS service delivery. Working under the Health Systems Strengthening Advisor, s/he will coordinate and manage the implementation of human resources staffing analysis and monitoring, staff contract management and support to counties to undertake staff contracts, and transition of staff to county employment.

    Responsibilities and Duties

    • Ensure strong coordination with S/CHMTs and other implementing partners supporting human resources management systems.
    • Lead workload-based staffing assessments for HIV service provision and work with the project M & E team and county managers to track and monitor staffing levels in supported facilities.
    • In coordination with other USAID-funded projects, support S/CHMTs to operationalize iHRIS systems with a focus on ensuring adequate tracking, analysis and information management and use of HR supporting HIV service delivery.
    • With project leadership, guide the establishment and monitoring of staff transition agreements with CHMTs to shift staff employment from project-based employment to county employment.
    • Mentor CHMT staff to improve the management and tracking of HR supporting HIV service delivery.
    • As needed, support CHMT staff to improve selection, deployment and performance monitoring of qualified clinical and non-clinical providers supporting HIV service delivery.
    • Ensure project indicators and targets for staffing of HIV service delivery are achieved.
    • Contribute to project workplanning, reporting and other project technical program administration and management activities as required.

    Desired Qualifications

    • Degree in clinical medicine or nursing
    • Masters of Public Health/Business Administration or other related graduate or professional degree with expertise in human resources management desired
    • A minimum of five years managing HRM interventions at county and facility levels
    • Experience working with Kenyan government health management and service delivery structures (CHMTs, SCHMTs and facilities)
    • Highly professional comportment and ability to provide high-quality technical assistance to regional, county, and sub-county leaders and represent the project among other government and donor stakeholders
    • Proficiency with Microsoft Office and other common software
    • Ability to travel 50% of the time
    • Professional fluency in English and Swahili
