    Legal Affairs Deputy Director

    Vacancy Number:   V/No.3/2018

    Responsibilities

    • Oversee the implementation of legal and governance policies, systems and procedures, in line with the institutions strategy to ensure the achievement of institutional strategic plan;
    • Monitor current and emerging policy, trends, technology, procedural and legislative developments with direct impact on the work to maintain set government regulations;
    • Lead the development and management of effective Policy and Legal working relations with relevant public entities in National and County Governments;
    • Conduct and oversee policy and legal research through working with Government legal office as appropriate ;
    • Spearhead multi-media public campaigns designed to extend the commissions legislative, legal and policy advocacy;
    • Draft contracts/agreements/leases and other legal documents;
    • Analyze and evaluate regulatory, statutory and other impact or change requirements involving the development of new/revised policy recommendations;
    • Research public policy, identify existing, emerging and anticipated policy issues and information affecting the society, clients, stakeholders and programs;
    • Develop, improve, and recommend new or revised policy, procedural recommendations and program initiatives in adherence to the legal framework;
    • Oversee the commission’s outreach and benchmarking on legal matters to enhance service delivery to the stakeholders;
    • Participate in the implementation of approved policy proposals and initiatives including providing policy interpretations;
    • Produce and edit major reports, legislative and litigation reports and other publications, including newsletters;
    • Prepare regular reports for the Commission Board on policy and legal initiatives and advocacy to provide information;
    • Review progress of outstanding litigation and legal cases and liaise with and manage external lawyers to facilitate speedy closing up cases affecting the commission;
    • Provide continuous leadership, supervision, training and development of department staff;

    Qualifications

    • Master Degree in Law, Business Administration or its equivalent qualifications from a recognized institution;
    • Bachelor’s degree in Law from a recognized institution;
    • Advocate of the High Court of Kenya in good standing;
    • Post Graduate Diploma in Law from the Kenya School of Law;
    • Member of the Law Society of Kenya;
    • Attended a Senior management Course lasting not less than four weeks from a recognized institution;
    • Computer literacy;
    • Meet the requirements of Chapter Six of the Constitution of Kenya;
    • Twelve (12) years of service of which three (3) should be in a comparable position from a reputable organization.
