    The Lake Basin Development Authority (LBDA) is a national government development agency that was established by an Act of Parliament (Cap 442) on the 31st of August 1979 to provide an avenue for a quicker, more meaningful and co-coordinated development in the Kenyan portion of the Lake Victoria basin. Primarily, LBDA was established to act as a strategic driver of socio-economic development and spur regional development through sustainable utilization and conservation of natural resources through overall planning, co-ordination, implementation and monitoring and evaluation of development projects and programmes within the Lake Victoria basin. Its creation was as a result of the need to leverage on the regional development concept to effectively exploiting and manage of natural resources within the basins for enhanced socio-economic development and transformation.

    Corporation Secretary

    The Position reports to the Managing Director in performing the following duties and responsibilities

    • Providing Secretarial services to the Board of Directors and robust leadership to team of professional staff in the Legal services of the Authority.
    • Provision of guidance to the Board on their duties and responsibilities and on matters of governance.
    • Assisting the Authority in carrying out Board induction and training, updating Board and Committee charters, preparation of Board workplans, Board evaluation, Governance Audit and implementation of the code of conduct and ethics.
    • Ensuring timely preparation and circulation of Board and Committee papers and minutes.
    • Provision of advice to management and the Board on all legal matters affecting the Authority
    • Ensuring safe custody of and proper use of the Authority’s seal
    • Participation in negotiations, drafting, and reviewing of contracts, leases and other legal instruments entered into by the Authority and third parties.
    • Ensuring proper representation for the Authority in court and in arbitration proceedings.
    • Ensure compliance with relevant regulatory and all legal requirements as stipulated in the Authority’s Act and all other Acts that affect the Authority’s operations.

    Qualifications

    • Must be a holder of Bachelor’s of Law degree from a recognized institution.
    • Master’s degree in law or Social Science is an added advantage
    • Be an advocate of the High Court of Kenya, hold a valid practicing license and a post graduate Diploma in Law from Kenya School of Law
    • At least five (5) years post qualification experience
    • Be a member of Institute of Certified Public Secretaries ICPS (K)
    • Ability to work in high-pressure, deadline driven environment
    • Outstanding leadership skills and ability to delegate responsibilities effectively
    • Exceptional communication and reporting skills
    • Should demonstrate clear understanding of the role of Regional Development in line with vision 2030 and the constitution of Kenya 2010
    • Comply with Chapter Six (6) of the Constitution of Kenya 2010
