    Job Description

    Infectious Disease Detection and Surveillance (IDDS) is a five-year, USAID-funded project with the following overall objectives: 

    • improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases through an accessible, accurate, adaptable, timely, and integrated diagnostic network system;
    • improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR and zoonotic diseases; and
    • generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems. In Kenya, IDDS is supporting the strengthening of AMR surveillance systems and promoting the interoperability of AMR data with existing information systems in human health and with animal health. ICF is seeking an Infectious Disease Surveillance Program Analyst to assist the implementation of AMR surveillance activities including AMR data interoperability with in Kenya in coordination with other project team members and partners. This position reports to the IDDS Kenya Team Lead and works in close coordination with IDDS AMR Advisor and Health Informatics Advisor based in IDDS Headquarters in Rockville, Maryland.

    Responsibilities

    The program analyst will work closely with the IDDS Kenya Team lead and technical experts to implement IDDS Kenya surveillance activities which include strengthening the AMR surveillance information systems, linking laboratory AMR data to the information system, ensuring the interoperability of AMR information systems, analyzing and interpreting AMR data. The program analyst’s specific coordination and technical responsibilities include:

    • Provide planning and logistics support for internal and external meetings, workshops, fieldwork exercises and assessments, and other events as necessary;
    • Maintain a database of project contacts;
    • Draft meeting notes and coordinate review, distribution and filing of such notes;
    • Monitor and report on progress of surveillance activity work plans and deliverables;
    • Support the documentation-reviewing process for the AMR surveillance information systems by gathering and cataloguing documents and by reviewing documents against established criteria;
    • Assist with baseline or ongoing assessments by coordinating assessment logistics and participating as a member of the assessment team;
    • Initiates reporting and documentation of surveillance activities identified in the work plan
    • Assist in county level AMR data collection and reporting;
    • Supports the drafting of national surveillance plans, policies, training materials, and standard operating procedures as assigned;
    • Assists in preparation of work plan sections that are relevant to surveillance activities;
    • Participate in relevant Government of Kenya-led committees in support of AMR Surveillance;
    • Perform other duties as assigned.

    Required Qualifications

    • Bachelor’s degree in public health, basic health sciences, computer science/technology, development studies or a related area with a focus on infectious disease detection including diagnostics and surveillance
    • Two or more years of experience providing program management support on a technical assistance project
    • Experience working in an international and or multicultural environment is desirable
    • Experience supporting programs working on health information reporting systems
    • Knowledge of disease surveillance
    • Fluency in written and spoken English
    • Highly organized
    • Flexible to respond to changing priorities
    • Ability to maintain a high level of confidentiality.
    • Strong interpersonal skills in facilitation and stakeholder engagement/coordination
    • Authorization to work in Kenya
    • Ability to travel domestically as necessary (approximately 15% time)

    Preferred Qualifications

    • Familiarity with USAID funded or other USG projects
    • Master’s Degree in a related field
