    The National Drought Management Authority (NDMA) is a public body established by the National Drought Management Authority (NDMA) Act, 2016. It previously operated under the State Corporations Act (Cap 446) of the Laws of Kenya by Legal Notice Number 171 of November 24, 2011. The Act gives the NDMA the mandate to exercise overall coordination over all matters relating to drought risk management and to establish mechanisms, either on its own or with stakeholders, that will end drought emergencies in Kenya.

    Assistant Director, Human Resource & Administration

    Position Summary/ Purpose

    The Human Resource Officers are responsible for ensuring that the Authority has the right and sufficient human resource to meet its objectives. They are responsible for management of the Human Resource Function; including formulation, periodic review and implementation of HR policies; compensation and benefits; staff training and development (competent and productive workforce); employee industrial relations; and performance management

    Job Specifications:

    • Interpreting and implementing human resource management policies, laws, regulations, procedures, and systems.
    • Analysing the utilization of human resources in the Authority and advising on proper deployment.
    • Undertaking training needs assessment.
    • Payroll management.
    • Updating terms and conditions of service and career progression guidelines.
    • Coordinating organization development and job reviews.
    • Analysing disciplinary cases for relevant disciplinary committees; conducting skills audit.
    • Making proposals on human resource planning and succession management.
    • Offering counselling services to staff.
    • Ensuring compliance with HR practices, policies, regulations, and relevant government policies and guidelines on employee management and administration.
    • Coordinating the implementation of HIV/AIDS, gender, and disability mainstreaming policies.
    • Analysing staff performance and career progression and making appropriate recommendations.
    • Supervising general office services; supervision of payments for transport and delivery services.
    • Taking part in procurement and supply of stores for human resources and administration purposes.
    • Recommending for boarding of unserviceable equipment within the department and coordinating the provision of transport, security, and other support services.

    Person Specifications:

    • Served for a minimum period of three (3) years as a Principal Human Resource Management Officer or six (6) years working experience in Human Resource two (2) of which must have been at managerial level.
    • Master’s Degree in Human Resource Management from a recognized institution.
    • Bachelor’s degree in any of the following disciplines: Human Resource Management, Personnel Management, Public Administration, Business Administration, or its qualifications from a recognized institution.
    • Be a member of the Institute of Human Resource Management.
    • Certificate in Management Course lasting not less than four (4) weeks from a recognized institution.
    • Proficiency in computer application.
    • Demonstrated professional competence and administrative capability as reflected in work performance and results.

    • Credit Reference Bureau
    • A tax clearance certificate from the Kenya Revenue Authority
