    ATA Operations Specialist - In-house Applicants Only

    Duties

    Job Overview

    • Incumbent coordinates all aspects of Office of Antiterrorism Assistance (ATA) training. This includes engaging with senior leaders, National Police Service institutions, participating in joint planning sessions with various stakeholders within the GoK security sector and assisting with the development and implementation of ATA’s capacity building efforts in Kenya. The incumbent will also arrange for all training and conference needs, serve as the contract officer representative and negotiating and managing contracts. Additionally, this position requires participation in the creation of a digital dashboard management system that captures the aforementioned tasks. Position reports to the Resident Program Manager.

    The Operations Specialist will work closely with the Resident Program Manager (RPM) and ATA HQ to plan, coordinate, and deconflict the delivery of over 40 courses and consultations per year, as well as locally resourced trainings and events.

    Qualifications and Evaluations

    Requirements:

    EXPERIENCE:  

    • Five years of experience within the law enforcement and investigative work is required. Experience to include investigations and the criminal justice system, a deep understanding of police/law enforcement culture, gaps in capabilities within the National Police Service/law enforcement, and how to best manage capacity building resources is required.

    JOB KNOWLEDGE:  

    • Knowledge of the National Police Service and the organizational and command structure is required.
    • Knowledge of basic police tactics as applied to the response to a terrorist incident to include incident response, command and control, and jurisdictional authority is required.
    • Knowledge of the terrorist threat and broad-spectrum solutions from response measures to preventative measures is required.
    • Knowledge of tactical policing to include firearms and related equipment is required.
    • Detailed knowledge of the external and internal structure of Kenyan law enforcement and security agencies is required.
    • Detailed understanding of Kenyan law is required.

    Education Requirements:

    • University degree in Security, Law Enforcement, criminology, law/legal Affairs or Psychology is required.

    Evaluations:

    LANGUAGE:  

    • English: Level 4 - Fluent; written/spoken, including the ability to translate. Kiswahili Level 3 - Good working knowledge; written & spoken.

    SKILLS AND ABILITIES: 

    • Training and knowledge of Kenyan law, police/law enforcement procedures for managing crisis situations on a national and county level.
    • Tactical skills to include small arms, arrest procedures, and knowledge of multiagency coordination in response to terrorism.
    • Excellent understanding of RSO’s interaction with counterpart agencies at post.
    • Ability to maintain extensive contacts at all levels within the host country law enforcement and security agencies.
    • Ability to conduct sensitive investigations and handle evidence in accordance with prescribed procedures.
    • Ability to train and supervise others.
    • Ability to draft correspondence and written reports in English.
    • Proficiency with computer software programs to include Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint) is required.
    • Ability to lift moderately heavy items ,50lbs.
    • Must have a valid, current class C license for cars and small trucks for a minimum of five (5) years.
