    Chief Manager, Supply Chain Management –Strategy and Planning

    Deputy Commissioner – Supply Chain Management

    Manager- Information Services and Manager Strategy Planning

    Assistant Managers, Supervisors, Officers and Support in the section.

    Job Purpose

    The Chief Manager supports the Deputy Commissioner Supply Chain Management (DC-SCM) in the development and review of procurement strategies and plans in line with the requirements of the Public Procurement and Asset Disposal Act 2015.

    Responsible for Category Management the job holder must be able to coordinate with other departments as well as liaise with Government Agencies to ensure that is so as to procurement best practice is fully represented and best value achieved at all levels.

    Key Responsibilities / Duties / Tasks

    Managerial / Supervisory Responsibilities

    • Management of cross - disciplined teams and drive progress through the application of project management techniques as part of a highly visual and transparent approach.

    Operational Responsibilities / Tasks

    • Lead implementation of development of best practice strategies to enhance corporate purchasing convergence.
    • To develop, implement and review the Procurement Strategy and Corporate initiatives
    • Consolidation of the Annual Procurement Plan (APP) in line with statutory requirements as well as implementation for specific categories.
    • To develop a system and process within Procurement Strategy and Planning that tracks and reports efficiencies, data management and control systems to inform of benefits realized by procurement activity.
    • Analysis of procurement data and identify priority areas for efficiencies, process improvements and to engage stakeholders in delivering improvements that supports management of key supplier relationships, delivering breakthrough performance in cost, service and quality.
    • Ensure compliance with the Statutory and corporate reporting requirements.
    • Coordinate Audit exercises and submit reports.
    • To continuously undertake market research and evaluate innovative products and services in partnership with end user departments and other interested groups.
    • Development of SME’s and Special Interest Groups in conjunction with other user departments and ensure a communication strategy that supports the initiative.

    Academic Qualifications

    • Bachelor’s degree or any other similar qualification and technical/professional qualification in procurement and supplies.
    • Master’s Degree is an added advantage

    Mandatory Professional Qualifications / Membership to professional bodies

    • Chartered Institute of Purchasing and Supplies – Professional level or equivalent
    • Kenya Institute of Supplies and Management (including Licensing)
    • Project Management qualifications are an added advantage

    Previous relevant work experience required.

    At least 8 years’ experience with 5 years in a managerial role.
