Chief Payroll Officer at Uasin Gishu County Government

QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES
Requirements for Appointment: -

• Bachelor’s Degree in Human Resource Management or any Social Science Degree with Human Resource Option;
• Must have at least four (4) years relevant working experience;
• Possess a current valid practicing certificate;
• Membership to a relevant professional body; and
• Well versed with (Integrated Personnel Payroll Database) IPPD Software for Payroll Management
• Excellent Communication and interpersonal skills;

Duties and Responsibilities: -

• Develop, review, interpret and implement policies, rules, regulations, procedures and strategies for payroll management;
• Responsible for the management of integrated personnel and county payroll data system;
• Coordinate processing of monthly payroll;
• Coordinate preparation of the personnel emolument budget;
• Ensure inputs of third party deduction into the payroll;
• Ensure the correct interpretation and implementation of human resource regulations including pensions, salary administration, labor laws and other statutes that impact on human;
• Investigate, reconcile and take appropriate action on all monthly payroll variations;
• Provide monthly payroll reports to the relevant departments;
• Coordinate the training and development of staff in the payroll section; and
• Preparing budget for the Human Resource faction
• Plan, monitor and evaluate performance of staff against the set targets.
