For appointment to this grade, an officer must have:
- served for a minimum period of three (3) years in the grade of Senior Superintending Engineer (Structural), CSG 8 or in a comparable and relevant position in the Public service;
- a Bachelors degree in Civil Engineering or equivalent and relevant qualification from a university recognized in Kenya;
- been Registered with the Engineers Registration Board of Kenya (ERB);
- a Current valid annual Practicing license from the Engineers Registration Board of Kenya;
- corporate membership with the Institution of Engineers of Kenya (IEK); and
- demonstrated general administrative ability required for direction, control and implementation of structural programmes including supervision of professional and technical staff; and
- shown merit and ability as reflected in work performance and results.
Duties and Responsibilities
An officer at this level may be deployed as a head of a unit at Headquarters or as a County Works Officer or a Regional Structural Engineer. The duties and responsibilities at the Headquarters and Provincial level will include work in the specialized fields of engineering in one of the following:
Building and Allied Structures
Duties and responsibilities include:
- design, detailing and site supervision of structures in various materials and forms of construction;
- liaison with Architects, local authorities and other Ministries on project development;
- checking and monitoring projects designed by consulting engineers; and
- direction and control of engineers and Structural Assistants working in the specific project.
Marine
Duties and responsibilities include:
- assessment of the site, location, planning, design, detailing, preparation of bill of quantities and contract documents;
- supervision and administration of bridges and allied structures for national roads and similar structures pertaining to development undertaken by other Ministries;
- design, detailing, preparation of bill of quantities and contract documents for jetties, seawalls, docking and berthing facilities and supervision of the structures;
- checking and monitoring projects designed by consulting engineers; and
- direction and control of junior engineers and structural assistants working on specific projects.
Civil
Duties and responsibilities include:
- design, detailing, site supervision and maintenance of the sewerage drainage, roads and paved areas pertaining to public buildings; and
- checking and monitoring projects designed by consultants.
Construction
Duties and responsibilities include:
- supervision of structural, civil and marine works prepared by the Department and consulting engineers;
- enforcement of specifications, compliance with engineers’ drawings, conditions of contract, quality control, approval and measurement of completed works, progress reports and guidance of Regional/ County structural engineers on all technical aspects of the work.
Research
Duties and responsibilities include:
- supervision and control of applied research projects pertaining to structural materials, foundations, structural elements, constructional techniques, marine and building technology.
- undertaking work programmes in all the functional areas; and
- training and development of staff under him/her.
County Works Officer
Duties and responsibilities include:
- being in charge of all Architectural, Engineering and Quantity Surveying services in the District;
- coordination of design, supervision of construction and maintenance of public buildings, civil and other public works;
- undertaking research activities; and
- administration and supervision of all staff working under him/her.
