    Cultural Orientation Supervisor (Kenyan National Hire)

    Grade:8(N)

    Level:Level 1 Manager

    Primary Purpose

     

    This position is primarily responsible for hiring, training, support, supervision, and evaluation of the Cultural Orientation Senior Trainers, Trainers, and Program Assistants in Nairobi and in field locations across Africa. The CO Supervisor actively oversees all aspects of the implementation of CO Circuit Rides (CRs), including daily oversight of CRs in the field, cultural orientation training to refugees approved for resettlement to the United States, circuit ride logistics, and security. In the supervisory role, the position also ensures that CO field staff have the administrative and logistical support and resources they need to effectively carry out their jobs.

     

    Supervision

    This position supervises Senior Trainers, Trainers and Program Assistants.

    This position reports to the CO Manager.

    Essential Duties

    Compliance

    1. Ensures all CO training functions strictly adhere to the PRM, RPC, CWS and RSC Africa policies, guidelines andprocedures.
    2. Ensuresdevelopment,implementation,dissemination,monitoringandadherenceofstandard operating procedures (SOPs) for culturalorientation.
    3. Conducts job function observations of CO staff to ensure compliance is met and identifies any areas of improvement or trainingneeds.
    4. Identifies and assists with regular processreviews.
    5. Demonstrates abilityto conduct field activities including Cultural Orientation training.
    6. Travels to field locations to monitor CO training, conduct performance evaluations and meet with partners andvendors.

    Data Management and Analysis

    1. Assists in ensuring RSC circuit rides are planned, revised and updated as needed until confirmed, and staff are prepared while ensuring all functions are completed in the most operationally responsiblemanner.
    2. Assists in monitoring the movement of cases through the RSC Africa refugee pipeline sothat cases receive CO according to the PRM CooperativeAgreement.
    3. ActsasthepointpersonforSr.Trainer,Trainer,andProgramAssistantinquiriesregardingCO.
    4. Assists in developing reports and quality control checks that ensure accuracy andefficiency.
    5. Establisheseffectivecommunicationsystemsregardingdataandensuresreportsareaccurate andefficient.
    6. Assists with annual planning and strategic planning goals as communicated by theCOC.
    1. WritestripreportsfordistributionthroughoutCWSandinconsultationwiththeCOManager, follows up on issues related to partners andlogistics.

     

    Representation

    1. Develops and maintains effective relationships with RSC implementingpartners, including PRM, IOM, andUNHCR.
    2. Ensurespartnercommunicationfromthedepartmentisprofessional,timelyandproactive.
    3. Represents organizational policies and culture tostaff.
    4. Ensures the workforce is professional when representing CWS/RSC Africa torefugees, partners, the funder andcolleagues.

    Performance Management

    1. Provides direct supervision and leadership to CO staff, including yearly performance evaluations, developing job descriptions, participating in hiring and coordinatingleave.
    2. Develops and implements training modules for CO staff, in coordination with the Trainingunit, andensuresthatstaffreceivecrosstrainingondifferentaspectsofrefugeeprocessing.
    3. Runs quality assurance reports and ensures accuracy ofdata.
    4. Ensures coaching, mentoring, feedback and corrective action plans are carried outwhere needed.
    5. Ensures establishment of performance expectations and communication, on-boardingand training.
    6. Travelstoprocessinglocationsthroughouttheregiontomonitorteamsandbuildpartner relationships.
    7. EvaluatesandassessestrainingneedsofCOstaffandassistsinprovidingtrainingsona regularbasis.
    8. Monitors staff time andattendance.

    Staff Care

    1. Monitors and ensures a safe, healthy and professional workenvironment.
    2. Ensuresdirectreportsareaccessingandusingtheirbenefitsappropriatelyincludingleave.
    3. Actively supports staff by promoting safe space, open-door and the escalationpolicy.
    4. Establishesandcommunicatesclearexpectationstostafftofosterapredictableandconsistent workenvironment.
    5. Ensures staff are safe in the field by coordinating with the RSC Staff Security Coordinatorand disseminating information related to safety to staff in thefield.

    Program Administration

    1. AssistsinthedevelopmentofCOcurricula,visualaids,realiamodels,etc.incooperationwith the Curriculum Development Specialist(CDS).
    2. Delegates and oversees CO staff participation and performance on CO relatedprojects.
    3. Liaises with vendors in the field to decrease costs associated with CO provisions in coordination with Logistics and tracks lunches/teaadministered.
    4. Overseescontractoractivitiesincludinghiringandpaymentofinterpreters,childmindersand othervendors.
    5. Schedules and facilitates circuit ride briefings and debriefings whenneeded.
    6. Develops and updates Standard Operating Procedures related to circuit ride preparationto enhance consistency andcoordination.
    7. Overseestheschedulingofeligibleindividualsforculturalorientationtrainingincollaboration with the SchedulingDepartment.
    8. Assists in organizing the hiring and training of Cultural Orientationstaff.
    9. Maintains records of all correspondence with partners.

    This position also undertakes other duties as assigned by CWS/RSC Africa Management.

    Qualifications Education:

    • Bachelor’s Degree in Education or a related field; or four (4) years of paid work experience in lieu of a Bachelor’s degree isrequired.
    • Master’s degreepreferred

    Experience:

    • Five (5) years of paid work experiencerequired.
    • One (1) year of direct supervisory experience isrequired.
    • Two(2)years’experienceasaCulturalOrientationSeniorTrainerorTrainerpreferred.

    Knowledge/Skills:

    • Thorough knowledge of the US Refugee Admissions Program and WRAPSdatabase.
    • Strong verbal and written English languageskills.
    • Demonstrated computer skills, especially Microsoft Word, Excel, Outlook andAccess.
    • Excellent organizational and time managementskills.
    • Meticulous attention todetail.

    Abilities:

    The CO Supervisor must have the ability to:

    • supervise field staff to ensure policies and procedures are implemented and executed in accordance with guidelines and standard operatingprocedures;
    • travel as needed in sub-Saharan Africa on short notice and often under difficult conditions to meet demands of a dynamic operationalprogram;
    • pass a job knowledge assessment in order to be confirmed at the end ofprobation;
    • maintain a job knowledge assessment score of 80% or higher, demonstrated through semi- annualassessments;
    • accurately type 40 WPM at 96%accuracy;
    • maintain a high performance standard with attention to detail, completing tasks within set timeframes;
    • communicate effectively both verbally and inwriting;
    • follow instructions from the Supervisor with a positive and receptiveattitude;
    • exercise good judgement and seek guidance as appropriate when confronted withunanticipated problems;
    • deal effectively and courteously with a large number of associates, outside agencies,refugees and members of the generalpublic;

    Working Conditions

    Physical: This position requires bending, squatting, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.

    Environmental: Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.

    Special Requirements

    Certificate of Good Conduct issued within the last one year (12 months) is required before the start of employment.

    A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility. Must have proof of Yellow Fever vaccination before traveling for RSC Africa. Employee will be entrusted with the receipt, custody and payment of money.
