    Deputy Director, Human Resources Management

    Job Specifications

    The duties and responsibilities of the officer will entail:

    1. Coordinating the development and implementation of strategies, policies, and procedures in the Department;
    2.  Providing leadership to foster a culture that promotes teamwork, innovativeness, and efficiency in service delivery;
    3. Analyzing and implementing recommendations on optimal staffing levels for effective succession planning;
    4. Coordinating effective implementation with all legislative requirements to ensure compliance;
    5. Providing human resource technical expertise to the Management Advisory Committee;
    6. Coordinating the implementation of the staff recruitment, training and development, performance management, compensation, and staff welfare programs;
    7. Coordinating the implementation of performance contracting targets, work plans, and performance reporting;
    8. Coordinating and monitoring Departmental budgets and procurement plans; 
    9. Coordinating knowledge management in the Department; 
    10. Ensuring risk mitigation measures are in place;
    11. Ensuring high-quality standards in the Department;
    12. Maintaining departmental records and information;
    13. Ensuring implementation of employee health and safety programs.

    Person Specifications

    For appointment to this grade, an officer must have:

    1. At least twelve (12) years of cumulative relevant work experience, four (4) of which should have served at management level; 
    2. Masters Degree in Human Resource Management, Business Administration with a Human Resource Management or equivalent qualification from a recognized Institution OR Masters Degree or its equivalent qualifications in any of the following fields: Business Management, Public Administration, Finance, Commerce, Human Resource Management, from a recognized Institution;
    3. Bachelors Degree in Human Resource Management or equivalent qualification from a recognized Institution; OR Bachelors Degree in Social Sciences/Business Administration/Commerce with Diploma (KNEC) in Human Resource Management or equivalent qualification from a recognized Institution;
    4. Management Course lasting not less than four (4) weeks from a recognized institution;
    5. Membership to a professional body;
    6. Demonstrated merit in work performance;
    7. Proficiency in computer application;
    8.  Fulfil the requirements of Chapter Six of the Constitution.
